Securing Securities: Political Risk, Sovereign Debt, And The Anglo-American Financial Power Transition, Michael Lee
Securing Securities: Political Risk, Sovereign Debt, And The Anglo-American Financial Power Transition, Michael Lee
Publications and Research
Under what conditions do countries lose their status as the leading global financial center? Some scholars argue that such shifts follow shortly after transitions in the distribution of other key capabilities (e.g. GDP), while others argue that path dependence or other more bespoke capabilities might be able to sustain financial leadership long after decline in other capabilities. This paper aims to understand the causes of the Anglo-American financial transition. I argue that the ability to manage political risk for investors is critical to the position of countries as financial entrepôts. In the case of British financial leadership, I argue that …

"Courts And State-Building: The Welsh Marcher Lordships And The Somali Union Of Islamic Courts," Polity 54(2): 197--25., Zachary C. Shirkey
Publications and Research
This article examines the roles of courts in state-building and aims to bring the state-building literature into deeper conversation with institutional approaches to the study of courts. Doing so highlights that courts can play important roles in state-building including extracting revenue, coercing subjects, and generating legitimacy for the state by justly adjudicating disputes. Of these, courts’ extractive role has been especially understudied. Yet, courts can raise significant sums through fees, fines, and confiscating property, particularly in less-developed states. These three roles of courts in state-building are explored in two highly disparate cases: the medieval Welsh Marcher lordships and the Union …

This course examines the impact and implications of today’s dynamic international context for nations and their citizens. To operate in this global context, citizens, corporations, and governments must know other cultures and political-economic systems and how global forces influence domestic activities, both public and private. Analyzing the social, cultural, economic, and current political characteristics of the international environment, students will learn how these characteristics may affect their lives and choices.
This course serves as an introduction to the interdisciplinary studies of global issues and to CSI’s International Studies program. Its curriculum draws on literary, cultural, and social scientific and historical …

Intangible Cultural Heritage: A Benefit To Climate-Displaced And Host Communities, Gül Aktürk, Martha B. Lerski
Publications and Research
Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. Catastrophic events force people to move voluntarily or involuntarily. The relocation of communities is a debatable climate adaptation measure which requires utmost care with human rights, ethics, and psychological well-being of individuals upon the issues …

U.S. Government And Politics In Principle And Practice: Democracy, Rights, Freedoms And Empire, Samuel Finesurrey, Gary Greaves
Open Educational Resources
This book is written for students early in college to provide a guide to the founding documents and structures of governance that form the United States political system. This book is called American Government and Politics in Principle and Practice because you will notice that what has been inscribed in law has not always been applied in practice-particularly for indigenous peoples, enslaved peoples, people of color, women, LGBTQIA+, people with disabilities, those formerly incarcerated, immigrants and the working class within U.S. society. In designing this book, we have two goals. First, we want you to know what the founding documents …

‘Wars Of Others’: National Cleavages And Attitudes Toward External Conflicts, Efe Tokdemir, Seden Akcinaroglu, H. Ege Ozen, Ekrem Karakoc

