The United States Agency for International Development’s (USAID) Global Food Security Strategy Fiscal Year 2022-2026 addresses food security in developing countries. The U.S. Global Food Security Strategy set forth by USAID lays forth a strategy for increasing food security in twelve targeted low-income and developing nations. How well the USAID policy does this with consideration of climate change, sustainability, and socio-economic well-being is crucial to examine given the fact that climate change impacts and predictions are now affecting food systems at all stages, from growth through production. The purpose of this paper is to examine current international environmental policy shortcomings regarding multinational accountability, explore future legally binding options, and offer a resolution towards effective accountability mechanisms. To do so, it uses a two-part methodology composed of a comprehensive engagement with existing secondary sources from the academic literature and four interviews with experts in the field. The paper builds out considerations in seven key areas for normative consideration regarding the future of legally binding environmental policy. This paper addresses the extension of governmental power into the mountainous periphery of the village of Dho Tarap in the Dolpa District of Nepal. New technologies, new markets, and new social dynamics are penetrating the Himalaya and reshaping the connections that mountain people have to the outside world.
