The thawing Arctic is subject to increasing activity, attention, and a renewal of interests in the region from around the globe. National interests have compelled strategic planning in the Arctic region and are connected to global geopolitics. A concept of grand strategy is distilled from theories of past authors, understood within the modern context. Across the post-Soviet region, but particularly in the Baltic states, women executives have gained power in greater numbers and at higher rates than many other regions in the world. This defies existing literature, as these states maintain conservative gender stereotypes while also facing a major security threat from Russia close to their borders. This thesis posits that the increase in women within Baltic legislatures across time creates a political pipeline, or a pool of qualified candidates that makes the election of women to executive power more likely. สารนิพนธ์ฉบับนี้มุ่งศึกษาการเติบโตของกระแสวัฒนธรรมเกาหลีใต้ (Korean Wave) ผ่าน Netflix ซึ่งเป็นส่วนหนึ่งของแพลตฟอร์มสตรีมมิ่งที่กำลังเติบโตและได้รับความนิยมจากกลุ่มผู้ชมทั่วโลก โดยมีวัตถุประสงค์เพื่อศึกษาอิทธิพลของ Netflix ต่อการเติบโตของกระแสวัฒนธรรมเกาหลีใต้ ซึ่งในการศึกษาครั้งนี้ใช้การวิจัยเชิงคุณภาพแบบวิจัยเชิงเอกสารเป็นหลัก โดยมุ่งเน้นไปที่การวิเคราะห์เชิงโครงสร้างของอุตสาหกรรมโทรทัศน์ของเกาหลีใต้ ผลการศึกษาพบว่า Netflix คือผู้เปลี่ยนเกมในอุตสาหกรรมโทรทัศน์โลกจากการเป็นผู้ให้บริการแพลตฟอร์มสตรีมมิ่งที่ผู้สมัครสมาชิกสามารถเข้าถึงและรับชมเนื้อหาจากทั่วโลกได้อย่างไม่จำกัด โดย Netflix ได้สร้างนวัตกรรมใหม่ให้แก่วงการโทรทัศน์ เช่น การรับชมอย่างต่อเนื่อง (binge-watching) และการรับชมตามความต้องการ (on-demand) รวมถึงคุณสมบัติอื่น ๆ ที่อำนวยความสะดวกและสร้างประสบการณ์การรับชมที่น่าพึงพอใจให้แก่ผู้ชม และเพื่อสนับสนุนการใช้งานและคุณสมบัติต่าง ๆ ที่แนะนำให้แก่ผู้ใช้งาน Netflix จึงก้าวสู่การเป็นผู้ผลิตเนื้อหาต้นฉบับ (Netflix Originals) โดยเกาหลีใต้เป็นกรณีศึกษาที่ชัดเจนสำหรับกลยุทธ์ Localization ที่ Netflix เข้ามาลงทุนและสร้างความร่วมมือกับผู้ผลิตสื่อท้องถิ่นในการสร้างเนื้อหาต้นฉบับในรูปแบบของสื่อวัฒนธรรมเกาหลี รวมถึงเป็นแพลตฟอร์มในการเผยแพร่วัฒนธรรมเกาหลีใต้ที่สำคัญ Netflix จึงมีบทบาทเปลี่ยนแปลงภูมิทัศน์ของอุตสาหกรรมโทรทัศน์ของเกาหลีใต้ นอกจากนี้ บริการและความสะดวกสบายของ Netflix ดึงดูดให้มีผู้ใช้งาน Netflix เป็นจำนวนมากทั่วโลก ซึ่งเป็นส่วนสำคัญที่ทำให้การแลกเปลี่ยนวัฒนธรรมข้ามชาติเปิดกว้างมากขึ้น เมื่อเนื้อหาทางวัฒนธรรมถูกเผยแพร่บนแพลตฟอร์มสตรีมมิ่ง Netflix จึงมีบทบาทสำคัญในการส่งเสริมให้กระแสวัฒนธรรมเกาหลีใต้เติบโตมากขึ้นในระดับโลก

