"This thesis analyzes the current model of European Union conditionality toward the Western Balkans, which based on a dual approach through the Stabilization and Association Process (SAP). Through SAP, the European Union (EU) is trying to stabilize the Western Balkans, while at the same time associating them with EU policies and supporting them in taking over the EU acquis. My hypothesis is that in order to promote democracy and the rule of law, the EU's policy of stabilizing and integrating should be reformed to better strengthen and clarify conditionality. As it strives to develop a fully integrated security and defence policy, the European Union faces a dilemma. While integration is proceeding apace and now embraces a number of key areas of national security policy, the Union still shies away from holding a serious debate about the future of European - that is British and French - nuclear weapons. These two European states have sought to justify their continued ownership of nuclear weapons by citing their own (and Europe's) benevolent intentions and the fact that their actions are guided by an awareness of their responsibility. The Relationship Between International Migration And Regional Integration, Christopher C. White

This dissertation challenges prevailing assumptions of a strong connection between international migration and regional integration by arguing there is no substantial relationship between them and that these issues should not be conflated. International migration and regional integration are extraordinarily important forces shaping the current international system and the recent wave of globalization has brought with it a new level of fear and uncertainty surrounding these critical issues. Migration and integration are highly contentious and divisive subjects in and of themselves, but the relationship between them is largely misunderstood and tends to skew toward panicked hyperbole by publics and policymakers alike. …

"Governance, globalization, and regionalism are all statements regarding the nature of integration in the current international relations system, but they do not readily explain what brings nation-states together in the first place. At first glance, regional institutions seem to be established on a basis of proximity, suggesting a spatial model of regional integration. However, a deeper investigation of the motivations and factors that lead to the creation of these institutions show this is not the case. The power balance between France and Germany in the European Union has been one of great discussion and debate. Countless journalists and scholars have argued that Germany’s power has risen gradually against the seemingly perpetually stronger France over the past sixty years, and is now finally set to surpass France; but how true are these claims? How can power within the EU truly be measured? “A nation without a language is a nation without a soul,” declares a Gaelic proverb. Indubitably, language is a product of national identity; it preserves heritage, reflects societal beliefs and values, and expresses a cultural spirit. The current international human rights regime, however, does not recognize an individual’s right to language choice; instead, it promises freedom from linguistic discrimination. The implications are not quite the same and, as a result, states have successfully repressed minority populations by controlling their language options. In the summer of 2010, the forced expulsion of many Roma from Western to Eastern Europe captured headlines and world attention, yet this practice simply represented the latest manifestation of anti-Roma sentiment in Europe. Indeed, the Roma—numbering over ten million across Europe, making them the continent’s largest minority—face discrimination in housing, education, healthcare, employment, and law enforcement; widespread prejudice against this group shows no evidence of receding. There is, however, certainly no shortage of national and supranational policies aiming to promote inclusion and equality for the Roma.

From The Alliance Of Economies To The Alliance Of Civilizations: Turkey's Strategic Role And Importance, Murat Doral

In "The Clash of Civilizations;' Huntington hypothesized that the principal conflicts of global politics will occur between groups of different civilizations, and concluded that the "clash of civilizations" will dominate global politics in the future. In addition, Huntington declared Turkey as one of the "torn countries" and tried to make connections between its Muslim identity and its delayed ED membership. The growing trade and investments volume tell us that regardless of our differences, people around the world understand the benefits of economic cooperation and would prefer this route to starting a war of civilizations.

The Missed Dialogues Of The Euro-Turkish Relationships, Juliette Tolay
Journal of Global Initiatives: Policy, Pedagogy, Perspective
This paper attempts to assess the state of dialogue between Europe and Turkey. Using Thomas Risse's application of Habermas' theory of communicative action, it covers and analyzes four opportunity spaces for dialogue: the European Union-Turkish institutional relationship, the bilateral diplomatic relationships between European countries and Turkey, Turkish immigration to Europe, and European tourism in Turkey. Overall, most communicative interaction between Europe and Turkey is done under the logic of appropriateness (rule-guided behavior) as opposed to the logic of consequentialism (interest-guided behavior) or the logic of arguing (reasoning-guided behavior). As interactions remain superficial and one-sided, they merely are "missed dialogues."

This article extracts from Alter's larger body of work insights on how the political and social context shapes the ECJ's political power and influence. Part I considers how the political context facilitated the constitutionalization of the European legal system. Part II considers how the political context helps determine where and when the current ECJ influences European politics. Part III draws lessons from the ECJ's experience, speculating on how the European context in specific allowed the ECJ to become such an exceptional international court. Becoming Good Europeans? Globality, The Eu And The Potential To Realize Nietzsche's Idea Of Europe, Michael J. Mcneal

This dissertation takes up Friedrich Nietzsche’s notion of ‘good Europeanism’ and his related idea of Europe to show how the former disposition may be cultivated to achieve the latter—a reinvigorated culture on the continent. It does so by applying his vitalist politics and power ontology (will to power hypothesis and theory of decadence) to critique European integration in the broader context of globalization. The analysis enables me to theorize how “healthy” individuals might exploit opportunities in the present to become 'good Europeans', with the aim of realizing Nietzsche’s quasi-cosmopolitan idea of Europe.
