Under what conditions do governments view and respond to the arrival of refugees primarily as a security threat? Comparatively analyzing the securitization of Syrian refugees in two pairs of countries, Turkey and Lebanon and Germany and France, this dissertation proposes a domestic political context-based theory and typology of securitization. Based on a quantitative and qualitative content analysis of the media data including mainstream national newspaper articles, political speeches, and policy documents, this research differentiates between different levels of securitization. It finds that moderate securitization was present in Lebanon during the early years of the refugee crisis (2013–2014) and coincided with …

Since 1999, the protection of civilians (POC) has become central to UN peacekeeping, included in the mandates of most multidimensional missions. In 2009, the Security Council designated POC as a priority among mandated tasks, in part because of the assertion that protecting civilians creates conditions that are conducive to peace. How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. This argument challenges the prevailing consensus in the literature, which identifies wartime executive power as the main threat to postwar freedoms. This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. What determines states’ willingness to institutionalize alliances? Contrary to conventional emphasis on system-level conditions, we argue that states pay close attention to the domestic political consequences of institutionalizing alliances. This is particularly true for unequal allies. Client regimes are disproportionately sensitive to alliance design, as it affects patron allies’ ability to influence their military, distribute finance and arms, and legitimate preferred political groups. Two factors—power consolidation and political compatibility—determine whether the client views alliance institutionalization as complementary or conflictual with regime survival. In my thesis, I examine how the Chinese government developed postcolonial apologia throughout its dispute with the US government over policies related to COVID-19. I focus on the shifting rhetorical strategies used by the Chinese government to defend China from accusations by other nations, especially the US. I determine that the Chinese government's response to the Western accusation during the COVID-19 pandemic progressively shifted from participating in the Western system to questioning Western centralization and adding Chinese interpretations to the existing world order.
