Under what conditions do countries lose their status as the leading global financial center? Some scholars argue that such shifts follow shortly after transitions in the distribution of other key capabilities (e.g. GDP), while others argue that path dependence or other more bespoke capabilities might be able to sustain financial leadership long after decline in other capabilities. This paper aims to understand the causes of the Anglo-American financial transition. This article examines the roles of courts in state-building and aims to bring the state-building literature into deeper conversation with institutional approaches to the study of courts. Doing so highlights that courts can play important roles in state-building including extracting revenue, coercing subjects, and generating legitimacy for the state by justly adjudicating disputes. Of these, courts’ extractive role has been especially understudied. Yet, courts can raise significant sums through fees, fines, and confiscating property, particularly in less-developed states. These three roles of courts in state-building are explored in two highly disparate cases: the medieval Welsh Marcher lordships and the Union …

Why do individuals sympathize with others’ wars, an antecedent of the decision to become a foreign fighter? By collecting original public opinion data from Lebanon, in 2015, and Turkey in 2017, about the actors of conflict in Syria, we test the argument that an ethno-religious cleavage at home shapes the proclivity of individuals to support others’ wars. Individuals may perceive a war abroad as endangering political and social balance of power at home – and hence own survival. The gap between public perception of immigrant criminality and the research consensus on immigrants’ actual rates of criminal participation is persistent and cross-cultural. While the available evidence shows that immigrants worldwide tend to participate in criminal activity at rates slightly lower than the native-born, media and political discourse portraying immigrants as uniquely crime-prone remains a pervasive global phenomenon. This apparent disconnect is rooted in the dynamics of othering, or the tendency to dehumanize and criminalize identifiable out-groups. NATO did not dissolve following the Soviet Union’s collapse and the end of the Cold War. Instead, the alliance expanded, in stages—from 16 members at its Cold War peak to 30 in 2020. While NATO enlargement alone did not cause the deterioration of US–Russian relations, it did contribute significantly to that outcome. Champions of NATO expansion aver that it maintains peace in Europe and promotes democracy in East-Central Europe. They add that Russia has nothing to fear. The title of the course is Contemporary International Conflict; however, since significant political violence takes place within states and is conducted by non-state actors, the course will not confine itself to conflict between states. After first considering sovereignty and the parameters of violent conflict, we shall explore three subjects in particular depth: terrorism; the actual and potential impact of nuclear weapons on global conflict; and the risk of great power war between America and China. Which Wars Spread? Commitment Problems And Military Intervention, Zachary C. Shirkey

This article argues that wars caused by commitment problems are more likely to experience outside military intervention than are wars with other causes. Wars caused by commitment problems are more likely to draw in outside states because they tend to be more severe and produce larger war aims. These larger stakes create both threats and opportunities for non-belligerent states thereby prompting military intervention. The greater stakes also generate incentives for belligerent states to seek outside aid. This relationship between commitment problems and intervention implies that while certain types of wars may be more likely to experience intervention, the same causes …

The symposium also considers the challenges of researching war duration and the implications of understanding war duration on theories of war in general.

Rationalist, psychological, and domestic politics approaches have all generated internally consistent, plausible explanations for long wars. But sorting out which of these explanations is most valid is quite difficult, because definitional questions bedevil the study of war duration, and more importantly, because it is very hard to evaluate the evidence for competing explanations of war duration. The latter difficulty arises for three reasons. First, many state behaviors are consistent with multiple, competing explanations of long wars. Media Coverage Of Human Rights In The Us And Uk: The Violations Still Won’T Be Televised (Or Published), Shawna M. Brandle

This article analyzes American television and American and British print news coverage of human rights using a combination of manual and machine coding. The data reveal that television and print news cover very few human rights stories, that these stories are mostly international and not domestic, that even when human rights are covered, they are not covered in detail, and that human rights issues are more likely to be covered when they are not framed as human rights. This suggests that human rights is simply not a frame that journalists employ, and provides support for government-leading-media theories of newsworthiness.

Understanding why and when states militarily intervene in civil wars is crucial. Intervention can increase civil wars’ severity and the strategies employed in civil wars are shaped by the possibility of military intervention. This article argues that potential military interveners react to information revealed about warring parties’ intentions and relative power. Without revealed information, potential military interveners are unlikely to reconsider their initial decision to remain out of the war. New Trade, New Politics: Intra-Industry Trade And Domestic Political Coalitions, Mary Anne Madeira

Why are industries highly active in some battles over international trade policies, but in other instances, individual firms are highly active and industry groups are subdued? I argue that rising intra-industry trade in the postwar period has undermined traditional trade coalitions and created new opportunities for individual firms to become politically active. Drawing on new trade theories from economics, as well as work on firm heterogeneity and lobbying, I argue that industry associations become less active as intra-industry trade increases due to competing trade preferences among member firms. At the same time, individual firms become more politically active. My results …

The article argues private information plays an important role in explaining long wars. Existing rationalist explanations of long, intensely fought wars focus on commitment problems rather than private information as the cause of such wars. Commitment problem explanations of long wars claim that while private information can explain short wars, battles and exchanges of offers for settlement should quickly reveal private information thereby leading to an early peace. Commitment problems, on the other hand, may take years to resolve and therefore can explain long, intense wars for unitary actors. This study finds that by prioritizing universal development programmes instead of employing a conflict-sensitive approach rooted in attending to the specific inequities present in Sierra Leone, the current education system is ignoring the needs and desires of certain subpopulations of youth. Specifically, although the state has been very successful in increasing overall access to basic education for both boys and girls in rural Sierra Leone, the current focus on improving the quality of academic education has sidelined the growth of technical and vocational education that many youth desire. Instead, sectors such as tertiary education are prioritized above all else.
