Truman would go down in history as one of the greatest American Presidents if not the greatest because of his ingenuity in foreign policy. World War II brought about a realignment of the power structure among the nations of the world. The primary conflict of interest developed between Russian and the Western nations, with the United States predominant among them.

Through the leverage afforded by the East-West conflict, African nations were able to exert enough force to dislodge the colonial powers which had ruled them for nearly a century.

Early efforts to unite the African people were carried out in the United States and other Western nations, with American Negroes leading the drive. Among these men were W.E.B. DuBois and Marcus Garvey.

This writer first became interested in the 1933 revolution in Cuba during lectures given in May, 1963 at the University of New Mexico. As part of these lectures an interesting theory was presented regarding the Communist "takeover" of Cuba. Briefly, this theory holds that behind every successful Communist revolution (Russia, China, Cuba, for examples) there has been an earlier attempt at social revolution which failed. In the case of Cuba, this would be the revolution of 1933, and especially the reformist provisional government of Dr. Ramón Grau San Martín.

It is the purpose of this study to trace in part Hull's role as implementer of the Good Neighbor policy particularly in the Western Hemisphere. Hull was an internationalist. The twentieth century is revealing a steady increase in the influence of the United States in the Caribbean region, both in politics and economic development. The arm of America has been gradually forcing out the European nations. Counting colonies and protectorates, the United States has under its supervision a greater Caribbean population than the population of the thirteen colonies at the time of the Declaration of Independence. In trade the United States is the best customer of Central America and the West Indies. The region is one of the chief sources of our raw-materials imports.
