Erneuerbare Energien spielen im Kampf gegen die globale Erderwärmung eine Schlüsselrolle. Nur der verstärkte Einsatz von erneuerbaren Energien und die Steigerung von Energieeffizienz werden es ermöglichen, dass die durch klimaschädigende Gase bedingte Erderwärmung kein „gefährliches“ Ausmaß annehmen wird. Während das Erneuerbare Energien Gesetz (EEG), die Deutsche Energieagentur (dena) und andere Initiativen zu einem Boom im nationalen und europäischen Markt für erneuerbare Energien geführt haben und dadurch auch die Wirtschaftlichkeit dieser neuen Energieträger erhöht haben, sieht das Bild außerhalb der europäischen Grenzen weniger gut aus. The Middle East is a demographic time bomb. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. Among the chief contributors to the anthropogenic causes of global climate change are carbon dioxide emissions resulting from the combustion of fossil fuels. Though the sources of these emissions are clearly identified, global carbon dioxide output from energy generation is still on the rise. Many industrialized countries have achieved a slow down in the increase of their emissions or even a reduction. However, emissions in developing countries are on the rise. A key challenge is to create incentives to turn around the trend of ever increasing emissions in the countries that are not obliged to reductions under the Kyoto protocol. …

Exclusion And Inclusion In Personal Media Networks, Mathieu O'Neil

Personal media bypass mass media hierarchies, generating a sense of community and proximity. Print “zines” and online “blogs” also serve to culturally and socially distinguish those who produce and consume them. Digital network technology has transformed personal media. For example, blogs enable viewers to add comments, extending the parameters of inclusion. At the same time, instances of exclusion seem to proliferate in the “blogosphere”. The simplification of complex tools makes it ever-more easy to create personal media: hence the multiplication of internal exclusion procedures which serve to differentiate agents equalized by undifferentiated inclusion in dominant networks.

Using the Genuine Progress Indicator (GPI), the article seeks to evaluate the quality of life in modern Mexico. The GPI employs the same indicators used to arrive at per capita GDP, but adds positive and negative monetary and non-monetary actors that affect people's lives. Monetary factors include income distribution, increased health care cost due to air and water pollution, and loss of wetlands. Non-monetary factors involve parenting, time spent in highways, loss of leisure time, the cost of volunteer work, and other social costs. This paper focuses on the role of international actors in policy/knowledge transfer processes to suggest that a dynamic for the transnationalisation of policy results. The paper seeks to redress the tendency towards methodological nationalism in much of the early policy transfer literature by bringing to the fore the role of international organisations and non-state actors in transnational transfer networks. Secondly, attention is drawn to ‘soft’ forms of transfer – such as the spread of norms – as a necessary complement to the hard transfer of policy tools, structures and practices and in which non-state actors play a more prominent role. …

This article examines the transformation of the Order of St John (also
known as the Knights of Malta) from a crusading and piratic entity (periodically in
Jerusalem, Cyprus, Rhodes and Malta) into an irregular state actor without territory
(in Rome). Specifically, it looks at the political rationales through which the Order
has been historically constituted as an international subject and currently enacted as
an ‘‘irregular state’’, and evaluates the function of international legal discourse in
making up for its missing territory, the supposedly ‘hard’ and ‘objective’ condition of
statehood under international law.

Increasingly, United States courts are recognizing various treaties, as well as declarations, proclamations, conventions, resolutions, programmes, protocols, and similar forms of inter- or multi-national “legislation” as evidence of a body of “customary international law” enforceable in domestic courts, particularly in the area of tort liability. These “legislative” documents, which this Article refers to as customary international law outputs, are seen by some courts as evidence of jus cogens norms that bind not only nations and state actors, but also private individuals.
