Why Terrorism Varies In Indonesia, Titik Firawati

This dissertation studies when, why, and how local religious conflicts escalate to campaigns of terrorist violence. To do so, I examine two most-similar cases in Indonesia: Ambon and Poso. Each experienced significant local conflict between Christians and Muslims in the early 2000s. But while a peace treaty in Ambon in 2002 was largely successful, a similar treaty in Poso failed, and violence actually escalated into an organized campaign of terrorism against Christians. To understand why violence escalated to terrorism in one case, but not the other, I conducted six months of field research, including 98 interviews with original interviews with …

Does the use of media strategies help social movements or mass protest movements in Southeast Asia achieve their goals? The prominent study in this area argues that social media, in particular, has done more harm than good for grassroots movements. Tufekci (2017) argues that social media provides little help compared to the regime. งานวิจัยชิ้นนี้ต้องการศึกษาพลวัตการใช้สิทธิการป้องกันตนเองร่วมของญี่ปุ่นในสมัยนายกรัฐมนตรีชินโซ อาเบะ โดยศึกษาผ่านมุมมองการกระจายความเสี่ยง (Hedging) ตามทัศนะของ Kuik (2008) เพื่อตอบคำถามที่ว่า ญี่ปุ่นใช้สิทธิการป้องกันตนเองร่วมในยุทธศาสตร์อินโด-แปซิฟิกอย่างไร โดยเสนอว่า สิทธิการป้องกันตนเองร่วมดำเนินพลวัตเป็นตัวสนับสนุนอยู่เบื้องหลังการเป็นผู้สร้างสันติภาพเชิงรุกในเวทีโลก เราจึงได้เห็นญี่ปุ่นรุกเข้าเสริมสร้างระบบพันธมิตรเดิมอย่างสหรัฐอเมริกา ขณะเดียวกันยังขยับขยายไปสู่พันธมิตรใหม่ ๆ เพื่อสร้างเป็นเครือข่ายทางความมั่นคงซึ่งจะประโยชน์ต่อการป้องกันประเทศญี่ปุ่นในอนาคต จากการศึกษาพบว่านายกรัฐมนตรีชินโซ อาเบะให้เหตุผลการยอมรับสิทธิการป้องกันตนเองร่วม (collective self-defense: CSD) ว่า ภัยคุกคามต่อญี่ปุ่นกำลังทวีความรุนแรงรอบด้าน ทั้งการสั่งสมขีปนาวุธจากเกาหลีเหนือ ข้อพิพาททางดินแดน รวมไปถึงการขยายอิทธิพลของจีนที่อาจเข้าแทนที่สหรัฐอเมริกาในภูมิภาค หากสถานะเดิม (status quo) เปลี่ยนไป ญี่ปุ่นภายใต้รัฐธรรมนูญสันติภาพจะไม่อาจต่อสู้ได้เพียงลำพัง งานวิจัยชิ้นนี้ยังชี้ให้เห็นว่า พลวัตนี้ไม่ได้หยุดนิ่ง หากแต่มีความเปลี่ยนแปลงในแนวทางและจุดมุ่งหมายของการเข้าหาพันธมิตรนับตั้งแต่การยอมรับให้ใช้สิทธิดังกล่าวได้ในปี 2014 ไปจนถึงการลงจากอำนาจของชินโซ อาเบะ ในปี 2020

หลังนางไช่อิงเหวินชนะการเลือกตั้งประธานาธิบดีไต้หวันในปี ค.ศ.2016 จีนกลับมาเพ่งเล็งการดำเนินนโยบายของไต้หวัน และใช้ท่าทีที่แข็งกร้าวต่าง ๆ ต่อไต้หวันส่งผลให้ความสัมพันธ์ข้ามช่องแคบระหว่างไต้หวันและจีนกลับมาตึงเครียดอีกครั้ง ไต้หวันต้องดำเนินนโยบายต่าง ๆ เพื่อรับมือกับท่าทีอันแข็งกร้าวของจีนมาตลอดห้วงเวลา 8 ปีในตำแหน่งของเธอ แต่ยังสามารถรักษาสถานะเดิม (status quo) เอาไว้ได้ สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาเกี่ยวกับมาตรการของไต้หวันในการรับมือความแข็งกร้าวของจีน ในช่วงระหว่าง ปี ค.ศ.2016 – 2024 มีแนวทางการดำเนินนโยบายอย่างไรในการ “รับมือ” ท่าทีแข็งกร้าวของจีน จนสามารถสามารถรักษาสถานะเดิมเอาไว้ได้ตามความมุ่งหมายซึ่งผลการศึกษาพบว่าไต้หวันรับมือความแข็งกร้าวของจีนโดยการการถ่วงดุลอำนาจจากภายนอกด้วยการแสวงหาขีดความสามารถเพิ่มจาก“ชาติที่มีอุดมการณ์เดียวกัน” (like-minded nations) เพื่อให้จีนเกิดความยับยั้งชั่งใจหรือต้องคิดคำนวนความคุ้มค่าในการใช้กำลังต่อไต้หวันเพิ่มขึ้นอันเป็นไปตามแนวคิดการป้องปรามโดยการปฏิเสธ

