The European Union has been the primary promoter of democracy and rule of law to its neighbors to the east. Much of the early scholarship as well as official documents on the EU’s transfer of norms to the east have shown some degree of optimism and expectation of serious reforms. Fast forward to its contemporary experience and the situation is significantly more grim than anticipated. This dissertation aims to propose a general theory of disintegration. This subject is not treated directly by some theoretical accounts and mistreated by others. European integration theories are fashioned to explain the greater integration process while game-theoretic approaches to withdrawals and secessions, even if treating disintegration directly, fail to include critically responsible factors. This dissertation offers a constructive criticism of both accounts. Since neither turning integration theories symmetrically around nor direct, game-theoretic assessment of disintegration help to provide sufficient explanation, it is suggested that the problem of symmetrical reversal and rational conduct must be revised.

Interregionalism As A Foreign Policy Of The European Union: A Case For Soft Power?, Maxim Miroshnikov

This paper looks at the interregionalism as a part of the European Union's foreign policy. It argues that the EU's use of soft power can be traced within this policy. The paper proposes two methods of defining soft power in action: through presence and through purposive action. Three case studies are analyzed to support this. It is shown that indeed the EU exercised soft power toward other actors using these mechanisms. Success of these actions was however not always present.

This dissertation challenges prevailing assumptions of a strong connection between international migration and regional integration by arguing there is no substantial relationship between them and that these issues should not be conflated. International migration and regional integration are extraordinarily important forces shaping the current international system and the recent wave of globalization has brought with it a new level of fear and uncertainty surrounding these critical issues. This dissertation seeks to analyze the development of Polish-Ukrainian relations in the context of the EU and NATO enlargements. It examines changes in the relationship during 1991-2004, and evaluates major factors that influenced it. The study of Polish-Ukrainian relations in 1991-2004 is important not only from an historical and geopolitical perspective, but also within the context of institutionally enlarging Europe. Poland has been a NATO-member since 1999 and an EU-member since 2004. Ukraine is a member of neither. The first chapter examines the changes in various European currencies' exchange rates through the time period 1980 through 1997. Specifically, we are interested to determine if there is any affect to the volatility of these exchange rates and specific events related to the advancement of European Unification. In order to move to a single currency it is imperative that the separate currencies become less volatile to facilitate the move to a single currency.
