This project explores political, economic, and constitutional developments in Chile. We focus on domestic perceptions of the failure to see the “Chilean economic miracle” produce a large middle class. The catalyst for this inquiry was the 2019 wave of protests across the country that led to the decision to adopt a new constitution. After 30 years of democratic stability and economic prosperity, from 1990 to 2019, Chile seems to be dividing over the legacy of the former dictator, Augusto Pinochet, and the future direction of Chile’s democracy and economy. This project explores the nature of these divisions and debates.

This paper examines the escalation of military expenditures in Europe in response to the ongoing Russia-Ukraine conflict, through the lens of the security dilemma. The security dilemma, a fundamental concept in international relations, describes how the defensive actions of one state can provoke perceptions of threat among others, potentially leading to an arms race. States take many post-ratification actions with most designed to weaken the application of the treaty against the state. However, nearly all treaties offer ways for states to strengthen it: deepening commitments. Deepening commitments are optional post-ratification actions that allow a state to strengthen and shape implementation of the treaty. The article explores the United States’ nuclear deterrence strategy in the context of rising nuclear threats from Russia and China. The U.S. arsenal has 1,770 deployed warheads across intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and bombers. A posture set by the presidential administration continues to reject a No First Use policy, focusing on modernization and renewed arms control with Russia and China. Russia, with 1,674 deployed warheads, suspended the New START Treaty following its invasion of Ukraine. We can reconceptualise warfare by contrasting Clausewitz with the modern practice of cognitive warfare, as evidenced by Ukraine’s defence methodologies. The strategic orchestration of ‘infopolitik’ and the sophisticated use of social media can shape narratives and public perception. This article revisits Clausewitz’s tenet of war as a political instrument and juxtaposes it with contemporary conflict’s multidimensional tactics.
