The end of hostilities between warring factions in Congo-Brazzaville has marked a decisive moment in the state’s developmental history. Post conflict reconstruction is a foundational component of public policies that restore order within society, igniting the engines of economic development, and in obtaining sustainable peace. In recent years, Africa has experienced a disproportionate share of conflicts compared with other regions; and leads the world in the number of present intrastate conflicts. The relationship between Catholic Nationalists and Protestant Loyalists has proved difficult to reconcile–current policy approaches have been unable to attain peace. This paper seeks to explore the gaps in policy created by ignoring the important distinction between the social identities Nationalists and Loyalists have created and which they continue to perpetuate. Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

Political violence, especially in ethnoreligious conflicts, continues to threaten the stability and security of the international environment. Motivations for using violence are complex and can evolve over time. As long as one or more of the motivations continue to exist, parties to a conflict will feel that violence is a legitimate course of action and, thus, the conflict will persist.

Theories about the causes of conflict and the approaches that should be taken to terminate it mostly propose a single approach. A single approach, however, will address certain issues while leaving others unresolved, allowing some motivations to continue stimulating conflict. …

This research generates a method for easy comparison of national military doctrines as they pertain to peacekeeping operations by using the Conceptual Model of Peace Operations (CMPO) as an organizational framework. Microsoft Excel is utilized as an interface as a means for individuals or organizations to compare individual national peacekeeping doctrines on an independent framework. I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.
