Emal was a gate security guard in the Afghan army and a supplier for American forces at the airport. Before leaving Afghanistan, Emal was kidnapped by Daesh, beaten, thrown into a pile of bodies, and left for dead. He woke up weeks later in hospital with adent in his skull, brain damage, and mental/emotional problems. Fawad and his wife, Zakeela, have three children. Zakeela was a beautician, and Fawad was a singer in the Baghlan district in Afghanistan. The music he produced was not in accordance with the strict restrictions of the Taliban. They threatened his life and assaulted him many times, so he decided to leave with his family to Kabul. Fawad’s day job was as an FM radio producer; at night, he moonlighted as a singer and musician. Faroosh was a cameraman for a private television program in Afghanistan working on a documentary about the Taliban. When he and his crew were discovered, the Taliban attacked them and he and his wife fled to Turkey, walking 12 hours to get there. Upon arrival the police arrested and harassed them. Turkey was not a safe place. After several suicide bombings in the area, they decided to move on to Greece, where they are in a refugee camp without any progress in their situation. The Importance Of Strong Governmental Institutions In Military Subordination: Mexico And Argentina, A Comparative Study, Eli Landman

This paper examines the history of civil military relations in Mexico and Argentina in an attempt to understand why Mexico was able to subordinate its military following the fall of the Porfírian military regime, while Argentina experienced decades of military intervention into the civilian sphere. It argues that strong governmental and political institutions in Mexico were the key to subordinating the Mexican military to civilian control, while patterns of populist political movements in Argentina hampered the formation of strong governmental institutions that would have enabled the subordination of the military to civilian control.

This study is an inquiry into the nature of the Islamic Community Milli Görüş (Islamische Gemeinschaft Milli Görüş -IGMG) movement in Germany. The movement has been identified as an “Islamist extremist group” by the German Ministry of the Interior in 2005. Germany has the highest number of Turkish immigrants in Western Europe and is home to Milli Görüş’s headquarters. We ask whether radicalization is a response to social, economic and political marginalization of Milli Görüş members in Germany. In geographically vulnerable and politically unstable regions such as Sri Lanka, I argue that linking natural hazards and climate-induced disasters to existing social issues is more pressing than ever. In the case of the 2004 Boxing Day tsunami, it was impossible to dissociate the two. This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. Concurrent to the surge of U.S. forces in Iraq between 2006 and 2008, Sunni tribesmen in the U.S. Marine‐controlled western Anbar province of Iraq experienced an “awakening” movement, which led them to side with U.S. and coalition forces. The Sunni Awakening demonstrates that individuals will often realign because of betrayal and opportunities for advancement. It also demonstrates that individual motives can have macrolevel social consequences. Complexity theory suggests that political factions will realign based on individual considerations that then develop into macrolevel movements. Complexity theory also combines both agency (in terms of microbehaviors) and structure (in terms of initial conditions). …

Of all the countries identified as rising powers on the world stage, Brazil appears to have drawn considerable economic and political strength from its engagement with various forms of regionalism during the expansionist years when Lula was president. Whether by helping create a local, intra-regional entity (Mercosul) or, later, proposing a continental one (UNASUL), Brasilia appeared to have the capacity to further its own economic and political interests by generating cooperative interactions with its smaller neighbors. This article examines to what extent the Arab Spring constitutes a critical juncture – a major turning point – for the EU’s sanctions policy towards Egypt, Libya, Syria and Tunisia. Based on a multidimensional critical juncture operationalization, we find that the Arab Spring only constitutes such a turning point for the EU’s sanctions policy towards Syria. Both the level and nature of measures differ substantially from previous years. By contrast, the EU’s sanctions practice towards Libya, Egypt and Tunisia shows more resilience. What role have foreign financial institutions (FFIs) played in China’s financial evolution since the early 1990s? My research finds that FFIs, which include foreign commercial and investment banks, as well as private equity (PE) firms, have played a role in China’s financial evolution in three respects. First, US financial institutions have leveraged their influence in the US government, their ties to other business groups, and mobilized connections with the Chinese elite, to help China to join the World Trade Organization in 2001. The US has had a long commitment to resettling refugees, and currently funds one of the largest third-country resettlement programs through UNHCR in the world. However, an examination of US's refugee resettlement program shows that the program often does not live up to its promises, and has long ignored systemic issues. This report takes a specific look at the experience of newly-resettled Syrian refugees, and includes memos by the author that was submitted for a larger group project.

The aim of this paper is to examine and expand our focus on human capital capacity building as a foundation for poverty reduction in Sub-Saharan Africa. The data showed significant differences in the human capital capacity building characteristics as measured by demographic, education and gender equality characteristics. In analyzing select human capital capacity building markers, the findings suggest that the educational indicators were among the strongest in explaining the variation in human development in Sub-Saharan Africa. This thesis investigates under which conditions do authoritarian Member States exist in International Organizations that require democratic governance in their treaty law. The European Union is used as a case study along with two of its Member States that are in the process of transitioning to democracy from previous authoritarian regimes—Hungary and Romania. This thesis employs stealth authoritarian theory to analyze how a democratizing Member State may violate these laws and revert to authoritarian governance.
