The current ferment in Soviet military doctrine has led to uncertainty and debate over its implications. On one hand, Gorbachev's peaceful rhetoric, backed by force reductions, is competing with the Bolshoi's ballerinas for favorable Western press reviews. Public opinion-and many public officials-perceive a reduced military threat from the Soviet army. On the other hand, skeptics believe that recent doctrinal changes are compatible with a modernized, more efficient Soviet military machine. In their view, the Soviet army is definitely changing, but the threat will not. A review of the operational implications of the new Soviet security themes indicates that neither the …

With a plethora of declinist literature positing the decline and eventual dissolution of the American order, "Towards the Twenty-first Century: Long Cycles and the Future of the United States" offers a new perspective on the world leadership position of the United states. Using the literature on long cycles as its instrument, this study argues that there will be a continuation of U.S. systemic leadership through the twenty-first century.

Analyses of US/Soviet arms control have usually focused on domestic variables to explain US/Soviet arms control behavior. Partly because the number of negotiating parties is only two, there is a propensity to focus on the bilateral relationship of the United States and the Soviet Union and their respective domestic political situations. Only superficial attention has usually been given to international systems variables that may well influence the domestic political situation and arms control policy.

(First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.

British Foreign Policy And The Crimean War A Study In Uncoordinated Diplomacy, Ronald W. Kennedy

This thesis is an examination of British Crimean War diplomacy. Under analysis is the pre-war era (1844-1853) and the war years (1854-1856). Intense diplomatic negotiations were in progress during most of the period immediately preceding and during the Crimean War. The diplomatic efforts to avoid war as well as negotiations to resolve the conflict were protracted and extremely complex.

This study is designed to examine British policy by focusing on what often characterized British efforts prior to, and during, the Crimean War: uncoordinated diplomacy. Although the British clearly wanted to avoid this war and to hasten its conclusion once fighting …

A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests. This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This development has been primarily driven by the needs of war and advances of technology. In spite of occasional setbacks, the Russian and Soviet mine warfare forces continued to provide support to the overall naval and central policies of their respective governments. In 1987 the Canadian government recognized that in order to be a major player in collective security with the United States and NATO, it would have to make a significant contribution to the common defense. However. since Canada could not hope to outspend the larger powers, its contribution would have to be leveraged by control of a strategic piece of real estate -- the Canadian Arctic. As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

Confidence and security building measures (CSBMs) have long been the neglected stepchild of serious arms control analysis. Some view CSBMs as "arms control junk food," frivolous, unworkable, or even detrimental. Others are so enamored of the concept that they expect proposals to be accepted as prima facie desirable. After all, the very term "confidence and security" connotes stability and peace. The problem with both positions is often the dearth of hard analysis in support of the ideas put forward and the abstract nature of the discussions of "security building." The Soviet Union led by President Mikhail Gorbachev has widely heralded the adoption of a new military doctrine which posits war prevention as its fundamental goal. Yet, as Akhromeyev acknowledges in the above quote, a reliable defence, or preparation for war, is also essential. What is not acknowledged, let alone resolved, is that the two desired goals - prevention and preparation - may come into sharp conflict, especially in a super-power crisis. Prevention of war may make it necessary to defer actions which ready forces for battle or reduce their vulnerability. If war appears likely, however, pressures will arise to …
