In 2021, the military of Myanmar launched a coup in response to their overwhelming defeat in the 2020 elections, resulting in an end to the country’s tentative move towards democracy and in intense violence to suppress opposition to the coup. Anti-junta forces quickly formed in the aftermath to directly oppose the military and return the country to democratic rule, and began collaborating with long-standing ethnic militias in their efforts. The motivation of recruiting international students is framed in a global imaginary that is embedded in colonialism and neoliberalism. International students are often framed as cash cows and objects. In what some scholars consider a marked departure from its traditional policy, the U.S.' 2018 Nuclear Deterrence Posture Review declared that the U.S. would consider the use of nuclear weapons in response to "significant, non-nuclear strategic attacks." However, despite real-world examples of the type of significant cyberattacks on U.S., allied, or partner civilian population or infrastructure alluded to in the Review, the factors that might trigger multidomain escalation remain underexplored, which creates a credibility gap in the U.S.' deterrence policy. While individual benefits of study abroad have been explored for decades, recent research has pushed the field to consider benefits for the local and global community. The establishment and maintenance of order—that is, of settled rules and arrangements that regulate actors’ behavior—is central to politics at all levels, including the international level. Political order, after all, is a requisite for modern human existence. Given the priority of the problem of order, the most important questions that can be addressed in an introductory International Relations (IR) course are those that concern the sources, nature, and historical evolution of international order. But a survey of conventional introductory IR textbooks reveals that these questions are typically dealt with glancingly or ignored altogether. Thus a strong case can be made …

Insurgents use various tactics and strategies to promote their goals while living among the local population. These aspects require intervening countries and counterinsurgency to take the varying strategies into consideration when making their military decisions. Collaborations between American and Chinese universities have been critical to global knowledge production. Chinese students accounted for over a third of all international students in the United States prior to COVID-19, but the pandemic paused most global mobility in 2020. We argue that this international mobility to the United States will not fully recover if larger stressors are left unaddressed. First, relations between the United States and China have deteriorated in recent years, especially under the Trump administration, with growing suspicion against Chinese researchers and scholars. International student enrollment (ISE) has become a hallmark of world-class higher education institutions (HEIs), particularly as global student mobility has grown exponentially worldwide in the last several decades. Although the United States (U.S.) has welcomed the largest numbers of international students since the 1950s, ISE shrunk by 10% in the previous three years from an all-time high of 903,127 students in 2016/2017 (IIE, 2019). This dissertation research attempts to distinguish China’s model from that of the traditional North-South relationship, with a focus on how China’s philosophy articulates its foreign policy and the nation’s higher education engagement with African countries. It examines the China-Africa higher education partnership in response to China’s discourse on South-South Cooperation (SSC), Africa’s human resource flows, and the benefits and constraints of current China-Africa cooperation. Colleges aim to increase student achievement, which has been linked to motivation and engagement, as well as increase global partnerships. There is also an increasing demand from students for international programs (IPs) that prepare them to be global citizens. This study aimed to compare student motivation for continuing college and student engagement in the classroom before and after an IP. Students who participated in a Bumpers College of Agricultural, Food, and Life Sciences IP between January 2018 and August 2018 were surveyed prior to, and two weeks and three months post-program participation (n = 24). The economic, social, and political progress of these nations have always been overshadowed by their categorization as “developing countries”. Ouachita Baptist University recently hosted retired U.S. Ambassador David Greenlee as a Woodrow Wilson Visiting Fellow. During his stay April 4-6 Greenlee led discussions in both honors and faculty colloquiums, spoke in several classes and presented the Birkett Williams Lecture.

The Woodrow Wilson Visiting Fellows, a program which brings prominent and diverse professionals to college campuses, coordinated Greenlee’s visit. Greenlee served as U.S. ambassador to Bolivia (2003-06) and Paraguay (2000-03) and spent a total of 32 years in foreign service.

Existing studies debate both the strength and direction of determinants of nuclear proliferation and the effect of domestic and international circumstances on proliferation.
