Contemporary economic theories, modernization and dependency, have overlooked the fact that the development process depends on the interaction of social factors. Specifically, the theories have ignored the role of leadership in analyzing economic development. This dissertation seeks to incorporate the importance of leadership into the analysis of development. It argues that sub-Saharan African countries have not developed economically because leaders in the region have been less than successful in establishing a culture conducive to industrialization. African leaders have failed to establish the high moral and scientific cultures necessary to promote economic progress. In place of those cultural attributes, the leaders …

Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

The dissertation tests the hypothesis by applying the comparative method to the post-communist states of Bulgaria, the Czech Republic, and Lithuania. The three case studies analyze the effects of domestic …

Mahurin Honors College Capstone Experience/Thesis Projects

Since its creation through the Trade Expansion Act of 1962, the Office of the United States Trade Representative (USTR) has helped liberalize economies, negotiate trade agreements, and coordinate U.S. trade policy. Although situated within the Executive Office of the President, the USTR is best seen through the lens of legislative action. Congress has used successive trade acts to both expand and constrain the Office, while forcing it to reconcile multilateral goals with unilateral domestic objectives. An examination of the USTR's developmental stages identifies the congressional impact upon the Office and the resulting political balance.

The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. As part of its unique model-driven experimentation method, a pre-experimental model is created to support the formulation of hypotheses, the determination of key variables and parameter values, and the prediction of organizational performance. What are the real prospects for lasting peace and greater prosperity in post-war Guatemala? This is the central question underlying Susanne Jonas's Of Centaurs and Doves and Christopher Chase-Dunn, Susanne Jonas, and Nelson Amaro's Globalization on the Ground. As events continue to unfold for Guatemalans, these scholars tackle the very current issues of democratization, development, justice, and peace in post-war Guatemalan society. The cruel irony is that the very urgency with which these issues must be addressed belies any concrete prediction or even refined characterization of the existing situation.

Considering the merits of non-coercive alternatives to economic sanctions inevitably risks the charges of idealism and naIvete. However a number of speakers in this conference have raised considerable doubts about the efficacy of sanctions: even on their own terms sanctions rarely work and the material costs to non-targeted states and the implications for human rights make their justification problematic, even when they can in some sense be said to have worked. It therefore makes sense at least to give consideration to some non- coercive alternatives, either in conjunction with sanctioning policies or separate from them. The other alternative is the …

Despite the fact that foreign aid has been around in its present form since World War II, foreign aid analysis, especially from the donor's point of view, has been and continues to be highly contested. In 1992, the United Nations claimed that "ODA [Official Development Assistance] allocation is 'strange and arbitrary'" and "ODA is determined not by the needs of developing countries, but by the fluctuating goodwill of the people and their parliaments in the rich countries. Security relations between Latin American and the United States are generally well explained by hegemonic stability theory. Succinctly stated, hegemonic stability theory explains that in systems with a hegemonic power there is a greater likelihood of security cooperation. This is because a hegemon provides public goods, such as a stable currency or security from outside interference, and in turn, the less powerful states acknowledge the leadership of the dominant state. This dissertation develops a framework for understanding the alignment patterns of states of the former Soviet Union (FSU) vis-à-vis Russia. The framework challenges traditional alignment theories, such as balance of power and balance of threat theories, and suggests that these theories provide less accurate predictions of alignment behavior in the FSU than the present framework because of a variety of situational and contextual factors. In particular, the present framework highlights the impact of two variables on alignment patterns, (1) the internal political threats to leaders, and (2) the economic dependence on Russia. American foreign aid, and the factors contributing to its disbursement, have frequently been discussed in scholarly research. This issue has also developed into a highly contentious issue in US foreign policy. The purpose of this thesis is to determine if recipient states' human rights practices are a determining factor in the aid allocation process. This thesis will analyze the second term of President Clinton's administration to determine if he consistently implemented his foreign policy agenda of democratic enlargement with regard to foreign aid disbursement to Africa.
