Abstract

Does early voting advance the democratic process in achieving political equality? Does it create more equity in the representativeness of an electorate? According to rational choice and economic theory, the expanded opportunity to vote should reduce an individual’s cost to vote, thus resulting in higher voter turnouts where traditionally marginalized voters will take advantage of early voting opportunities.

This research conducts an individual-level analysis of more than five-million voter cases over four consecutive Louisiana statewide elections of all individuals who voted in each of the elections from 2015 to 2016. These elections include the 2016 U.S. presidential election, a …

This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.

Thus, the purpose of this paper is not to normatively prescribe the best practices for composing and empowering an IERC, but rather to descriptively show how different countries conduct this process. While Part II makes some determinations about which commissions may conceptually …

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

While many studies have examined self-exclusion few have focused on the processes through which gamblers return at the end of their agreements. In 2014, the RGC Centre for the Advancement of Best Practices examined voluntary self-exclusion reinstatement and renewal in an effort to develop evidence-informed best-practices for both land-based and online gambling operations. The presentation outlines the findings of the study and the recommended best practices for reintegration and ban renewal.

A critical factor of gender and development is the political empowerment of women. Beyond this equality, however, what are the effects of women in government? This paper investigates these effects by examining the relationship between the percentage of women in parliament and overall government effectiveness. The research strongly supports the theory that women are more effective political leaders than their male counterparts.

This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. It then explains why none of the proposed alternatives can accomplish the dual goals set out above. The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …

Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. There has been an abundance of written work on the historic fight for black political equality in southern urban areas. However, almost no scholarly work exists on the fight for black political equality in the rapidly expanding southern suburbs. This article analyzes the rise of the black population and its fight for political representation on the local governing board in Henrico County, a large suburb of Richmond, Virginia.