Why do individuals sympathize with others’ wars, an antecedent of the decision to become a foreign fighter? By collecting original public opinion data from Lebanon, in 2015, and Turkey in 2017, about the actors of conflict in Syria, we test the argument that an ethno-religious cleavage at home shapes the proclivity of individuals to support others’ wars. Individuals may perceive a war abroad as endangering political and social balance of power at home – and hence own survival. Therefore, when transnational identities map onto a national cleavage, as in the Sunni–Shia cleavage in Lebanon, and Turk – Kurd cleavage in …
Immigrants And Crime, Daniel L. Stageman
Immigrants And Crime, Daniel L. Stageman
Publications and Research
The gap between public perception of immigrant criminality and the research consensus on immigrants’ actual rates of criminal participation is persistent and cross-cultural. While the available evidence shows that immigrants worldwide tend to participate in criminal activity at rates slightly lower than the native-born, media and political discourse portraying immigrants as uniquely crime-prone remains a pervasive global phenomenon. This apparent disconnect is rooted in the dynamics of othering, or the tendency to dehumanize and criminalize identifiable out-groups. Given that most migration decisions are motivated by economic factors, othering is commonly used to justify subjecting immigrants to exploitative labor practices, with …
Nato Enlargement And Us Grand Strategy: A Net Assessment, Rajan Menon, William Ruger
Nato Enlargement And Us Grand Strategy: A Net Assessment, Rajan Menon, William Ruger
Publications and Research
NATO did not dissolve following the Soviet Union’s collapse and the end of the Cold War. Instead, the alliance expanded, in stages—from 16 members at its Cold War peak to 30 in 2020. While NATO enlargement alone did not cause the deterioration of US–Russian relations, it did contribute significantly to that outcome. Champions of NATO expansion aver that it maintains peace in Europe and promotes democracy in East-Central Europe. They add that Russia has nothing to fear. But Russia’s leaders have always seen NATO expansion differently. The article also examines NATO’s enlargement as it relates to US post-Cold War grand …

Zero Textbook Cost Syllabus For Pol 3345 (Contemporary International Conflict), Aaron M. Zack

The title of the course is Contemporary International Conflict; however, since significant political violence takes place within states and is conducted by non-state actors, the course will not confine itself to conflict between states. After first considering sovereignty and the parameters of violent conflict, we shall explore three subjects in particular depth: terrorism; the actual and potential impact of nuclear weapons on global conflict; and the risk of great power war between America and China. We will also discuss transnational criminal organizations.
Which Wars Spread? Commitment Problems And Military Intervention, Zachary C. Shirkey
Which Wars Spread? Commitment Problems And Military Intervention, Zachary C. Shirkey
Publications and Research
This article argues that wars caused by commitment problems are more likely to experience outside military intervention than are wars with other causes. Wars caused by commitment problems are more likely to draw in outside states because they tend to be more severe and produce larger war aims. These larger stakes create both threats and opportunities for non-belligerent states thereby prompting military intervention. The greater stakes also generate incentives for belligerent states to seek outside aid. This relationship between commitment problems and intervention implies that while certain types of wars may be more likely to experience intervention, the same causes …

Introduction: The Puzzle Of War Duration, Zachary C. Shirkey
Publications and Research
Why do wars last as long as they do? Why do some rage for years, while others last only a few months or days? This piece introduces a symposium that addresses that question from rationalist, psychological, neurological, and domestic politics perspectives. The symposium also considers the challenges of researching war duration and the implications of understanding war duration on theories of war in general.
Challenges To The Study Of Long Wars, Zachary C. Shirkey
Challenges To The Study Of Long Wars, Zachary C. Shirkey
Publications and Research
Rationalist, psychological, and domestic politics approaches have all generated internally consistent, plausible explanations for long wars. But sorting out which of these explanations is most valid is quite difficult, because definitional questions bedevil the study of war duration, and more importantly, because it is very hard to evaluate the evidence for competing explanations of war duration. The latter difficulty arises for three reasons. First, many state behaviors are consistent with multiple, competing explanations of long wars. Second, in most states, multiple people play important roles in crafting foreign policies, meaning different leaders may have different primary motives for continuing a …

Zero Textbook Cost Syllabus For Plsc 2001 (The U.S. In The Age Of Globalization), Anh Tran

