This thesis analyses the political economy of the decision of Italy and Germany to participate in the euro. The emphasis is on understanding the economic rationales employed in each country in support of euro membership.

For Italy, the central argument is that Italy outsourced monetary policy management to the ECB in order to delimit deficient domestic policy making and import German monetary credibility. This transferred the costs of monetary orthodoxy to Europe, and the thesis briefly examines places where we might observe those costs.

At the time that this thesis is printed, we are reminded of the tumultuous relationship between North Korea and the United States every day. If we follow the mainstream news regularly, it seems like we are on a steady path to war. Ultimately, this paper is centered around the question: what is the best foreign policy strategy for both countries to achieve respective goals, without descending into armed conflict? Specifically, I evaluated the failures of the last three U.S. Presidents and used their shortcomings to explain limitations in current foreign policy strategy. This thesis explores the reputation that the United States has for supporting and promoting three norms related to nuclear weapons: nonproliferation, non-use, and deterrence, while simultaneously examining the impact that United States actions can have on the saliency of the norms themselves. Ultimately, the United States has the ability to considerably impact the saliency of international nuclear norms, and has encouraged other states to accept and abide by them. The goal of this thesis is to draw attention to the often overlooked work that is done by activists and their networks when it comes to influencing international policy and law. The case study looks at the “Comfort Women” issue, an unresolved conflict from when the Japanese Imperial Army forced women from its colonies into sexual slavery during World War II. It is a fiercely debated topic throughout Asia, specifically between South Korea and Japan. This dissertation investigates the logic of resilience as a prevailing mode of national security. Struck more by its familiarity than its novelty, I turn my attention to public health as a way of better understanding what resilience does and how it works. Using interpretive methods to read resilience theoretically as a function of complex systems and concretely as a set of homeland security policy practices in the United States, I situate the emergence and implementation of resilience as a redeployment of long-standing motifs and modes of “containment,” recast as an immune system. Trade was a central issue in the 2016 US presidential election, with both major party candidates debating how trade impacts American workers. However, the current literature on trade policy outcomes and inequality has insufficient measures of public opinion on trade. I examine the varying roles the public and interest groups play in the trade policy formation process as inequality changes in democratic societies. I expect, as inequality increases, the public and mass based interest groups will have less resources to expend on influencing policymakers. There are several competing beliefs regarding how political factions at the sub-state level choose to align and realign during a state of armed conflict. This research draws upon current literature to provide a framework for comparing the Anbar and Baghdad Awakenings of 2006–2007. This research concludes that alignment and alliance building is a process based on structural constraints only at the point of institutional maturity, therefore the critical point in the realignment process for the U.S. military is at a point between an individual’s realignment and the wider community’s perception of their success.

The aim of this dissertation is to provide explanations for why prosperity, peace and development are achieved in some countries but not in others. To do so, this research analyzes how civil society and state capacity effect human security; using an explanatory mixed-method approach. The statistical analysis used in this research is a time series cross-sectional data analysis covering over 160 countries from 1984 to 2014. The statistical findings are further tested by comparative case studies of Slovenia, Lithuania, Russia and Singapore. Under what conditions will successful nonviolent revolutions be followed by democratization? While the scholarly literature has shown that nonviolent resistance has a positive effect on a country's level of democracy, little research to date has disaggregated this population to explain which cases of successful nonviolent resistance lead to democracy and which do not. In this study I present a theory of democratization in civil resistance transitions in which I argue that political actors' behavior in three strategic challenges: mobilization, maximalism, and holdovers policy, systematically affect the likelihood of democratization. In this research, I seek to explain how three different foreign policy actors, the President, key Senators, and the media frame intervention policy when determining if intervention is used for human rights versus U.S. interests. I will be looking at four different areas of turmoil (Bosnia (1992-1995), Rwanda (1994), Syria (2011-present) and Iraq (2003-2011)) to see if the Presidents, Senators, and the media framed their intervention around human rights atrocities being committed, or if they framed it around a national security dilemma.

