It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Recent scholarship on state autonomy in the Third World has been influenced by the dependency thesis that capital accumulation at the core of the world economy is associated with economic underdevelopment and political dependency at the periphery. Dependency reasoning is rooted in a devastating empirical critique of the once prevalent modernization paradigm, in which national state policy was the central independent variable. According to dependency theory, peripheral nations' subordinate structural positions in the international political economy results in sacrifice of authoritative policy making to foreign investors, bankers, experts, governments, and institutions or their local counterparts. It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. Decreasing Allied Support For Anti-Soviet Strategic Embargoes A Demonstration Of The Declining Hegemony Of The United States, Tracey A. Johnstone

This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. The relationship between the two is extremely important because it provides insight into the roles of both Egypt and the Soviet Union in both the history of the Middle East and in world politics. Curtain Of Silence Japanese In Soviet Custody, 1945-1956, William F. Nimmo

The Soviet Union attacked- and defeated Japanese forces in Northeast Asia in the final days of the Second World War, and 2,100,000 Japanese soldiers and civilians suddenly fell into the hands of the Red Army. This thesis examines the experiences of Japanese in Soviet custody, efforts to obtain their release, and their eventual return to Japan. Repatriation of civilians from Soviet-controlled areas was slow, and military personnel were taken to the USSR for use as forced labor for several years. The Soviets conducted an intensive Marxist-Leninist indoctrination program for prisoners of war, and a professed acceptance of communism was a …

The Korean War was a benchmark in the modern history of Japan. It became a catalyst for political action, and the fountainhead of the "economic miracle" that raised Japan once again to a prominent position among nations. The Korean War helped solve many political problems, including the tricky question of a peace treaty. It confirmed Japan's commitment to a no-war constitution. It also permitted the Japanese government to relax the restrictions imposed by occupation authorities. The war created a fortuitous economic stimulus that permitted Japan to emerge from the recessionary period that followed World War II and to establish the …

Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984.
