Traditional scholarship depicts the Cold War, which began immediately after World War Two and ended with the fall of the Berlin Wall in 1989, as a battle of freedom and democracy over communism and authoritarian control. Cold War propaganda cartoons often show an Uncle Sam figure facing off against the Soviet Union, or a Soviet Bear reaching out to grab and control Western Europe. A Vision Of Peace Through U.S. Leadership: President Jimmy Carter's Moral Foreign Policy Vision And The Panama Canal Treaties, Holly L. Welsh De Paula

This thesis examines President Jimmy Carter’s foreign policy and his administration’s campaign to promote the ratification of the Panama Canal treaties from 1977 to 1978. I argue that President Carter’s administration developed a coherent foreign policy vision that was inspired by moral convictions and aimed to promote international peace. The fundamental aspects of this vision are reflected in the Panama Canal treaties. During the turbulent Senate debate over the treaties, opposition arguments attacking President Carter’s moral policy encouraged the Carter administration to favor more pragmatic arguments in support of the treaties, which ultimately obscured President Carter’s overarching foreign policy vision. …

A Tangled Hope: America, China, and Human Rights at the End of the Cold War, 1976-2000, discusses the evolution of both the international and American understanding of human rights. Beginning with a discussion of the philosophical and cultural frameworks concerning "rights" that developed in Europe and the Americas throughout the 18th and 19th centuries, this work moves into the post-World War II climate that shaped Jimmy Carter and his unique understanding of human rights and America's role in the Cold War world. This paper seeks to determine under what conditions a U.S. president can implement a grand strategy given the nature of domestic and international opportunities and constraints. It will examine three comparative case studies: Jimmy Carter, George W. Bush, and Barack Obama, with the goal of determining what conditions are necessary at the individual, domestic, and systemic levels of analysis for grand strategy implementation. At the individual level, it will apply operational code analysis, as well as an examination of personal characteristics for each case study. Evaluating the foreign policies of presidents while they are in office or shortly after their tenure ends can sometimes lead to conclusions that prove to be unsound in the future. The case of Harry Truman exemplifies this. When he left office in 1952 his approval rating was in the 20 percentile range. Yet, he set the tone and direction of United States foreign policy that led eventually to the successful conclusion of the Cold War.
