This is the second part of a three-part series by Mr. Todd Leventhal who from January 1987 to May 1996 was Program Officer for Countering Disinformation at the United States Information Agency (USIA.) Nuclear Pariahs And Regimes In The New World Disorder, Wayne F. Lesperance Jr.

This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states. The Evolution Of International Norms, Ann Florini
Research Collection School of Social Sciences
This article puts forward a theoretical explanation for why norms of international behavior change over time. It argues that the mainstream neorealist and neoliberal arguments on the static nature of state interests are implausible, as the recent empirical work of the growing constructivist school has convincingly shown. But the constructivists have not yet provided a theoretical basis for understanding why one norm rather than another becomes institutionalized, nor has learning theory yet provided an adequate explanation. An evolutionary approach that draws its hypotheses from an analogy to population genetics offers a promising alternative. This article briefly outlines the constructivist critique …

This thesis analyzes information warfare--that emerging form of warfare that attempts to destroy, degrade and exploit the information systems of another, while protecting one's own--in the context of the technology of warfare. Just as one might peel an onion, the analysis proceeds from a general analysis of technology in warfare to the more specific analysis of information warfare as it is currently defined. Information technology is an enabling factor in the emergence of information warfare as a new warfare area. The Future Of Francophone Africa Without The Aid And Influence Of Its Former Colonial Power, France, Ryan Mcgovern

French colonialism dramatically changed sub-Sahara Africa in the region now called Francophone Africa. In 1960 the French granted the francophone countries independence but French influence did not end. France's neo- colonial influence caused many problems for the newly independent countries including economic dependence, unwanted boundaries and the establishment of an elite class. The Africans themselves have been struggling with mismanagement, corruption and political and economic instability. Recent breaks in Franco-African relations has caused the French to take a step back from its high level of influence in Africa.
