This report argues that, although Chinese-Russian relations have improved along several important dimensions, security cooperation between Beijing and Moscow has remained limited, episodic, and tenuous. The two governments support each other on select issues but differ on others. Since these interests conflict as well as coincide, the relationship is not necessarily moving in an anti-American direction. Although no action undertaken by these two great powers is insignificant and Washington must continue to monitor carefully developments in Beijing and Moscow, thus far their fitfully improving ties have not presented a major security challenge to the United States or its allies. This dissertation presents a model of pivotal deterrence—a version the author loosely terms holistic pivotal deterrence—based on the model originally presented in Crawford's Pivotal Deterrence: Third-Party Statecraft and the Pursuit of Peace, and applies it to a regional case study of U.S. security policy in the Taiwan Strait; placing particular emphasis on the crisis junctures of 1954-55, 1958, 1962, and 1995-96. By contrasting this with other models of deterrence, it provides an alternative perspective with which to consider the empirical data on the United States-China-Taiwan relationship and developments in the Strait. Conflict over water resources is rare and has not occurred for thousands of years. However, the dynamics in South Asia are changing so rapidly that a conflict in the not-so-near future may be unavoidable. Water shortages could have the nonlinear effects of food shortages, political instability, migration problems, and diminished economic growth. All of these factors, caused by water shortages, could be a driver of conflict in the region, causing territorial disputes. The events of September 11, 2001 serve as the origin of the United States’ War on Terror as popularized by the Bush administration. Previously, American strategies to combat terrorism focused on attacks against its interests abroad, and support for other governments’ efforts to curb terrorist acts within their own boundaries. However, September 11 revealed vulnerability to violence by non-state actors within U.S. borders. In response, the United States reshaped its anti-terrorist strategies to prevent future attacks by targeting terrorists, foreign and domestic, known and potential.

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis.
