This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. This study is situated within a larger debate concerning the resolution of four theoretical "puzzles" in political science. The first concerns the dispute …

International efforts to build strong and legitimate states in developing societies often present a paradox. In many instances they are undermined by the resistance of very local actors with whom the Union partners up. The form that this resistance takes varies by country. In some instances the domestic partners show open defiance. In other cases they formally conform, while working behind the scene to undermine statebuilding.

In this dissertation, I employ the concept of national identity to explain China's foreign policy behavior during the history of the People's Republic of China. Specifically, I propose the concept of "peaceful internationalism" to characterize the behavioral orientation of China in the post-Mao era. Peaceful internationalism as both an idea and a policy, aims at a cross-national framework for cooperation and co-existence through non-conflictual, non-hegemonic and non-unilateral mechanisms of dispute resolution. This study argues that China pursues peaceful internationalism in a liberal international order, which is consistent with its contemporary national identity, which I term the "phoenix rising" identity. This research demonstrates that rebel groups use international norms in their discourse and echo patterns in the discourse of states and that they do so to promote their own legitimacy at key turning points in their conflicts. Which international norms rebel groups use most frequently is partially determined by the congruence of those norms with their local norms and beliefs and the degree to which a group's internal structure has become more hierarchical and specialized. This dissertation examines how Cold War defense spending shaped the evolution of American political culture and public policy from the 1940s until the 1990s. It argues that the Cold War economy contributed to the realignment of American politics in the postwar era. The fight against global communism abroad altered the structure, purpose, and public perception of the federal government following World War II, but also subsidized corporations, suburban communities, and individuals affected by defense spending. Regional integration agreements (RIAs) facilitate economic integration by allowing member countries access to each other's markets and by removing or reducing trade and investment barriers. Their increasing influence on international patterns of trade and investment flows has stimulated substantial academic work. Yet, scholars note that we lack an adequate comprehension of the factors that cause governments to seek RIAs, and why they prefer a particular type of integration arrangement.
