This article recovers the link between cultural and educational policy in Latin America to understand the neoliberal state’s discursive institution of culture as capital. It does so by studying the form and function of Mexican and Chilean cultural bureaucracies. Debates between realists and idealists in contemporary political theory have been confused by a tendency to conflate several distinct methodological theses. This article distinguishes between four dimensions of realism and shows how a novel reading of Hume’s politics can help us make sense of the importance of these theses and the relationships between them. More specifically, we argue that a theory we call normative conventionalism can be distilled from two of Hume’s more surprising and controversial essays, “The Idea of a Perfect Commonwealth” and “That Politics May Be Reduced to a Science.” This theory views norms and institutions as conventional …

Spillover Effects Of Quota Or Parity Laws: The Case Of Ecuador Women Mayors, Marcos Fabricio Perez, Santiago Basabe-Serrano

Do quota or parity laws designed to improve the representation of women in plurinominal elections have a spillover effect to uninominal elections? We empirically test this theory by analyzing the effects of quota and parity legislations implemented in Ecuador for plurinominal elections on the proportion of women elected as mayors. Through an unpublished database, our results show that after the implementation of such legislation, the probability of a woman being elected as mayor almost doubles (ceteris paribus). While memes as conceptualized by Richard Dawkins are essentially timeless components of human society, internet memes as exemplified by the hijacking of Pepe the Frog by the Alt-Right and the Trump campaign are a novel force with uniquely dark implications for liberal democracy. Inspired by Diamond Reynolds’s radical gesture to open a live broadcast in the moments after Philando Castile was shot by police in 2016, this paper explores the ways smartphones have become a critical tool of civil resistance. The paper situates this tool in a historical context, tracking the role of visual testimony in the long struggle for Black liberation, drawing special attention to the acoustic dimension and posing questions about how attending to the sonic environment modifies our understanding of bearing witness as embodied practice and our understanding of civil resistance.

Similar to their running mates, VP candidates used geographic language to highlight important domestic and foreign issues. In both debates, each VP candidate utilized swing state references. However, swing states were not as prominently used by VP candidates. The 2012, 2016, and 2020 presidential candidates' swing state references constituted a much higher proportion of their domestic language. It should be noted that previous research typically excludes references to candidates’ home states, as this has been found to be a source of data inflation and statistical noise. Modern philosophers reject the teaching that ethical principles have a transcendent origin in God and instead believe that morality is merely a matter of human convention. Christian philosophy was once dominant in influencing political thought. The word populism is often thrown around in news media and academic scholarship, but there is a lack of understanding of what it actually means as a political theory. In France, the two presidential candidates that made it to the second round in 2017, Emmanuel Macron and Marine le Pen, were both called populist, despite having vastly different campaign strategies and messages. This study used a computer-based method to analyze Campaign books from 24 candidates beginning in 1981 that determined that Populist language is on the rise, but not as aggressively as news media suggests.

We used data from an Australian community register to build a database containing 673 incidents, including both criminal and non-criminal anti-Semitic acts that occurred between October 2013 and September 2017. We conducted bivariate and multivariate analyses to explore the differences in the types of incidents associated with different trigger events. Using time series methods, we found a significant increase in criminal (but not in non-criminal) incidents during the 2014 Israel–Gaza conflict. During Jewish religious festivals, we found a significant decrease in criminal incidents, and a significant increase in non-criminal incidents. This study investigates the transformation of social capital over time, using the example of a small New England town: Kensington, New Hampshire. National social capital assessments indicate a substantial decline in social capital since the post-WW2 era. Kensington does not follow this extreme decline in social capital, with a significant rise during the 90s and into the early 2000s. Additionally, Kensington has high levels of social capital when compared to New Hampshire residents overall. Survey findings point to strong trust, yet weak social infrastructure in Kensington. In line with popular criticisms of Congressional pork barrel spending, I find that that individual representatives do wield significant influence in securing government contracts for their districts. Using federal contract data organized at the congressional district level from FY 2001 – FY 2021, I estimate how individual members of the House of Representatives affect funding outcomes. My identification strategy leverages changes in contract funding that occur during exogenous vacancies occurring in the middle of a term. By comparing contract funding outcomes during vacant quarters to non-vacant quarters, I estimate the amount of individual influence exercised by representatives.

Quantitative methods have been used to: (1) better predict civil conflict onset; and (2) understand causal mechanisms to inform policy intervention and theory. However, an exploration of individual conflict onset cases illustrates great variation in the characteristics describing the outbreak of civil war, suggesting that there is not one single set of factors that lead to intrastate war. In this article, we use descriptive statistics to explore persistent clusters in the drivers of civil war onset, finding evidence that some arrangements of structural drivers cluster robustly across multiple model specifications (such as young, poorly developed states with anocratic regimes). This thesis seeks to determine which international relations theory best explains the United States involvement in the Arab Spring, and to ascertain if the goals set by those theories were met. Through the literature, I determine that two theories offer reasonable yet competing explanations of US involvement, and that these theories are first, defensive realism, and second, democratic peace theory. This paper explores the rise and impact of police officers in schools, frequently referred to as School Resource Officers or SROs. In addition to attempting to delegitimize the common explanation that school shootings necessitate SROs and their ongoing presence, the paper goes on to outline two under-researched drivers of SROs. These are the immense underfunding of public K-12 schools which forces a search for additional sources of revenue alongside an ongoing effort to suppress student movements and control students of color.
