With the UN High Commissioner for Refugees announcing early this year that the war in Syria may have claimed as many as 60,000 lives, two op-eds published late in 2012 usefully exemplify two contrasting frames that have thus far dominated international responses to the conflict—namely, the humanitarian frame and the geopolitical frame. Yet despite the apparent contrasts between these two frameworks, both reflect a similar contempt for the Syrian people and their right to self-determination. The humanitarian framing of the conflict emphasizes the scale of human suffering and the need to alleviate it, while the geopolitical frame accentuates political interests …

While I am sympathetic to the urgency with which both writers advance their claims, there is much strained and stretched logic—as well as outright naiveté—in both authors' arguments, especially Rice's.

Incumbent Violence And Insurgent Tactics: The Effects Of Incumbent Violence On Popular Support For Guerrilla Warfare And Terrorism, Jonathan Williams

Insurgency has two main strategies, guerrilla warfare and terrorism, which should be treated as linked, but distinct, strategies. This thesis examines the role of incumbent violence in leading insurgents to select one, or both, of these strategies. It argues that incumbent violence can create support for insurgency by causing fear and a desire for revenge and reshaping the social structures of a community. It also argues that incumbent violence increases popular support for terrorism in particular by creating outbidding incentives and desires to respond in kind to civilian deaths and as a way of punishing norm violations against attacking civilians …

This chapter argues that North-South dialogue is heavily influenced by the colonial past and burdened by extreme power inequalities. Former colonizing nations control many of the agendas of such dialogue, exposing it to the risks of paternalism, post-colonialism, and tutelage. As a result, coloniality is a condition difficult to escape in north-south dialogue. South-south dialogue, on the other hand, is less implicated by this burden, thus offering a platform for a potentially free - and freeing – critical interchange of ideas and empirical examples that reflect subaltern experiences and provide opportunities for mutual learning. The theme of this short collection of essays is stated early and plainly: “In the end, crises have strengthened European integration” (p. 3), and “There has never been more European integration than in the context or aftermath of crisis” (p. 6). It is also global in that the states of the world (countries) regulate the industry domestically and internationally. Central to initia-tives for ensuring child health is the World Health Organization’s (WHO) recommended exclusive breastfeeding, which is increasingly being promoted in Ghana. As the name connotes, the practice requires that babies from age zero to six months are breastfed. This practice is however interpreted and practiced differently in line with the traditional mode of feeding babies in most communities in Ghana. Rural Women's Role In The Socio-Economic Growth And Well-Being Of Ghana: A Case Study Of Women Operating Within The Informal Sector, Raphael Avornyo

This paper examines women’s contributions to Ghana’s economic growth and well-being. Data for the study were collected using interviews and focus group discussions (FGDs) with women operating in the informal sector of the Twifo-Hemang-Lower Denkyira District. The main findings of the study showed that even though women con-tribute to socio-economic growth and well-being, most of them do not have adequate ac-cess to the resources needed to expand their impact. The paper recommends policies aimed at addressing women’s issues regarding the socio-economic system, so that they can create wealth and improve well-being for themselves, their children, and society at large.

Estonia, Latvia, and Lithuania, or, “The Baltic States,” are unique in that they are the first and only former Soviet Republics to join institutions aligned with the West, joining both the European Union (EU) and the North Atlantic Treaty Organization (NATO) in 2004. This move was a reflection of clashing cultural and political values that had been present before their integration into the Soviet Union during the Second World War as a result of the Soviet-Nazi non-aggression Molotov-Ribbentrop pact. Sir Eyre Crowe is known to historians primarily as the author of the 1907 Memorandum on French and German relations in which he concluded that Britain must maintain the Entente with France because Germany's aim was to gain hegemony over Europe. He was also arguably the central figure of the British Foreign Office for the first two-and-a-half decades of the twentieth century, and his career in the Foreign Office spanned forty years.

The dissertation's critical literature review (Essay 1) identifies limits and needs in the field, also serving to situate the other three essays. Essay 2 urges a more precise dialogue on academic competencies for intelligence students, also discussing issues associated with designing and evaluating academic intelligence curricula on the basis of ODNI Core Competencies. Coercion, Persuasion, And Reflexivity In Major Counterinsurgency Wars, Stephen M. Pampinella

This dissertation examines the effectiveness of different counterinsurgency practices of states in 47 conflicts from 1945-2010. After discussing contemporary theories of counterinsurgency, it traces these theories to realist and liberal traditions of international relations to demonstrate how propose specific relationships with the civilian population as a means of ending social conflict. To evaluate these theories, I perform a Boolean analysis of counterinsurgency practices to determine which combinations of realist and liberal factors leads to counterinsurgent victory. Overall, I find that pure realist and mixed combinations are most likely to lead to victory, while pure liberal combinations fail to produce victory. …

This paper assesses the likelihood of developing an European Union level immigration control policy and the liberalization of third party immigration by using hypotheses developed from social identity theory. Through an analysis of Eurobarometer data collected in 2000, I confirm prior work which indicates that support for an EU level policy is more likely if individuals hold an EUropean identity. However intergroup competition (EU citizens vs. third party immigration) will lower the likelihood, even among European identity holders. Also the belief that an EU level policy would liberalize third party immigration also lowers the likelihood of supporting such a policy. …

This study explores the national image of South Korea by employing Q methodology. A structured Q sample of 36 photos representing (1) culture, (2) history, (3) economy, (4) people, (5) place, and (6) political system of Korea was sorted by 30 participants (10 Koreans, 10 Korean-Americans, and 10 non-Koreans) from (-4) “most uncharacteristic of Korea” to (+4) “most characteristic of Korea.” Two factors emerged from the subsequent correlation and factor analysis of the 30 Q sorts representing distinct views of Korea: (A) Advanced economy and technology and (B) historical view emphasizing the political system. Do media influence government or does government influence media? This paper seeks to answer this question by examining the recent international humanitarian military intervention in Libya in 2011 to see what, if any, effect media played in the decision-making process. To determine which player, U.S. government or U.S. media, was the opinion leader persuading the other to support humanitarian military intervention, the author chronologically compared articles written in major U.S. newspapers and U.S. government statements. The increase in leases for surface gold mining in Ghana between 1983 and 1998 has had drastic consequences for sustainable land use and management in the country. Most of these leases were for surface mining displacing the original owners from large arable land needed for their livelihoods. This situation makes the local people vulnerable to econom-ic uncertainties. The real benefits accruing to the ordinary Ghanaian in these mining communities is simply taken, for granted as monetary compensation is paid to affected community members. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).
