This work concerns the use of temporary documentation by migrants in transit through Mexico, specifically an identification known as the Clave Única de Registro de Población (CURP.) In recent years, migrants have employed a strategy entailing applying for asylum in Mexico solely to obtain a temporary CURP, falsely believed to provide safe transit through Mexico. Past research on similar temporary documentation concludes that issuing permission to travel through the country is typically ineffective at providing safety from corruption and crime. A majority of the Tibetans in India are stateless, meaning that they have citizenship to no internationally recognized country. India is not a signatory to the 1951 UN Refugee Convention and has no national refugee framework. Therefore, residents of India are either designated as foreigners or citizens. Tibetans—including those that were born in India—are labeled as “foreigners” in India. Stateless Tibetans in India have no permanent legal status, making them vulnerable to detention and deportation. This paper uses a qualitative approach to explain the divide between local and migrant populations in the Moroccan context. This divide is primarily influenced by “feelings of otherness” and is triggered first and foremost by differences in physical appearance—easily identifiable differences upon first impression.