อินเดียเผชิญกับความท้าทายเกี่ยวกับปัญหาการก่อการร้ายข้ามพรมแดนจากปากีสถาน ความท้าทายดังกล่าวสั่นคลอนความมั่นคงแห่งชาติของอินเดีย และเสถียรภาพภายในภูมิภาค เอเชียใต้ ประวัติศาสตร์ของความท้าทายนี้เกิดขึ้นตั้งแต่ปี ค.ศ. 1947 เมื่ออนุทวีปอินเดีย แบ่งแยกออกเป็นสองประเทศ คือ อินเดียกับปากีสถาน ภาวะตึงเครียดระหว่างทั้งสองทำให้มี กลุ่มก่อการร้ายข้ามพรมแดนเข้ามาโจมตีอินเดีย การกระทำของกลุ่มก่อการร้ายดังกล่าวรวมถึง การโจมตีรัฐสภาอินเดียในปี ค.ศ. 2001 และการโจมตีนครมุมไบในปี ค.ศ. 2008 การโจมตีจาก กลุ่มก่อการร้ายเหล่านี้ทำให้อินเดียต้องปรับวิถีด้านความมั่นคง โดยเฉพาะการเสริมสร้าง ขีดความสามารถการจัดการปัญหาการก่อการร้าย การพัฒนาขีดความสามารถด้านข่าวกรอง การพัฒนาความสามารถทางการทหาร การพัฒนาการรักษาความมั่นคงชายแดน และการเปิดปฏิบัติการโจมตีฐานที่มั่นของกลุ่มก่อการร้ายสำคัญ นอกจากนี้ ยังปรากฏอย่างชัดเจนด้วยว่า อินเดียใช้เวทีระหว่างประเทศในการจัดการเครือข่ายกลุ่มก่อการร้ายดังกล่าว โดยพยายาม สร้างพันธมิตรกับประเทศต่าง ๆ เช่น สหรัฐอเมริกา และใช้กรอบความร่วมมือระหว่างประเทศ ทั้งระดับทวิภาคีและพหุภาคี ตัวอย่างที่ชัดเจนอันเป็นผลมาจากความร่วมมือระหว่างประเทศ เพื่อจัดการการก่อการร้ายข้ามพรมแดนข้างต้น คือ การแบ่งปันข้อมูลข่าวกรอง การฝึกร่วม ทางการทหาร และการต่อต้านการสนับสนุนทางการเงินแก่การก่อการร้าย ความพยายามทั้งหมด ที่กล่าวมา สะท้อนให้เห็นว่า นอกจากการก่อการร้ายลักษณะดังกล่าวจะมีความซับซ้อนแล้ว ยังจำเป็นต้องพึ่งพาความร่วมมือกับนานาประเทศ เพื่อให้อินเดียตอบโต้กลุ่มก่อการร้าย ข้ามพรมแดนจากปากีสถานได้อย่างมีประสิทธิผล

