Coalitional presidentialism is a power-sharing strategy deployed in multiparty presidentialist democracies that entails the distribution of cabinet positions to coalition partners to facilitate governability. This model of governance is increasingly common worldwide, gaining growing scholarly interest. The consequences of coalitional presidentialism for women’s cabinet representation, however, have received scant attention. In this article, we provide a gendered analysis of the Brazilian experience with coalitional presidentialism. The layout of basic research is a typical multi-stakeholder and multi-disciplinary comprehensive policy research, which is suitable to be guided by the think tank double helix methodology. Firstly, the study summarizes the "organization" and theoretical understanding of basic research layout. Secondly, based on MIPS logical hierarchy method and DIIS process fusion method, the study analyzes the fusion mechanism of "discipline layout" and "task layout" of basic research. Finally, the study puts forward the promotion strategies and measures of the future basic research layout from four aspects:system layout, discipline layout, task layout, and international layout.

In November of last year, former Massachusetts U.S. Attorney Andrew Lelling and the Department of Justice’s Civil Rights Division released the findings of an investigation of the Massachusetts Department of Corrections (MDOC). They found several violations of prisoner’ constitutionals rights for mental health cases under the Eighth Amendment. The Eighth Amendment prohibits cruel and unusual punishments for criminal defendants. The findings reveal a lack of structured mental health care for MDOC prisoners, untrained employees, and unnecessary abuse of restrictive housing for prisoners designated under a mental health watch program.

This paper seeks to evaluate the impact that state capacity has had on the annual incidences of internal armed conflicts in the post-WWII period. This paper proposes that the state’s coercive, administrative, and extractive capabilities are the most effective tools at its disposal when attempting to decrease the likelihood of the onset of internal civil conflict. This paper hypothesizes that the higher the level of state capacity in a given nation-state is, the lower the number or occurrences of internal armed conflict will be. Explanations for this surge in apprehensions have been split between two leading hypotheses. This research examines the evolution of sex work policy in France from a regulatory regime during the nineteenth century to an abolitionist stance after World War II to the 2016 adoption of the Nordic model penalizing the purchase of sex. I investigate the ongoing debate between preservationists and abolitionists and examine the arguments raised by each side, making the case that abolitionism has adverse consequences for sex workers. Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. Several Supreme Court rulings, starting with Buckley v. Valeo and culminating with Citizens United v. Federal Election Commission, have created two unequal campaign finance systems: One where party and candidate committees must follow strict fundraising regulations from the Federal Election Commission, and another populated with Super PACs and similar organizations which are allowed to take in unlimited donations. This paper sets out to see if Super PACs, which are freer to operate under the law, have challenged the party and candidate committees’ agenda-setting ability in an election.

The effect of leadership decapitation—the capture or killing of the leader of an armed group—on future violence has been studied with competing conclusions. In Mexico, leadership decapitation has been found to increase violence and in-fighting among drug cartels. However, the causal pathways between leadership decapitation and in-fighting are unclear. In this article, it is hypothesized that leadership decapitation will weaken alliances between armed actors, lead to greater preferential attachment in networks of cartels and militias, and result in greater transitive closure as cartels seek to expand their power. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Conscience voting in the New Zealand House of Representatives offers a unique opportunity to assess Sam Peltzman’s ‘Principal-Agent Theory’ as outlined in his 1984 paper, Constituent Interest and Congressional Voting.

A new data layer provides Coastal and Marine Ecological Classification Standard (CMECS) labels for global coastal segments at 1 km or shorter resolution. These characteristics are summarized for six US Marine Biodiversity Observation Network (MBON) sites and one MBON Pole to Pole of the Americas site in Argentina. The global coastlines CMECS classifications were produced from a partitioning of a 30 m Landsat-derived shoreline vector that was segmented into 4 million 1 km or shorter segments. We have used value sensitive design as a method to develop an agent-based model of values in humanitarian logistics for refugees. Schwartz’s theory of universal values is implemented in the model in such a way that agents can make value trade-offs, which are operationalized into a measure of refugee wellbeing and a measure of public opinion about how the refugee logistics is being handled. By trying out different ‘value scenarios’, stakeholders who are responsible for, or involved in refugee logistics can have insights into the effects of various value choices. Does early voting advance the democratic process in achieving political equality? Does it create more equity in the representativeness of an electorate?
