Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

There has been much talk in recent years about an emerging EU-China axis that challenges the United States in a new strategic triangle. The EU-China strategic partnership, which was declared in 2003, suggests that both sides are gaining global influence as a new kind of superpower that seeks to avoid the bloody conflict that characterized the Cold War. Rather than discuss the contours of this new geopolitical axis, this essay argues that EU-China relations are shifting the meaning of security in an emerging arena of global symbolic politics. Conventional international relations (IR) theorists, such as realists, neo-functionalists or regime theorists, view international organizations (IOs) as passive tools with which to achieve certain goals. Although an IO may facilitate inter-state cooperation and reduce transaction costs, it does not have a life of its own. Therefore, conventional IR theorists focus mostly on the creation of an IO and inter-state cooperation leading up to the creation. As a result, an IO's institutional change remains rather an “under-studied” and “under-theorized” issue in the conventional international relations (IR) framework.

The Bush administration’s active support for the Israeli government is counterproductive in its refusal to recognize a Palestinian unity government which includes Hamas. A great majority of American Jews have called for Israel to withdraw from the territories occupied in 1967 and support the creation of a Palestinian state. A hard-line minority of politicians in the United States, along with their affiliated media networks and think-tanks, have continued to dominate the main Jewish lobbying group, the American-Israel Public Affairs Committee (AIPAC).

George Soros’ article, “On Israel, America and AIPAC” serves as a sobering reminder that the human rights revolution is constantly being scuttled by geopolitics that not only sideline human rights, but more devastatingly undermine their premises. I happen to agree with him that the American Israel Public Affairs Committee (AIPAC) is a major obstacle to the U.S. normalizing relations with any country in the Middle East, including and especially Israel. While the American Israel Public Affairs Committee (AIPAC) is nominally pro-Israel, its advice undermines Israel’s interests. It does not encourage Israel to make concessions, but rather recommends that Israel ignore the reformists within and outside of it. The folly of such counsel becomes apparent when one recognizes that Israel’s current strategy cannot be sustained.

What is at stake in labeling a particular incidence of large-scale violence “genocide”? Mahmood Mamdani rightly argues that “genocide” is an insufficient description of the conflict in Darfur. I would suggest that the problematic nature of that terminology goes back to its inception after World War II. Activists have inherited the concept of “genocide” from a particular historical moment. Now, “ genocide” carries unique moral weight in the discourse of international politics. During the latter stages of the Cold War, one school of ethical analysis, ultimately labeled as “moral equivalence” by the late Jeane Kirkpatrick, measured Western liberal democracies against utopian standards in a radical critique which redefined the political discourse, erasing distinctions between the Soviet Union and its satellites on the one hand and the United States and its allies on the other.

Through content analysis, the thesis examines how print media frame the Palestinian-Israeli conflict that assists in the expression of a pro-Israeli bias. More specifically it investigates the New York Times and the Associated Press coverage of the Palestinian and Israeli deaths reported during the second Israeli invasion of Lebanon in 2006 (July 12, 2006-September 8, 2006). The study found that both news sources expressed their pro-Israeli bias through legitimatizing and de-legitimizing Israeli and Palestinian killings. The New York Times generally justified Israeli killers and killings, condemned Palestinian killers and killings, and assigned more prominence to the Israeli side of the …

Historians and non-scholars alike have long regarded the work of President Reagan and Pope John Paul II to be a tremendous force in helping to end the Cold War. In 1992, Time Magazine cited the relationship as a “Holy Alliance”, a political partnering of two men who, after surviving separate assassination attempts merely six weeks apart, saw their role in global politics as a divine signal to promote the free world and take down communism internationally. Mahmood Mamdani is right to complain that the American—and international—public is unaware of the political complexity of the Darfur conflict. He is also right to point out that selective or inconsistent uses of the terms “genocide,” “civil war,” and “insurgency” can mask covert, or even overt, political agendas.
