The Middle East region is inherently volatile and associated with radical religious behavior. Beginning in December of 2010, a Tunisian street vendor inspired a wave of revolutions and protests launched by the people of many Middle Eastern countries, demanding regime change and democratic ideals. This season of revolution, dubbed the Arab Spring, has been characterized as both a period of Enlightenment in the Arab world and a cause for concern for Western powers.

The literature on anti-Americanism in the Middle East suggests that there is a strong relationship between US foreign policy and public attitudes of the United States in the region. This study analyzes Middle Eastern public opinion of the United States from 2002 until 2011, while using quantitative and qualitative analysis to determine whether US foreign policy in the Middle East correlates with approval levels of the United States. This paper analyzes U.S. public diplomacy in the Middle East. In explaining the concept of public diplomacy itself and its evolution in the United States, four factors are identified as most crucial to the capabilities and limitations of U.S. public diplomacy in the region: U.S. foreign policy options, institutions, strategies, and tools. These factors are shown to affect the outcome of U.S. public diplomacy programming in the Middle East and are the foundation for a new U.S. public diplomacy model.

This paper analyzes contemporary Russian Foreign Policy toward the Middle East. Six factors are identified as most critical to Russian foreign policy in the region: Islamic terrorism, arms transfers, natural resources, influence over former Soviet Spaces, general trade, and great power status. With rare exceptions, these principles are shown to guide Russian foreign policy in the Middle East since 2000.

During the chaos of the Arab Spring, Western diplomacy was facilitated through the State of Qatar. The small country's rise into the apex of international relations did not occur immediately after the first sparks of the revolution. Rather, Qatar's leadership within the Middle East resulted from years of effort put in by their leaders into devising a foreign policy that emphasized building relationships and cooperation with Western countries and their Arab counterparts. When people are asked the question, What is the source of Saudi Arabia’s power? Who would cite factors other than oil? This equation of Saudi power exclusively with its oil wealth is mistaken. Historically, a principal and the most consistent source of Saudi power at the domestic, regional and global levels has not been revenues from oil, but the cultural power that inheres in a Kingdom that is both the capitol of the Muslim and Arab worlds.
