สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินนโยบายของญี่ปุ่นต่อรัสเซียในยุคของรัฐบาล ชินโซ อาเบะ ในประเด็นข้อพิพาทเกาะทางตอนเหนือของญี่ปุ่น ระหว่างปี 2012-2019 โดยมีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์และการดำเนินนโยบายต่างประเทศของญี่ปุ่นต่อรัสเซีย ในประเด็นข้อพิพาทเกาะทางตอนเหนือของญี่ปุ่น และวิเคราะห์ถึงแรงจูงใจในการดำเนินนโยบาย เข้าหารัสเซียของรัฐบาลอาเบะ ในปี 2012 – 2019 ผ่านกรอบแนวคิดการถ่วงดุลโดยใช้ไม้อ่อน (Soft balancing) จากการศึกษาพบว่า ในอดีตประเด็นพิพาทเกาะทางตอนเหนือเป็นประเด็นหลักในการดำเนินความสัมพันธ์ระหว่างญี่ปุ่นและรัสเซียและยังคงเป็นอุปสรรคสำคัญในความสัมพันธ์มาอย่างยาวนาน อย่างไรก็ตามภายใต้บริบทภายในภูมิภาคที่จีนกลายเป็นตัวแสดงสำคัญที่เป็นภัยต่อความมั่นคงแห่งชาติ รัฐบาลอาเบะจึงดำเนินนโยบายเข้าหารัสเซียเพื่อถ่วงดุลอำนาจรวมถึงสกัดกั้นจีนเป็นหลักด้วยการดึงรัสเซียเข้ามาเป็นแนวร่วมในการถ่วงดุลซึ่งเป็นไปในทางอ้อมผ่านแนวทางใหม่ (New Approach) ด้วยการใช้เครื่องมือด้านเศรษฐกิจและการทูตเป็นหลัก และได้ปรับจุดยืนในประเด็นเกาะพิพาททางตอนเหนือจากเดิมที่เคยเป็นประเด็นหลักในความสัมพันธ์ให้กลายเป็นประเด็นที่มีความสำคัญรองลงมาเพื่อไม่ให้เป็นอุปสรรคในการสร้างความสัมพันธ์กับรัสเซีย ดังเช่นในอดีต

นับตั้งแต่พรรคสันนิบาตแห่งชาติเพื่อประชาธิปไตยเป็นผู้นำรัฐบาลเมียนมา ความสัมพันธ์ระหว่างเมียนมากับจีนได้พัฒนาอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งบทบาทในกระบวนการเจรจาสันติภาพ ดังนั้นสารนิพนธ์ฉบันนี้จึงต้องการศึกษาบทบาทของจีนในกระบวนการเจรจาสันติภาพระหว่างรัฐบาลเมียนมาและชนกลุ่มน้อย เพื่อวิเคราะห์จุดมุ่งหมายและผลประโยชน์ของจีนในการเข้ามามีส่วนร่วมในกระบวนการสันติภาพของเมียนมา รวมทั้งเพื่อเข้าใจปัจจัยที่มีผลต่อยุทธศาสตร์การดำเนินความสัมพันธ์ของเมียนมาต่อจีนภายใต้รัฐบาลสันนิบาตแห่งชาติเพื่อประชาธิปไตย และผลพวงต่อกระบวนการสันติภาพ โดยใช้กรอบแนวคิดการพึ่งพาอาศัยซึ่งกันและกันในการวิเคราะห์ประเด็นดังกล่าว สารนิพนธ์ฉบับนี้เสนอว่าความไม่มั่นคงบริเวณชายแดนจีน–เมียนมา อันเกิดจากความขัดแย้งระหว่างชนกลุ่มน้อยที่ยังไม่ลงนามในข้อตกลงหยุดยิงทั่วประเทศกับกองทัพเมียนมา และผลประโยชน์ด้านเศรษฐกิจข้ามพรมแดนและความมั่นคงของจีนบริเวณชายแดนจีน-เมียนมา เป็นปัจจัยสำคัญที่ทำให้จีนเข้ามามีบทบาทสนับสนุนกระบวนการสันติภาพทั้งทางการเมืองและการเงิน ขณะที่เมียนมามีข้อจำกัดเกี่ยวกับอิทธิพลเหนือชนกลุ่มน้อยฯ จีนกลับมีอิทธิพลต่อชนกลุ่มน้อยบริเวณชายแดนจีน-เมียนมาทั้งในด้านเศรษฐกิจและยุทธปัจจัย รัฐบาลเมียนมาจึงจำเป็นต้องพึ่งพาจีนในการกดดันชนกลุ่มน้อยให้ตกลงหยุดยิงและเข้าร่วมการเจรจาเพื่อสันติภาพอย่างเป็นทางการ ทั้งสองประเทศจึงคาดหวังว่าการร่วมมือกันในกรณีนี้จะนำไปสู่ผลประโยชน์ของทั้งสองฝ่าย