สารนิพนธ์ฉบับนี้มุ่งศึกษาความเชื่อมโยงอาเซียนตามนโยบายการเป็นจุดหมายปลายทางเดียวด้านการท่องเที่ยว โดยผู้เขียนได้ใช้กรอบแนวคิดการพึ่งพาอาศัยกันมาใช้และวิเคราะห์อุปสรรคและความท้าทายที่ทำให้การดำเนินงานในด้านดังกล่าวของอาเซียนยังไม่ประสบความสำเร็จเท่าที่ควร โดยได้ศึกษาความร่วมมือของอาเซียน สถานการณ์การท่องเที่ยวของอาเซียน ตลอดจนความเป็นมา บทบาทของอาเซียน รวมถึงความก้าวหน้าการดำเนินการสำคัญที่เกี่ยวข้องกับนโยบายการเป็นจุดหมายปลายทางเดียวด้านการท่องเที่ยว ซึ่งจากการศึกษาสารนิพนธ์ฉบับนี้ต้องการนำเสนอว่าอาเซียนเล็งเห็นถึงความสำคัญของการท่องเที่ยวในฐานะอุตสาหกรรมที่มีการเติบโตอย่างต่อเนื่อง และเป็นอุตสาหกรรมที่สามารถขับเคลื่อนเศรษฐกิจและลดช่องว่างทางเศรษฐกิจของประเทศสมาชิกอาเซียนได้ ทำให้อาเซียนพยายามส่งเสริมการท่องเที่ยวและสร้างความร่วมมือระหว่างประเทศสมาชิกหรือกับประเทศนอกภูมิภาค โดยมีนโยบายที่มีการพูดถึงในเวทีการประชุมรัฐมนตรีการท่องเที่ยวอาเซียนในช่วงหลายปีที่ผ่านมาคือ การผลักดันอาเซียนเป็นจุดหมายปลายทางเดียวด้านการท่องเที่ยว แต่การผลักดันนโยบายดังกล่าวเผชิญกับอุปสรรคและความท้าทายในหลายมิติ อาทิ มิติด้านวัฒนธรรมที่ส่งผลต่อการวางกรอบแนวคิด ก่อให้เกิดความรู้สึกเป็นอื่น และเกิดการแก่งแย่งอัตลักษณ์ระหว่างกัน มิติการเมืองและความมั่นคงที่ทำให้แต่ละประเทศสมาชิกตีความผลประโยชน์สำคัญและภัยคุกคามที่แตกต่างกัน มิติด้านเศรษฐกิจที่ทำให้เกิดทั้งความเหลื่อมล้ำในการพัฒนาและความเหลื่อมล้ำเรื่องอำนาจในการริเริ่มหรือแสดงความคิดเห็นต่อนโยบายด้านการท่องเที่ยว รวมถึงมิติอื่น ๆ อย่างความท้าทายจากปัญหาสิ่งแวดล้อมและโรคระบาดที่เป็นภัยคุกคามรูปแบบใหม่และมีแนวโน้มที่จะรุนแรงเพิ่มขึ้นทุกขณะ

บทความนี้มุ่งตอบคำถามมูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ในการดำเนินกิจกรรมส่งเสริมและสร้างภาพลักษณ์ด้านบวกใดของญี่ปุ่นผ่านกิจกรรมและเครื่องมือทางวัฒนธรรมที่มีส่วนสำคัญในการสร้างการรับรู้และเกิดภาพลักษณ์ที่ดีของญี่ปุ่นในประเทศไทย และความท้าทายในการดำเนินงานด้านการทูตสาธารณะในประเทศไทย ทำให้มูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ปรับเปลี่ยนรูปแบบและวิธีการนำเสนอภาพลักษณ์ด้านบวกของญี่ปุ่นอย่างไร ผลการศึกษาพบว่า บทบาทของมูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ นับว่ามีส่วนสำคัญต่อการส่งเสริมการทูตสาธารณะของญี่ปุ่นเป็นอย่างมาก โดยเฉพาะอย่างยิ่งในการรักษาความสัมพันธ์ระหว่างประเทศ มิตรภาพ ความไว้เนื้อเชื่อใจและความเข้าใจซึ่งกันและกันผ่านกลไกทางวัฒนธรรม ภาษาและการสื่อสาร ในการปลูกฝังมิตรภาพและความผูกพันร่วมกันระหว่างประเทศไทยกับประเทศญี่ปุ่น โดยอาศัยการสร้างความร่วมมือแบบพันธมิตรและสร้างเครือข่ายกับประชาชนในชาตินั้น ๆ ในการส่งเสริมให้เกิดการรับรู้อย่างลึกซึ้งในภาพลักษณ์ด้านความสุภาพอ่อนโยนและใฝ่สันติซึ่งเป็นแก่นแท้ของความเป็นญี่ปุ่น