Over the past forty years, African countries have accumulated enormous quantities of external debt. Today, this debt is heavily burdensome; money spent on debt service is money that cannot be invested into infrastructure development, health, education, or other areas that might benefit the large number of Africans who live in poverty. Calls for debt forgiveness have led western institutions to forgive a portion of this debt, but have not addressed the question of whether or not this debt is legitimate in the first place.

This paper reports on rape used as a tactic of war, outlining the scope of the problem and introducing policy options to address the issue on a global scale. Policy options targeted at relief services include increasing direct aid through funding fistula surgeries, building rural hospitals, and providing skills training for women awaiting surgery. An important driver of relative decline in America’s international standing is the failure of its political elites to define reality-based foreign policy goals and to relate the diplomatic, economic, and military means at Washington’s disposal to realizing them—the essence of “grand strategy.” For several decades, American policy has been pulled in opposite directions by two competing models of grand strategy. In one—the leadership model—America maximizes its international standing by adroitly managing regional and global power balances and promoting the processes of economic liberalization known collectively as globalization. Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. The U.S. has some rare earth resources, but is heavily dependent on access to them from from Afghanistan, Bolivia, and China. The mainstream neoconservative perception of the persisting global conflict surrounding Iran’s nuclear program generally casts the nation as pursuing nuclear weaponry with the nefarious intentions of undermining western security interests and using these capabilities against Israel or European nations. Conversely, realist and constructivist scholars suggest that Iran’s alleged pursuit of nuclear weapons is anything but irrational. I invoke Carl Schmitt's Critique of Liberalism outlined in "The Concept of the Political" to better understand the European Union (EU) as a governmental institution. It is my contention that the EU is a liberal institution, with the sole intent to drive economic policy while ignoring identity, similar to what Schmitt rails against in his critique of liberalism. For that reason I demonstrate how the EU fits well into the mold Schmitt laid out to identify liberal politics. Beginning in December of 2010, a Tunisian street vendor inspired a wave of revolutions and protests launched by the people of many Middle Eastern countries, demanding regime change and democratic ideals. With nonviolent revolution in particular, displaced governments leave a power and governance vacuum waiting to be filled. Such vacuums are particularly susceptible to what this Article will call “strategic ideological cooptation.” Following the regime disruption, peaceful chaos transitions into a period in which it is necessary to structure and order the emergent governance scheme. That period in which the new government scheme emerges is particularly fraught with danger when growing from peaceful chaos because nonviolent revolutions tend to be decentralized, unorganized, unsophisticated, and particularly vulnerable to cooptation. However, since 1998 there has been a revival in Turkey's involvement in developing relations with Africa. This was a passive attempt initially, but after 2005, it became an offensive one that culminated in the first Turkey–Africa Summit in 2008 and booming economic relations. This article compares the exceptional Danish wind energy innovation system with the system employed by the US government. The underlying assumption about innovation systems in the US is that they are technologically driven, and past technological advances can be built upon leading to break-through innovations. However in Denmark, innovation was driven from citizens and relied on no break-through technologies, but rather a piecemeal process of collective, smaller innovations. For wind energy, this process was far more successful than the technologically driven innovation system in the US.

Humanitarian action aims to alleviate the humanitarian symptoms of crises, yet humanitarian ideals have been stretched in ways relief workers never expected. For one, the right of humanitarian intervention rests on the premise that war, whose nature provides the rationale for killing, may be labeled a humanitarian act if waged for humanitarian ends. Humanitarian relief organizations oppose the misleading and manipulative labeling of conflicts that contradict the fundamental rationale of humanitarian action—the alleviation of suffering.
