Managing Ethno-Nationalism Within Special Territorial Autonomy Policy: Comparative Cases Between Aceh And Papua, Wasisto Raharjo Jati

The implementation of special autonomy regions is how the central government acknowledges the uniqueness and significant contributions of specific regions to Indonesia. The acknowledgment is then accommodated within special autonomy policies. Starting with Papua in 2001, there are eight provinces with special regions. Despite having a special autonomy status, those provinces may have more problems. The issues are mainly the historical root of integration with Indonesia, resource inequality, and the genuine representations of indigenous people as officeholders. The unequal distribution of the COVID-19 vaccine worldwide is one of humanity's global challenges due to political factors entering and influencing the distribution of vaccines to countries worldwide. Vaccine-producing countries are fragmented into two sides: democratic and non-democratic countries. This article aims to answer how political factors can influence the distribution of the COVID-19 vaccine globally and which vaccine is the global favorite. Many recent studies show the development of an increasingly diverse elite characterized by the emergence of a new elite and, on the other hand, the collapse of the old elite. However, these studies mainly infer democratic political change as an explanatory factor. This article tempts to verify the intricate dynamics of political alliances between Islamist groups and opposition parties in Indonesian elections, focusing on the 2018 West Java gubernatorial contest. The study employs exit poll data, investigating the relationship between religiosity, politico-religious narratives, and voting behaviour. While the mobilising power of Islamist groups appeals to political parties, creating a temporary alliance, these do not guarantee electoral triumph even in a conservative region. The politico-religious propaganda, in principle, consolidates Islamist-inclined voters. In 2016 at the United Nations on Certain Conventional Weapons (UN-CCW), China was the only Permanent Five (P5) country to call for the prohibition and importance of a binding protocol on autonomous weapons. Studies on party survival strongly emphasize the internal dynamics of political parties and their ability to adapt to retain voter support. This article contends that changes in electoral systems and laws, classified as an external factors, also have a significant impact. Natural resource management in the conflict area has raised a debate on how institutions adapt to conflict conditions. This paper utilizes Institutional Analysis and Development (IAD) framework provided by Ratner by conducting a multi-case comparative specifying on the sub-national in Kachin (Myanmar) and Papua (Indonesia). The analysis focuses on how the institutional dynamics relate to collective action in the mining operation during the ongoing conflict. This scheme offers a win-win solution between state actors and the separatist movements to curb conflict and initiate pe¬ace-building at the grassroots level. Using a quantitative analysis that employed data¬sets from Power-Sharing Event Dataset (PSED) and Implementation of Pacts Dataset (IMPACT), this article notably reveals two important findings. The purpose of this article is to examine the various FTAs that Indonesia has been involved in within the last 15 years by looking at the three core elements of trade diplomacy: actors, processes, and goals of FTAs. Based on these elements, this research finds that Indonesia’s FTA diplomacy tends to be dominated by foreign policy interests compared to economic ones, which can be observed through several elements. First, Indonesia’s FTA diplomacy is dominated by state actors and foreign policy players with little involvement from economic players and non-state actors.