แม้ว่าในปัจจุบันการดำเนินกิจกรรมด้านการทูตสาธารณะของญี่ปุ่นกำลังเผชิญกับความท้าทายจากการดำเนินงานด้านการทูตสาธารณะที่มาจากประเทศอื่น ๆ ที่กำลังดำเนินงานอยู่ในประเทศไทยอย่างเข้มข้นและจริงจังในขณะนี้ แต่มูลนิธิญี่ปุ่น สำนักงานกรุงเทพฯ ได้มีการเรียนรู้ ทบทวนและปรับบทบาทของตนให้เหมาะสมต่อสถานการณ์และกระแสความนิยมของคนไทยอยู่เสมอ นอกจากนี้ การดำเนินโครงการหรือกิจกรรม ถูกออกแบบให้เข้ากับบริบท วิถีชีวิต และความสนใจที่หลากหลาย ซึ่งเกิดจากพื้นฐานความเข้าใจในบริบทของสังคมไทยเป็นอย่างดี ทำให้การดำเนินโครงการหรือกิจกรรมประสบผลสำเร็จและได้รับกระแสตอบรับเป็นอย่างมาก ซึ่งสะท้อนให้เห็นจากการดำเนินโครงการหรือกิจกรรมที่ยังคงดำเนินอย่างต่อเนื่องในปัจจุบัน

มหาสมุทรอินเดียเป็นมหาสมุทรที่มีเส้นทางการค้าทางทะเลมาอย่างยาวนาน จึงกลายเป็นมหาสมุทรที่มีทำเลยุทธศาสตร์ที่สำคัญต่อการเมืองและเศรษฐกิจโลก เนื่องจากการค้าและการขนส่งทางทะเลส่วนมากจะต้องเดินเรือผ่านมหาสมุทรอินเดีย ส่งผลให้ปัจจุบันมีการเดินเรือผ่านมหาสมุทรดังกล่าวอย่างคับคั่ง ทั้งนี้มหาสมุทรอินเดียยังได้ยึดโยงหลายทวีปไว้ด้วยกัน เปรียบเสมือนเป็นเส้นทางการค้า เป็นหัวใจสำคัญที่หล่อเลี้ยงเศรษฐกิจของนานาประเทศในภูมิภาคมหาสมุทรอินเดีย ในขณะเดียวกันประเทศอินเดียถือเป็นประเทศที่มีที่ตั้งทางภูมิศาสตร์อันได้เปรียบจากการมีแนวชายฝั่งทางทะเลซึ่งติดกับมหาสมุทรอินเดียทั้งด้านตะวันตกและตะวันออก รัฐบาลอินเดียจึงเริ่มตระหนักถึงความสำคัญต่อมหาสมุทรอินเดียและผลประโยชน์ที่ตนจะได้รับจากการมีตำแหน่งทางภูมิศาสตร์อันเป็นเอกลักษณ์นี้ โดยมีการริเริ่มและพัฒนานโยบายความมั่นคงทางทะเลของตนเพื่อรักษาอธิปไตยทางทะเลและสร้างความมั่นคงทางการเมือง ทางทหาร รวมถึงเพื่อเพิ่มอัตราการเติบโตทางเศรษฐกิจของตนในภูมิภาคมหาสมุทรอินเดียให้มากยิ่งขึ้น เนื่องจากมหาสมุทรอินเดียเป็นมหาสมุทรซึ่งเป็นเส้นทางการค้าทางทะเลที่สำคัญ ส่งผลให้ประเทศที่มีอุตสาหกรรมการผลิตเป็นหลักและมีข้อจำกัดทางภูมิศาสตร์ด้านทางออกทางทะเลอย่างจีนพยายามที่จะหาทางออกทางทะเลอีกด้านคือ มหาสมุทรอินเดีย แม้ว่าความพยายามขยายอิทธิพลของจีนสู่มหาสมุทรอินเดียจะก่อให้เกิดเป็นความกังวลต่ออินเดีย อย่างไรก็ตามนโยบายความมั่นคงทางทะเลของอินเดียที่ใช้ในการหยั่งอิทธิพลในภูมิภาคมหาสมุทรอินเดียที่ถูกริเริ่มขึ้นนั้น มิได้เป็นเพียงนโยบายเพื่อสร้างความมั่นคงทางทะเลของตนเพียงเท่านั้น แต่อินเดียต้องการพัฒนาประเทศของตนให้มีศักยภาพเพิ่มขึ้นเพื่อการทะยานขึ้นมามีบทบาทและเป็นผู้เล่นที่สำคัญในเวทีโลก