สารนิพนธ์นี้มุ่งศึกษาถึงบทบาทของกรมความร่วมมือระหว่างประเทศในการส่งเสริมการดำเนินงานด้านการทูตเพื่อการพัฒนา ซึ่งสะท้อนให้เห็นถึงความเปลี่ยนแปลงทางยุทธศาสตร์ด้านการต่างประเทศในยุคโลภาภิวัตน์ ผ่านเครื่องมือสำคัญอย่าง การทูตเพื่อการพัฒนา (Development Diplomacy) ที่จะนำมาใช้ในการดำเนินความสัมพันธ์ทางการทูตผ่านรูปแบบการทูตสาธารณะ (Public Diplomacy) เพื่อเสริมสร้างความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาชน ซึ่งจะช่วยสร้างภาพลักษณ์และส่งเสริมความสัมพันธ์ระหว่างประเทศของไทย และสนับสนุนการบรรลุเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals : SDGs) ขององค์การสหประชาชาติ สารนิพนธ์ฉบับนี้จะอธิบายถึงความสำคัญเพื่อสร้างความเข้าใจของหลักการดำเนินงานด้านการทูตเพื่อการพัฒนาของกรมความร่วมมือระหว่างประเทศ ที่เริ่มต้นจากการเป็นประเทศรับความช่วยเหลือ (Recipient Country)ผ่านหน่วยงานอย่างกรมวิเทศสหการ จนสามารถปรับเปลี่ยนบริบทตนเองมาสู่การเป็นประเทศผู้ให้ความช่วยเหลือ (Donor Country) และยกระดับตนเองผ่านการนำประสบการณ์และความเชี่ยวชาญที่มีของประเทศไทยส่งเสริมให้มีบทบาทในเวทีนานาชาติโดยการให้ความช่วยเหลือแก่ประเทศต่างๆ ผ่านรูปแบบความร่วมมือแบบ ใต้-ใต้ (South – South Cooperation) โดยมุ่งเน้นที่กลุ่มประเทศเพื่อนบ้านอย่าง CLMV และขยายขอบเขตความร่วมมือออกไปยังประเทศอื่นๆในภูมิภาค ตลอดจนการนำองค์ความรู้ที่เป็น Home Growth Approach ของไทยอย่างการนำหลักปรัชญาของเศรษฐกิจพอเพียงในการส่งเสริมการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนขององค์การสหประชาชาติ (SEP for SDGs)

Humanitarian aid volunteers encounter a wide range of stressors, from witnessing horrific events and human suffering to facing organizational challenges and threats to their personal safety. These experiences can have significant and lasting impacts on their mental and emotional well-being. Despite increasing awareness of the psychological toll on aid volunteers, research on effective coping mechanisms and organizational support remains limited, while efforts by organizations that have begun implementing mental health training remain insufficient in providing the comprehensive, long-term support needed to mitigate these effects. This review essay critically examines cultural explanations of deterrence and coercion, focusing on Dmitry Adamsky’s The Russian Way of Deterrence as the most important recent effort to explain Russian strategic behavior through the lens of strategic culture. While recognizing the book’s considerable strengths in describing Russian concepts, terminology, and practices of deterrence and coercion, the essay questions how much explanatory leverage culture actually provides. It argues that cultural approaches risk over-complexifying the Russian case while under-specifying causal relationships, and asks why distinctive strategic cultures do not produce greater variation in coercive behavior and outcomes. This study discusses the origins and development of the South China Sea dispute. It briefly analyzes the overlapping maritime claims, their justifications and legal aspects, and key clashes between the actors across the second half of the 20th century. It uses a historical perspective to assess the present-day conflict. This dissertation explores the foreign policy implications of the post-2010 resurgence of nationalism in the U.S., Europe, and other parts of the world. It explores the reorientation of foreign policy away from globalization and the post-Cold War expectations that include a rules-based order, the spread of democracy and human rights, and the free movement of capital, products, people, and information. Instead, the emerging nationalist foreign policies emphasize independence and national sovereignty, economic self-sufficiency and protectionism, and anti-democracy and universal values. Reducing Food Scarcity: The Benefits Of Urban Farming, S.A. Claudell, Emilio Mejia

Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. When deployed in coordination with smart crop choices, local farm support, and efficient transportation then the result isn’t just sustainability, but also increasing fresh produce accessibility, optimizing nutritional value, eliminating the use of ‘forever chemicals’, reducing transportation costs, and fostering global environmental benefits.

How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. We can reconceptualise warfare by contrasting Clausewitz with the modern practice of cognitive warfare, as evidenced by Ukraine’s defence methodologies. The strategic orchestration of ‘infopolitik’ and the sophisticated use of social media can shape narratives and public perception. This article revisits Clausewitz’s tenet of war as a political instrument and juxtaposes it with contemporary conflict’s multidimensional tactics. By scrutinising Ukraine’s digital and psychological warfare tactics, one may question the applicability of Clausewitz’s framework, seeking to understand if these novel dimensions of warfare compel a redefinition or an expansion of his thesis to navigate the complexities of contemporary geopolitical confrontations.
