This dissertation examines the conditions under which sanctions-sending states can successfully mobilize broad international support for coercive measures on a target state for violating international security norms. Using the case of international sanctions on Iran from 2006 to 2016, I develop a theory of how sanctions senders mobilize support for, and cooperation with, coercive measures on target states. The theory has two parts. First, states seeking international sanctions against a target with broad participation and support need unity and cooperation on the part of major powers in the international system. The dissolution of the Soviet Union in 1991 marked the beginning of a complex, often turbulent, period of transition and modernization for Russia. Unlike the anticipated linear path toward Western-style democracy and market economics, Russia’s post-Soviet experience has been defined by profound contradictions, reversals, and ongoing contestations over its political, economic, and social order (Minakov, 2016). The initial wave of reforms, particularly in the 1990s, brought about radical economic restructuring, privatization, and an attempted shift to a free-market system. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. “La Vida Es Un Carnaval” is a community engagement project and thesis that explores how identity and nostalgic resilience show up through dance/movement therapy with Cuban immigrants living in the United States, specifically Massachusetts. This project brought together six Cuban-born participants, ages 26 to 67, each with their own unique migration stories; from the Rafter Balsero Crisis of 1994, to the “Wet-Foot/Dry-Foot” policy, and family reunification. Through a mix of in-person and online sessions, participants explored their experiences using intermodal activities including dance/movement therapy techniques, conversation, journaling, artwork, and music. During the Troubles, the ethno-political conflict between the majority Catholics and minority ruling Protestants in Northern Ireland that lasted from 1968 to 1998, the 1981 prisoners’ hunger strike in Belfast’s HM Prison Maze was a key turning point. The starvation death of 10 striking prisoners gained the world’s attention, as one by one Irish prisoners died in British custody. This tragedy helped push the Irish nationalist movement toward a diplomatic means of negotiation. As one of the most influential events during the conflict, the news media covered the strike extensively, shaping the narrative of the strike to largely uninformed audiences. …

This thesis focuses on the People’s Mujahideen of Iran (MEK), an Iranian oppositional group that has engaged in a decades-long effort to depose the Iranian government. The goal of this thesis has three parts. First, it examines if the MEK should be classified as a new religious movement/cult. It also addresses the implications of such status given the MEK’s claims that it functions as a democratic entity and that it can be trusted to govern Iran in democratic fashion. In 2019, the U.S. Congress passed the Global Fragility Act with bipartisan support. (GFA). The act aimed to reform U.S. foreign aid and development, focusing on stabilization initiatives that proactively address the root causes of conflict before they escalate into full-blown violence. The Global War on Terror, beginning in 2001, started U.S. military operations in Iraq and Afghanistan, facilitating the expansion of Private Military Contractors (PMCs) through a combination of operational necessity, strategic policy decisions, and systemic oversight failures. Despite their growing role, PMCs operate in legal and oversight grey zones. Despite a growing body of work on PMC accountability, there remains little agreement on how U.S. military interventions created conditions for their proliferation. How did the United Nations - an international organization built on 19^th century worldviews and state-centric structures, integrate 21^st century challenges of environmental protection into its mission and programs? The UN Charter includes no mandate for environmental protection. Ecological integrity was not included in the scope of peace and security held by member states when they ratified the UN Charter. Yet, despite this and other historical, philosophical and structural limitations, the UN became the leading body for the development of global environmental policy.

This paper explores how intergenerational dialogue and inquiry (IDI) may help break the silence about past brutality and contribute to collective healing, social justice and communal well-being. The specific historical contexts that it is concerned with are transatlantic slavery and colonisation, and the continued legacies of contemporary racism. Global communities impacted by these tragedies often experience silence between the generations about the trauma resulting from the atrocity, often exacerbated by present day discrimination. Why has there been a dramatic increase in gang violence in Ecuador beginning in 2020? Cities like Guayaquil and Duran in the coastal region of Ecuador, as well as the border region that Ecuador shares with Colombia have experienced significant increases in criminal activity and with it a rise in criminal violence. I review four hypotheses for why criminal violence has emerged and proliferated within Ecuador. Analysis of primary interviews with subject matter experts in Ecuador shows that the rise in violence resulted from the 2007 efforts to reintegrate gangs into society, which set the stage for fragmentation of gangs …

In this paper, we use an adaptation of the Lotka-Volterra Predator-Prey framework (via Affilit Et. Al.) to model the relationship between Taliban disinformation campaigns and NATO’s attempts to counter them. We find that aggression is a significantly preferred strategy over stagnation; this result should prompt decisionmakers to take strong stances against disinformation campaigns while maintaining a healthy defense against retribution. This leads us to propose the NATO Afghan Youth for Change program, which provides scholarships to individuals throughout the Afghan diaspora to become NATO influencers - a role which will both advance their personal goals and mitigate the spread of …

This paper introduces the P.E.N.C.I.L. Theory—Peace Engagement and Non-negotiable Commitment through an In-depth Lens—as a metaphorical and analytical framework for understanding the United Nations Security Council’s role in conflict resolution. Using the symbolic structure of a pencil, the theory critiques the Council’s decision-making power ("the lead") and its human consequences ("the eraser"), highlighting how failures in peacekeeping and diplomacy disproportionately affect civilian populations. This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution.