In this thesis, I consider the trend of increasing backlash against civil society around the world. I focus on Ecuador and Peru, both democratic countries that have placed restrictions on NGOs receiving foreign funding. I examine both countries in terms of changes over time in the regulatory environment for NGOs. I ask: What factors motivated these changes? I analyze the countries with respect to three possible explanations: defending sovereignty against foreign powers, stifling internal dissent, and seeking rents. State sponsorship of terrorism, where a government deliberately provides resources and material support to a terrorist organization, is common in the international system. By conceptualizing state sponsorship as a relationship between a principal and agent, I develop a consistent theoretical model that explains why states pursue this foreign policy strategy, as well as how they rationally attempt to minimize the inherent risks of delegating to violent non-state actors. I test my model by using a novel dataset on sponsorship behaviors that improves on the range, detail, and temporality of previously used measurements. การศึกษาชิ้นนี้นำเสนอการใช้เครื่องมือทางเศรษฐกิจของจีนในการต่อรองระหว่างประเทศ ซึ่งมีคำถามสำคัญคือจีนใช้เครื่องมือทางเศรษฐกิจในการต่อรองระหว่างประเทศในเชิงผลประโยชน์หรือเชิงยุทธศาสตร์อย่างไร และการใช้เครื่องมือนี้ส่งผลอย่างไร โดยจะชี้ให้เห็นว่าในเบื้องต้นจีนได้ใช้เครื่องมือทางเศรษฐกิจเพื่อพัฒนาประเทศไปสู่การเรืองอำนาจโดยสันติ การพัฒนานี้ทำให้จีนกลายเป็นมหาอำนาจทางเศรษฐกิจในภายหลัง และยังสร้างคุณูปการทางเศรษฐกิจกับชาติต่างๆทำให้ชาติต่างๆเข้ามาพึ่งพาทางเศรษฐกิจกับจีน เมื่อเกิดการพึ่งพาที่ไม่เท่าเทียมกันเช่นนี้ จีนได้ใช้เครื่องมือทางเศรษฐกิจเพื่อต่อรองเมื่อเกิดความขัดแย้งกับประเทศคู่พิพาท การศึกษาชิ้นนี้ได้หยิบยกญี่ปุ่นขึ้นมาเป็นกรณีศึกษาโดยชี้ให้เห็นว่าการที่เศรษฐกิจญี่ปุ่นพึ่งพาสินแร่ที่มีธาตุโลหะหายากจากจีนนั้น การพึ่งพาที่ไม่เท่าเทียมกันได้ทำให้จีนใช้เครื่องมือทางเศรษฐกิจในการต่อรองเมื่อเกิดข้อพิพาทเกาะเซนกากุ/เตียวหยูเพื่อให้ญี่ปุ่นปฏิบัติตามข้อเรียกร้องของจีน การศึกษาชิ้นนี้ยังหยิบยกไต้หวันขึ้นมาเป็นกรณีศึกษาโดยชี้ให้เห็นว่าจีนพยายามที่จะใช้เครื่องมือทางเศรษฐกิจภายหลังการเลือกตั้งไต้หวันปี 2000 และปี 2004 และจีนยังให้ประโยชน์ทางเศรษฐกิจแก่ชาติต่างๆ อันเป็นเครื่องมือในการแข่งขันการแย่งชิงความสัมพันธ์ทางการทูตระหว่างจีนกับไต้หวัน ดังนั้น การพึ่งพาทางเศรษฐกิจกับจีนจึงเป็นทั้งประโยชน์และโทษที่รัฐพึ่งพิงจะต้องระวัง อย่างไรก็ตาม การใช้เครื่องมือทางเศรษฐกิจของจีนก็ไม่ได้ประสบผลสำเร็จตามที่จีนต้องการเสมอไปเพราะการใช้เครื่องมือทางเศรษฐกิจนี้ไม่เพียงก่อให้เกิดทัศนคติที่ไม่ดี แต่ยังชี้ให้เห็นถึงความย้อนแย้งระหว่างการสร้างความหวาดระแวงกับการเรืองอำนาจโดยสันติด้วย

As the initial US observer, David Rawson participated in the 1993 Rwandan peace talks at Arusha, Tanzania. Later, he served as US ambassador to Rwanda during the last months of the doomed effort to make them hold. Despite the intervention of concerned states in establishing a peace process and the presence of an international mission, UNAMIR, the promise of the Arusha Peace Accords could not be realized. Instead, the downing of Rwandan president Habyarimana’s plane in April 1994 rekindled the civil war and opened the door to genocide.

This chapter challenges the conventional wisdom that international relations theory has nothing to offer scholars interested in comparative international law. It argues that comparativists should not underestimate the value of international relations theory in explaining how and why certain states adopt particular interpretations of international law. While international relations theory cannot explain the evolution of specific doctrines, it can be very useful in understanding the general approaches to international law that states embrace. The chapter develops the connection between domestic institutional design and the interpretation of international law on one side, and realism, institutionalism, and liberalism on the other. It …

The journey for ‘unauthorized’ migrant women from the Northern Triangle of Central America (NTCA) through Mexico dangerous and violent. In hopes of achieving safe passage to the United States (U.S.), women migrants will have to navigate borders. In this dissertation, I use the concept of borders to reveal the gendered experiences of (im)mobility. I argue that navigating borders throughout the migratory journey is not simply about experiencing the risks and vulnerabilities associated with restrictive border enforcement policies and practices implemented by the nation-state. By the mid-1990s, the post-war, Keynesian welfare state that had typified much the landscape of service provision in North America had already begun seriously to corrode in the presence of a resurgent classical liberalism.
