Despite the federal government’s $1.5 billion investment between 1993 and 2010 to fund 164 separate community-based systems of care, there has been an extremely limited attempt to measure the impact of system of care. The impetus for this research is the struggle for how the value based concept of system of care is communicated within a community. While child mental health services researchers have published a number of randomized control trials to explore individual level supports for youth served in a system of care community, researchers have struggled to devise a way to measure system of care philosophy diffusion.

This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. This study examined the various factors at the individual, family, and community level that helped the adult individuals survive the trans-oceanic tsunami which hit the coastal areas of India on December 26, 2004.The study made use of a concurrent mixed methods design to achieve the above objective. A variety of programs reflecting a diverse array of philosophical approaches to early intervention for developmentally handicapped preschoolers have been developed over the past 30 years. Evaluations of these programs report that early intervention is effective for these children. Yet considerable controversy continues about the validity of most of these studies. A number of researchers have expressed the need for different methods of evaluation but to date few researchers have attempted to evaluate these programs with more appropriate methods or to examine aspects of the program other than child outcomes. Adolescence traditionally has been recognized and accepted as a period of exploration of an occasional rebellion against the adult world. Explorations are viewed by behavioral scientists as a quest for identity expansion, and as such, a necessary phase for attaining maturity. Several tasks have been identified which each adolescent must complete if he is to reach maturity. The present study, placed in an historical context of care for the mentally retarded, examines the creation and development of a Community Residence for retarded adults. The Residence is described as a system of interrelating groups (the retarded adults, the director and staff, the parents, the Advisory Committee members) whose patterns of communication and interaction affect the nature of the program.
