Genocide Studies and Prevention: An International Journal

We examine U.S. public opinion during the Rwandan genocide in the spring and early summer of 1994. Drawing on more than a dozen public opinion polls fielded during this period, we analyze Americans’ levels of knowledge about the violence in Rwanda, their views on United Nations involvement, support for U.S. military intervention, and evaluations of President Bill Clinton’s handling of the crisis. Longstanding theory recognizes public opinion as an important variable in explaining foreign policy choices during international crises. In the case of U.S. policy toward the Rwandan genocide, our analysis reveals widespread public unfamiliarity with a distant African conflict …

The early 1830s were years of intense religious fervor, when well-organized moral reform movements seemed destined to remake the political landscape. Curiously, however, the party system that emerged from this period was premised on the exclusion of moral issues from party politics. How did the early Jacksonian Democrats and Whigs manage to construct an essentially amoral party system during a decade marked by large-scale moral reform movements? And why did the resulting system unravel in the mid-1850s? Answering these questions requires shifting the focus from party activists and elected officials to organized religion. This thesis examines the impact of how British colonial rule led to the decline of Irish cultural components, such as Gaelic (Gaeilge), and how postcolonial revival efforts have shaped Ireland’s modern identity and its use of soft power in international relations. Drawing on mobilization and postcolonial theories, this paper defines key concepts, mobilization, remobilization, and postcolonial identity, to provide an analytical foundation. The analysis explores how colonial policies eroded Irish culture and language, intensified by the Great Famine, and how the Irish Diaspora serves as a global network for remobilizing Irish identity abroad. In this thesis, I examine and re-center the roles of archaeological artifacts and conceptions of ownership in global politics, drawing on debates about cultural heritage and diplomacy. This thesis will emphasize debates around ownership and repatriation, articulating their value in international relations and diplomacy between Western countries and postcolonial nations, as well as between federally recognized Native American Indigenous Tribes and the United States government. The thesis review takes the Elgin Marbles, arguably the most debated subject, as a model for my case study analysis. I will explore complications driven by conversations of repatriation. The rise of the People's Republic of China as a peer competitor to the United States constitutes the defining geopolitical challenge of the twenty-first century, but even so, Western strategic analysis has consistently failed to engage China on its own terms. Coolie labor needs to be understood as a contemporary transnational practice rooted in local practices of feudal kings and the British Empire. When the British Raj established Shimla as its summer capital in 1864, they did not eliminate archaic labor practices; instead, they cleverly modified them to serve the Empire’s infrastructural needs. Under the guise of reform, the British introduced nominal pay to bypass anti-slavery laws, effectively rebranding the forced laborer as the "coolie"—a racialized linguistic construct that signified a state of permanent subalternity. This trend has contributed to the rising prevalence of the term “defense diplomacy” in national security discourse. The United States is no exception. Its abundant military assets and its global network of bases clearly demonstrate that it is the world’s leading practitioner of defense diplomacy. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Unlike previous controversies in the field, the divide is not just historical or methodological; it revolves around academics’ role in the world today, particularly the public stand they choose to take on Palestine/Israel and Zionism. Through an analysis of Madison’s responses to the Alien and Sedition Acts, the Virginia and Kentucky Resolutions, and the nullification controversy, the thesis demonstrates how Madison sought to balance constitutional stability with principled conflict, allowing fundamental questions of authority, justice, and union to be resolved through disciplined public deliberation rather than force or procedural formalism.

This article examines the ontological complexity of interpolity orders with a focus on peripheral polities in the Qing order. Existing multiculturalist studies of the Qing order emphasized diverse cultural representations of a single imperial reality, lacking an understanding of multiple realities experienced by peripheral participants. Our analysis reveals the ontological complexity—rather than cultural diversity—of the Qing order, in which multiple ontological agents experienced different lived worlds, from the encounter between Chosŏn Korean envoys and the Tibetan Panchen Lama at Emperor Qianlong’s birthday ceremony. In the 1917 Mexican Constitution, Article 123 Section Number 14, health became an occupational right in which the employer paid for sickness and injuries, a right advocated in the Mexican Revolution. Despite this, it was not until 1943, with the creation of Instituto Mexicano del Seguro Social (Mexican Social Security Institute), that it became a reality. Following the creation of social security, other programs were established for federal workers (the Institute for Social Security and Services for State Workers), oil workers (Mexican Petroleum Company), and the armed forces (Ministry of National Defense and Secretariat of the Navy). Institutionalising parliamentary opposition ensures political pluralism, and an opposition needs constitutional protections to enable it to demand accountability and seek scrutiny over the executive. How did the Constituent Assembly of India envision the idea of parliamentary opposition? Did it take the issue seriously? Or, overshadowed by the burgeoning dominance of the Congress Party, was it apprehensive about providing constitutional space for the opposition? Some members of the assembly did demand that an institutional space be created to guarantee an effective opposition. But these demands were not given serious attention in the assembly. This paper briefly explains Slaughter's (2004) argument for the emergence of a new world order defined by a disaggregated and networked state where the relevance of soft power has become all the more critical in conversations of politics and corresponding theory. This transformation (arising in the face of the so-called 'globalization paradox') is considered, exploring (a) what this means for the world system and (b) what concerns it may consequently bring.
