China’s growing demand for oil is significantly changing the international geopolitics of energy, especially in the Asian Pacific region. The recent growth in oil consumption, combined with forecasts of increased oil imports (especially from the Middle East), have led to deep concern among Chinese leaders regarding their country’s energy security. They are responding in a number of different ways. In particular, they are searching for new sources of supply and seeking to control purchases and transport lanes, while boosting national production at any cost. Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. This dissertation presents a model of pivotal deterrence—a version the author loosely terms holistic pivotal deterrence—based on the model originally presented in Crawford's Pivotal Deterrence: Third-Party Statecraft and the Pursuit of Peace, and applies it to a regional case study of U.S. security policy in the Taiwan Strait; placing particular emphasis on the crisis junctures of 1954-55, 1958, 1962, and 1995-96. By contrasting this with other models of deterrence, it provides an alternative perspective with which to consider the empirical data on the United States-China-Taiwan relationship and developments in the Strait. Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

Why would a declining power help arm a neighboring and once-hostile rising power? Current international relations literature cannot explain relationships in which one powerful country contributes directly to its long-term relative decline in order to make smaller, short-term gains. This study focuses on one example, the Treaty on Good Neighborly Friendship and Cooperation between the Russian Federation and the People's Republic of China, signed in Moscow on July 16, 2001. This paper describes and evaluates the competition policies in Japan, China, and Hong Kong. A simple framework based on the economic incentive of violations of law is used to evaluate the effectiveness of competition policy. After half a century of effort, Japan has finally established of a modern antitrust system, although its surcharge system could be further improved so as to enhance the deterrence effect of the law. Relative gains problem basically means unequal cooperative payoffs disproportionately favoring partners. With the relative gains problem widely accepted as a serious impediment to international cooperation, some scholars have theoretically argued or modeled several conditions that are most likely to foster a state's sensitivity to relative gains and thus substantially affect the prospects for cooperation.