Why do women protest? Why do women protest “as women”? Why do some women participate in protests but not others? In the wake of the Women’s March of 2017, perhaps the largest single day protest event in history, these questions are particularly timely and deserve scholarly attention. One important but understudied and undertheorized motivation for women’s protests is state sanctioned violence, particularly repression. This dissertation explicitly theorizes about how state perpetration of violence, particularly state use of repression, both motivates and shapes women’s protests on a global scale.

Economic globalization is examined through trade and foreign investment in México, including Foreign Direct Investment (FDI) and portfolio investment. The Mexican economy is measured by Gross Domestic Product (GDP) and Purchasing Power Parity (PPP). In the following research, I investigate whether hard offensive counterterrorism results in the failure or success of a counterterrorism strategy. In the second chapter, the academic literature of counterterrorism strategies is examined. Next, a hypothesis is put forth that if a hard offensive counterterrorism strategy is utilized, indicators such as high troop levels, more civilian casualties, more negative public opinion, and an increased rate of terrorism, will point to a failed counterterrorism strategy. This thesis investigates the relationship between foreign intervention and state failure. I argue that even an ideal international multilateral humanitarian intervention in a weak state will lead to deepening state failure if the intervention was biased and driven by material rather than ethical interests, focusing on achieving military victory of one party of the internal conflict rather than a negotiated settlement between all conflict parties and ignores the responsibility to rebuild in the aftermath of the intervention.

Giving To Get: A Neorealist Explanation Of Japan’S Foreign Aid Program, Tiana Steverson Pugh

Many countries use aid as a political tool, but Japan is unique in that foreign aid is one of its most important foreign policy tools. Drawing from literature on donor motivations for aid-giving, this paper argues that the neo-realist view of aid-giving offers the best explanation for why Japan provides aid. More specifically, Japan’s aid-giving is motivated by its pursuit of economic and strategic goals. This underlying motive for aid-giving necessarily impacts how Japan provides aid and how it uses aid to respond to human rights violations in recipient countries.

This thesis explores how domestic factions and authoritarian regimes in Japan and Korea in the period from the 1850s to 1970s appropriated the concept of “modernity” to gain normative superiority over their competitors. The appropriating entity revised the concept of modernity to suit its own worldview. Across the case studies, the propaganda of modernity created a hierarchy that privileged those who are “more modern,” encouraged martial masculinity, and attached itself to existing domestic norms, such as ethno- nationalism. Under authoritarian regimes, modernity helped justify the mobilization of capital, manpower, and other critical resources in the name of nation-building or defense. …

This paper identifies and explains the connection between the rising power of France’s far-right, populist party and the pervasive sentiments of Islamophobia through an examination of major theories, anxiety-producing events, and reactionary legal actions in France pertaining to the oppression of Muslims. This thesis analyzes the connection of mobile phone technology to increased economic development in Kenya. Drawing on previous research, I first examine the state of development by analyzing social, political, and economic factors in Kenya in 2007/2008. I then examine the role of technology on these development factors in Kenya by focusing on the rapid rise of mobile money platform M-Pesa and the rise of decentralized banking. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization.
