The US Army War College Quarterly: Parameters

This article analyzes the US Army’s successive recruiting crises, identifying their consistent patterns and the efforts to resolve them, and makes three provocative arguments. First, there is a long-standing institutional tension between recruiting personnel for the combat arms and technical and administrative specialists. Second, many of today’s talent management problems were first identified in a 1907 General Staff report and reiterated in subsequent studies. Third, the Army has pursued innovative recruitment strategies, but much of their success depended on factors outside the service’s control. Greta Lynn Uehling’s book offers a fresh perspective on the ongoing conflict between pro-Russian separatists and Ukrainian government backed forces over the provinces of Donetsk and Luhansk. Begun in March 2014, the conflict was partly due to the events following the Maiden Movement or Revolution of Dignity, which ousted pro-Russian president Viktor Yanukovych. Given the escalation of the conflict with Russia’s full-scale invasion of Ukraine in February 2022, Uehling’s multiyear study of the war in the Donbas region represents a valuable addition to the broader discourse on the ongoing Ukraine-Russian war.

This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. This report presents the results of an indirect assessment of the personality and leadership style of Vladimir Putin, president of the Russian Federation, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Putin were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

“Military Conflict in Ukraine: Personality Profiles of the Principals – Vladimir Putin, Alexander Lukashenko, and Volodymyr Zelenskyy” was a panel presentation at the 46th Annual Scientific Meeting of the International Society of Political Psychology in Montréal, Québec, Canada, July 9–11, 2023.

This study investigates the impact of global networks on e-government development and the role of political regime types in e-government diffusion through international networks. We built a unique social network dataset that covers 148 countries for the years between 2003 and 2014. Our network dataset is rooted in two assumptions: 1) international organizations serve as peak organizations for international policy networks, 2) public managers who participate in international e-government conferences held by the UN and OECD work as boundary spanners.
