The Office Of The United States Trade Representative, Phillip J. Winniger

Mahurin Honors College Capstone Experience/Thesis Projects

Since its creation through the Trade Expansion Act of 1962, the Office of the United States Trade Representative (USTR) has helped liberalize economies, negotiate trade agreements, and coordinate U.S. trade policy. Although situated within the Executive Office of the President, the USTR is best seen through the lens of legislative action. Congress has used successive trade acts to both expand and constrain the Office, while forcing it to reconcile multilateral goals with unilateral domestic objectives. An examination of the USTR's developmental stages identifies the congressional impact upon the Office and the resulting political balance.

From 1871 to 1914, Germany experienced its first taste of world power and the failure of controlling and retaining that power. German power after 1871 had sought only a dominance of continental politics and a maintenance of a status quo in Europe favorable to Germany. This paper examines, through secondary research, the concept of industrial democracy and how it has been applied in several different counties. A brief explanation of industrial democracy introduces the paper, followed by an examination of its application in selected countries in Europe, Asia, Africa, South American and the United States. Most of the successful experiments have occurred in Europe, and therefore a large portion of the paper is dedicated to studies of European examples. This paper proposes to undertake a comprehensive investigation into the role, attitudes, and interrelationships of West Germany, France, Great Britain, and the United States within the framework of the North American Treaty Organization. This investigation will be limited to the involvement of these four members states in the proposed establishment, and eventual failure of a NATO controlled multilateral nuclear force (MLF). This limitation was imposed because it was discerned that these four major NATO members set the tempo and boundaries for the debate stemming from this proposal. Explicitly stated the hypothesis that was tested was as follows: The relationship between Presidential action and an increase in public support for the President on matters of Vietnam policy is equal to zero.

Presidential action was viewed as any major development in Policy (whether it be military or political) toward the war.
