Israel And Palestine: The Demise Of The Two-State Solution, Padraig O’Malley

A two-state solution to the Israeli–Palestinian conflict, with a Palestinian state along the lines of the 1967 borders with East Jerusalem as its capital, the “mandated” settlement for decades, is no longer either a viable outcome or one that can be implemented. In the past fifty years, the “facts on the ground” have changed, but, perhaps more important, so too have “facts in the mind.” The geopolitical landscape in the Middle East bears little resemblance to “facts” back to 1967. In November 2015, the United States and the Russian Federation convened the main international stakeholders engaged in the Syrian conflict to broker the Vienna Accords. The unfolding political process culminated in the issuing of UN Security Council Resolution 2254. Since then the situation has evolved rapidly, ushering in a new outlook for the resolution of the six-year-old civil war. The conflicting parties in Syria have not yet fathomed the momentum of this deal. Some progress has been made as part of successive attempts to establish a “cessation of hostilities,” but there have not yet been any major breakthroughs because the …

The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

This thesis explores the poverty alleviation and peace-spoiling power of the mineral extraction sector in the Democratic Republic of the Congo to arrive at a set of strategic goals for the country moving forward. Although subterranean minerals are often a source or perpetuator of violence, the potential to lift the country’s rural communities out of extreme poverty makes the mining industry an essential part of the nation’s development strategies. For longer than the past half century, the relationship between the United States and Cuba has been one of antagonism, mistrust, betrayal, hostility and defiance. Decades of mutual hostility arising from Cuba’s post revolution adoption of an economic system that emulated that of the Soviet Union, along with the long history of U.S. interference in Cuba’s domestic and international affairs that predated the Castro revolution and continued afterward, have resulted in this rancorous relationship. Over one million refugees have entered the borders of the European Union (EU) in 2015, forcing a discordant shift in the immigration policies of individual member states and upsetting the political stability of the region. This analysis answers the question of how immigration policies regarding asylum seekers in Germany, Hungary, and Lithuania specifically have changed recently and what these changes could indicate for the future of the European Union’s own immigration legislation. China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. In an increasingly interconnected and technological global environment, ignorance of Africa is no longer acceptable. This, especially from major political leaders. Yet, examples of such ignorance are evident in the current American presidential campaign. Neither the Republican nominee Donald J. Trump nor the democratic nominee Hillary R. Clinton has articulated any concrete vision for an African policy.

This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. On Multiethnic Schools In Consociational Democracies: A Comparative Analysis Of Brčko District And Bosnia-Herzegovina, Jusuf Šarančić

The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

Throughout the Cold War antagonisms of the twentieth century, the United States (US) championed greater global economic cooperation and an embrace of free market principles to encourage economic growth. Post World War II, passage of the Bretton Woods Agreement institutionalized this political agenda effectively establishing the rules of global commerce. The result has been increased economic participation and trade liberalization. This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. The conflict in eastern Democratic Republic of the Congo witnesses widespread and systematic sexual violence abuses. With over 60 armed groups at any given day, …

Australia released the newest edition of its Defense White Paper, describing Canberra’s current and emerging national security priorities, on February 25, 2016. This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assessing their geopolitical significance. It will also examine public input into Australian defense white papers and the emerging role of social media in this public involvement. The federal minister of the environment, Catherine McKenna, has dealt a setback to the proposal put forward by government-owned Ontario Power Generation (OPG), for the underground storage of nuclear waste. The proposed Deep Geologic Repository (DGR) would be located in Kincardine, Ontario, approximately 1.2 kilometres away from the shore of Lake Huron, and constructed underneath the world's largest operating nuclear power plant.

Aid conditionality has emerged as a dominant tool by donor countries in nation building efforts in the developing world. Unfortunately, this strategy has encountered obstacles in achieving substantive change. The purpose of this paper is to investigate possible modifications and augmentations to aid conditionality regimes that could more easily induce political development in recipient countries. To provide a background against which to plan changes, the paper documents important determinants of political change, including public opinion, donor self-interest, and unconscious biases. The paper also evaluates possible malleable policy factors, including adoption speed, proportionality, outcome-based provision, and donor co-ordination. While much of …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. On November 23, 2015 the United Kingdom (UK) released a defense white paper detailing its national security strategic objectives. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

How may the stature and security of the United States, so passionately a concern for many and so profoundly important to the character and direction of our emerging global society, be pursued responsibly? This question is the burden of this article, in which the author examines and rejects a number of policy options to the challenges he sees Washington now facing. He rejects these policy options because he finds them miscast, incomplete, counterproductive, or representative of symptoms rather than causes. Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In order to accomplish this, the vitriolic relationship between Iran and the United States, which contains two concurrent narratives, must be examined. This paper analyzes why the UN’s efforts against human trafficking, specifically regarding the Palermo Protocol, have been ineffective in preventing the spread of, and reducing, the human sex trafficking network. It concludes that the broad wording of the Palermo Protocol and the UN’s lack of ability to enforce its legislation, along with statistical irregularities due to self-reporting problems, have made the Palermo Protocol ineffective, and that destination countries (countries that victims are trafficked to) have a large share of the burden to create effective legislation against trafficking.