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการความสัมพันธ์ระหว่างไทยกับชนกลุ่มน้อยในประเทศเพื่อนบ้าน เน้นกรณีสหภาพแห่งชาติกะเหรี่ยรวมถึงความสัมพันธ์ที่เปลี่ยนแปลงไปตามแต่ละช่วงเวลาระหว่างประเทศไทยและพม่าโดยมีชนกลุ่มน้อยกะเหรี่ยงเป็นเครื่องมือในการดำเนินความสัมพันธ์ การวิจัยพบว่าความสัมพันธ์ระหว่างไทยและพม่ามีพัฒนาการที่เปลี่ยนแปลงตามยุคสมัยตามบริบทการเมืองระหว่างสองประเทศและการเมืองโลก ทั้งนี้ ไทยอาศัยความสัมพันธ์กับกลุ่มกะเหรี่ยงในฐานะเครื่องมือเพื่อตอบสนองต่อผลประโยชน์ของชาติไทยในด้านความมั่นคง เศรษฐกิจ และสังคมวัฒนธรรม ซึ่งเป็นปัจจัยสำคัญที่ทำให้ประเทศไทยสามารถรักษาเสถียรภาพในภูมิภาคได้

สารนิพนธ์ฉบับนี้มุ่งศึกษาบทบาทของกองทัพไทยในการปฏิบัติภารกิจเพื่อส่งเสริมและธำรงไว้ซึ่งสันติภาพในคาบสมุทรเกาหลีในยุคปัจจุบัน และเหตุผลในการดำรงภารกิจในคาบสมุทรเกาหลีนี้ไว้ โดยใช้วิธีการวิจัยเอกสารเป็นเครื่องมือที่ใช้ในการวิจัยพบว่า กองทัพไทยดำเนินบทบาทเฉพาะที่สำคัญ 2 ประการ ได้แก่ 1) การทำหน้าที่ผู้สังเกตการณ์ทางทหาร ตรวจสอบและยืนยันว่าคู่ขัดแย้งได้ปฏิบัติตามข้อตกลงหยุดยิงทางทหาร และ 2) การมีกำลังพลกองทัพไทยในกองบัญชาการกองกำลังสหประชาชาติที่ทำหน้าที่อยู่ในกองร้อยเกียรติยศ เป็นการแสดงออกเชิงสัญลักษณ์สะท้อนการยึดมั่นในสันติภาพในคาบสมุทรเกาหลี เหตุผลประการสำคัญในการดำรงภารกิจไว้ เนื่องจากประเทศไทยในฐานะรัฐสมาชิกขององค์การสหประชาชาติตระหนักถึงการมีส่วนร่วมในการปฏิบัติการเพื่อส่งเสริมและธำรงไว้ซึ่งสันติภาพ การปฏิบัติตามบรรทัดฐานที่สหประชาชาติกำหนดจะเป็นการสร้างเสริมสถานะและสร้างการยอมรับให้แก่ประเทศไทยในประชาคมโลกและเวทีการเมืองระหว่างประเทศ การคงกำลังทหารของกองทัพไทยในคาบสมุทรเกาหลียังคงมีความจำเป็นต่อประเทศไทยในฐานะสมาชิกขององค์การสหประชาชาติ กองทัพไทยควนดำเนินการด้วยความรอบคอบ ยึดถือนโยบายการรักษาดุลยภาพของความสัมพันธ์ระหว่างประเทศ โดยมีเป้าหมายในการเสริมสร้างความไว้เนื้อเชื่อใจ การพัฒนาศักยภาพและขีดความสามารถในการปฏิบัติการร่วมกันเพื่อรับมือปัญหาความมั่นคงรูปแบบใหม่และการส่งเสริมสันติภาพในทุกระดับ

การผงาดขึ้นของจีนในเวทีโลกได้ส่งผลกระทบต่อภูมิทัศน์ทางการเมืองและเศรษฐกิจระหว่างประเทศอย่างลึกซึ้ง โดยเฉพาะในแง่ของยุทธศาสตร์ความมั่นคง ในปี 2022 จีนได้เสนอข้อริเริ่มความมั่นคงของโลก (Global Security Initiative: GSI) เพื่อสร้างสถาปัตยกรรมความมั่นคงระดับโลกที่สะท้อนถึงแนวคิดและหลักการของจีน ในปี 2023 กระทรวงการต่างประเทศของจีนได้เผยแพร่เอกสารแนวคิด (Concept Paper) ระบุถึงหลักการสำคัญ 6 ประการที่เป็นรากฐานของ GSI ซึ่งรวมถึงการเคารพอธิปไตยของประเทศต่าง ๆ การปฏิบัติตามกฎบัตรสหประชาชาติ การให้ความสำคัญกับความมั่นคงร่วมกัน และการแก้ไขข้อพิพาทอย่างสันติ GSI มุ่งเน้นการสร้างความร่วมมือระหว่างประเทศในประเด็นความมั่นคงแบบดั้งเดิมและที่ไม่ใช่แบบดั้งเดิม ได้แก่ การก่อการร้ายข้ามชาติ การเปลี่ยนแปลงสภาพภูมิอากาศ และความมั่นคงทางไซเบอร์ จีนยังได้เน้นย้ำบทบาทของตนในฐานะผู้ไกล่เกลี่ยความขัดแย้งระหว่างประเทศ และสนับสนุนสถาบันพหุภาคี ได้แก่ สหประชาชาติ สหภาพแอฟริกา และองค์กรระดับภูมิภาคอื่น ๆ เพื่อเสริมสร้างสันติภาพและเสถียรภาพของโลก บทความนี้ได้วิเคราะห์ถึงแรงจูงใจของจีนในการเสนอ GSI โดยใช้กรอบแนวคิดสัจนิยมเชิงรุก (Offensive Realism) ในการวิเคราะห์ ซึ่งสะท้อนให้เห็นถึงความต้องการของจีนที่จะขยายอิทธิพลและสร้างความมั่นคงร่วมกันในเวทีระหว่างประเทศ พร้อมทั้งเสนอแนวทางการปฏิบัติและความร่วมมือที่จะสามารถตอบสนองต่อความท้าทายด้านความมั่นคงที่โลกกำลังเผชิญอยู่ การดำเนินข้อริเริ่ม GSI แสดงให้เห็นว่าจีนรับรู้ถึงภัยคุกคามจากภายนอกและมีแรงจูงใจในการเสริมสร้างอำนาจและบทบาทของตนในระดับสากลเพื่อสร้างความมั่นคงและลดความเสี่ยงจากภัยคุกคามจากรัฐอื่น

The Cold War was a decades-long competition between the US and the Soviet Union marked mainly by an existential nuclear arms race, the concept of Mutually Assured Destruction, and the dire opposition of democracy and communism worldwide. In May 1948, the United Nations launched its first peacekeeping mission named the United Nations Truce Supervision Organization (UNTSO). Since this first mission, the United Nations has launched over 70 peacekeeping missions in regions such as Europe, Latin America, Asia, and Africa (Bellamy and Williams, 2015). The overarching goal of the United Nations, and the Security Council as the organ responsible for authorizing peacekeeping missions, is to protect international peace (United Nations, 1945a). The question this thesis seeks to answer is which side of the Brexit argument, Pro-Brexit or Anti-Brexit, is playing out in the United Kingdom today years after Brexit. To address this question, I will use three prominent immigration theories as well as open border and closed border theory which are grounded in the Pro-Brexit and Anti-Brexit arguments. During the Northern Ugandan War, the Lord’s Resistance Army kidnapped and recruited 30,000 children and forced them to become soldiers. Nearly twenty years since the end of the war, former child soldiers continue to experience extreme poverty, psychological distress, and social isolation. For many, the economic hardship they face, due to stigma and missing out on school, is their greatest challenge upon returning home. This paper analyzes the strategies used by the government and non-state actors to reintegrate former child soldiers back into the Ugandan economy. American policymakers utilize valence framing, purposeful descriptions of outcomes as positive or negative, to influence the opinions of voters while maintaining the moral superiority felt by many citizens in the liberal Western hegemon.
