This research provides an institutional explanation of the practices of external intervention in the Arab state system from the fall of the Ottoman Empire in 1922 to the Arab Spring.

My explanation consists of two institutional variables: sovereignty and inter-state borders. I examine the changes in regional and international norms of sovereignty and their impact on the practices of external intervention in the Arab state system. I also examine the impact of the level of institutionalization of inter-state borders in the Arab World on the practices of external intervention. This research discusses the importance of the relationship between the United States and Saudi Arabia and how this relationship has influenced and shaped U.S. foreign policy in the Middle East. The relationship is framed by the international relations theory of neoclassical realism and the institutions theory of critical junctures. Through this framework, a historical and political case study is performed, analyzing the antithesis that the relationship has continued throughout history because of economic interests and oil. Contemporary scholarship has shown that J. William Fulbright's defeat in 1974 was due to a plethora of reasons including his opposition to America's involvement in Vietnam, lackadaisical attitude towards the monolithic threat of Communism, connection to the Washington establishment amidst the Watergate scandal, and old age. Scholars, however, have not paid enough attention to the role Fulbright's Middle Eastern stances played in his final election campaign. During the chaos of the Arab Spring, Western diplomacy was facilitated through the State of Qatar. The small country's rise into the apex of international relations did not occur immediately after the first sparks of the revolution. Rather, Qatar's leadership within the Middle East resulted from years of effort put in by their leaders into devising a foreign policy that emphasized building relationships and cooperation with Western countries and their Arab counterparts. This paper analyzes contemporary Russian Foreign Policy toward the Middle East. Six factors are identified as most critical to Russian foreign policy in the region: Islamic terrorism, arms transfers, natural resources, influence over former Soviet Spaces, general trade, and great power status. With rare exceptions, these principles are shown to guide Russian foreign policy in the Middle East since 2000.

The paper continues by considering the effectiveness of Russia in achieving its desired policy outcomes in the Middle East. This includes assessing situations in which two or more priorities run counter to each other. Generally, Russia is shown to be …

This paper analyzes U.S. public diplomacy in the Middle East. In explaining the concept of public diplomacy itself and its evolution in the United States, four factors are identified as most crucial to the capabilities and limitations of U.S. public diplomacy in the region: U.S. foreign policy options, institutions, strategies, and tools. Today in the United States, the most frequent references to the Middle East are concerned with the War on Terrorism. However, there is another, hidden battle being waged: the war for human rights on the basis of sexuality. Homosexuality is a crime in many of the Middle Eastern states and is punishable by death in Sudan, Saudi Arabia, Yemen, Qatar, Kuwait, and Iran (Ungar 2002). This article argues that American actions in the Middle East designed to advance democracy and/or ‘moderation’ tend to yield perverse outcomes that frustrate the aspirations of local actors while undermining the values purportedly being promoted by the US. In order to explain these contradictions, we emphasise the linkage between policies of democracy promotion and long-standing American commitments both to millennialism and geographical omnipresence. As a continental hub that connects Asia, Africa, and Europe, the Middle East offers a strategic location for the trafficking of persons from poor to richer states. Extreme poverty, coupled with the corporate and royal wealth of the Gulf States, creates a regional dichotomy in which Middle Eastern states serve as ‘source,’ ‘transit,’ and ‘destination’ countries for human trafficking. This article places South Africa's foreign policy towards the Middle East in the context of the country's general foreign policy. South Africa is classified as a middle power, given its penCHANt for international 'bridge-building' and multilateralism. With regard to the Middle East, South Africa has frequently offered itself as a mediator in the region's various conflicts and continues to do so. This thesis examines the evolution of the People's Republic of China's (PRC) foreign policy to the Middle East from 1949 to 2008. Using a historical analysis approach, it argues that in the past fifty nine years, the policy has changed from ideology orientated to economic oriented, from idealistic to pragmatic, and from reactive to pro-active. The reasons behind these changes are mainly due to the changing situations within and without the PRC.
