Too often, seemingly valuable research is ignored, discounted, misperceived, and misapplied by political practitioners. The purpose of this paper is to examine salient factors accounting for South Africa’s relatively peaceful transition from apartheid state to nonracial democracy, focusing on the political personalities of South African leaders P.W. Botha, F.W. de Klerk, and Nelson Mandela. Following a brief overview of situational variables, the paper describes the political personalities of Mandela and De Klerk as assessed by the Millon-Type Political Personality Checklist (MPPC). In this article I first offer a brief historical account of European white settlement, and ultimately political dominance, in southern Africa. Next, I outline how whites, and in particular Afrikaner-dominated National Party governments after 1948, achieved almost total subjugation of South Africa’s black majority through oppressive legislation and the calculated use of force. In that regard I enumerate some of the draconian laws enacted in the post-1948 apartheid state — laws that served as an impetus for black nationalism, anger, resistance, protest and, after 1960, armed struggle to achieve liberation from white oppression. If a man could somehow snap a picture of the world today, a viewer one hundred years hence would certainly notice its many revolutionary characteristics. Perhaps the most important of these relates to the growth of non-Western nationalism and modernization, the "revolution of rising expectations," which has resulted in the formation of many new nations within the last twenty years, led by Western-trained intellectuals in many cases. These new leaders have been faced with the problem that their fellow countrymen do not necessarily share their beliefs in or understanding of nationalism.

We choose Italy for our study, because she is the mother of this phenomenon -- Fascism having originated in Italy -- and because Fascism received its name by and from that country. Wherever necessary, we will, for the purpose of elucidation, make allusions to and draw comparisons with the forms of Fascism existing in other countries. The purpose of this paper, then, is to make a searching inquiry into the institutions of the Italy of today as compared with the pre-Fascist Italy, so that we will be enabled to determine the true nature of Fascism.