How does globalization shape U.S. politics and society today? How does the U.S., in turn, steer the course of globalization throughout the rest of world? In this class, we seek answers to these broader questions through in-depth explorations of the nexus between globalization and security, identity, trade, migration, protest, and other pressing contemporary issues. We will survey mainstream and marginalized debates on globalization and evaluate their logics, assumptions, and empirical merits. We will situate processes of globalization in their national- historical and global-historical contexts, examining how globalization has evolved over time and in different spaces. Most importantly, we will assess …
Media Coverage Of Human Rights In The Us And Uk: The Violations Still Won’T Be Televised (Or Published), Shawna M. Brandle
Media Coverage Of Human Rights In The Us And Uk: The Violations Still Won’T Be Televised (Or Published), Shawna M. Brandle
Publications and Research
This article analyzes American television and American and British print news coverage of human rights using a combination of manual and machine coding. The data reveal that television and print news cover very few human rights stories, that these stories are mostly international and not domestic, that even when human rights are covered, they are not covered in detail, and that human rights issues are more likely to be covered when they are not framed as human rights. This suggests that human rights is simply not a frame that journalists employ, and provides support for government-leading-media theories of newsworthiness.

Military Intervention In Interstate And Civil Wars: A Unified Interpretation, Zachary C. Shirkey
Military Intervention In Interstate And Civil Wars: A Unified Interpretation, Zachary C. Shirkey
Publications and Research
Military intervention into interstate and civil wars is both common and important. It lengthens wars, makes them more severe, and shapes how they are fought. Even the mere possibility of intervention can alter the course of a war as belligerent powers alter their strategies to either encourage or dissuade potential interveners. These effects of military intervention are found in both civil and interstate wars. Yet, is state intervention into interstate and civil wars essentially one phenomenon or are they distinct phenomena? By looking at which states are likely to intervene, why and when they intervene, and which wars are most …
Joining By Number: Military Intervention In Civil Wars, Zachary C. Shirkey
Joining By Number: Military Intervention In Civil Wars, Zachary C. Shirkey
Publications and Research
Understanding why and when states militarily intervene in civil wars is crucial. Intervention can increase civil wars’ severity and the strategies employed in civil wars are shaped by the possibility of military intervention. This article argues that potential military interveners react to information revealed about warring parties’ intentions and relative power. Without revealed information, potential military interveners are unlikely to reconsider their initial decision to remain out of the war. Revealed information causes non-belligerent states to update their expectations about the trajectory of the civil war causing them, at times, to change their calculus about the benefits of belligerency and …

New Trade, New Politics: Intra-Industry Trade And Domestic Political Coalitions, Mary Anne Madeira
New Trade, New Politics: Intra-Industry Trade And Domestic Political Coalitions, Mary Anne Madeira
Publications and Research
Why are industries highly active in some battles over international trade policies, but in other instances, individual firms are highly active and industry groups are subdued? I argue that rising intra-industry trade in the postwar period has undermined traditional trade coalitions and created new opportunities for individual firms to become politically active. Drawing on new trade theories from economics, as well as work on firm heterogeneity and lobbying, I argue that industry associations become less active as intra-industry trade increases due to competing trade preferences among member firms. At the same time, individual firms become more politically active. My results …
Uncertainty And War Duration, Zachary C. Shirkey
Uncertainty And War Duration, Zachary C. Shirkey
Publications and Research
The article argues private information plays an important role in explaining long wars. Existing rationalist explanations of long, intensely fought wars focus on commitment problems rather than private information as the cause of such wars. Commitment problem explanations of long wars claim that while private information can explain short wars, battles and exchanges of offers for settlement should quickly reveal private information thereby leading to an early peace. Commitment problems, on the other hand, may take years to resolve and therefore can explain long, intense wars for unitary actors. However, while commitment problems are an important explanation for long wars, …
Reconstructing Education In Post-Conflict Sierra Leone, Grace Pai
Reconstructing Education In Post-Conflict Sierra Leone, Grace Pai
Publications and Research
This study finds that by prioritizing universal development programmes instead of employing a conflict-sensitive approach rooted in attending to the specific inequities present in Sierra Leone, the current education system is ignoring the needs and desires of certain subpopulations of youth. Specifically, although the state has been very successful in increasing overall access to basic education for both boys and girls in rural Sierra Leone, the current focus on improving the quality of academic education has sidelined the growth of technical and vocational education that many youth desire. Instead, sectors such as tertiary education are prioritized above all else.
Furthermore, …
