Russia’s seamless presidential succession produced no major changes in domestic politics or foreign policy. Ties with Asia remained strong, though several key relationships—with China, Japan, and the Central Asian states—frayed under the impact of Russia’s military action in Georgia. Impressive economic performance in the first half of the year boosted Russian confidence as a great power, but its vulnerability to the global financial crisis together with the heavy-handed operation in the Caucasus undermined Moscow’s standing with both Asia and Europe by the end of the year.

This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. This paper does not aim to dispute that Brazil would benefit from reforms in any or all of these areas. Rather, the paper offers a skeptical perspective on reform menus and proposes an alternative explanation for the faster growth of Brazil’s peers India and China2. The paper begins by introducing (section 1) the idea of the BRICs countries, to establish the basis for comparisons of most similar cases. It then surveys the results of a generation of Washington Consensus era growth (section 2). Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

Members of the Association of Southeast Asian Nations, or ASEAN, have had a longstanding policy of not interfering in each other's domestic affairs. This norm of"noninterference" is considered both a hallmark of intraregional diplomacy in Southeast Asia and ASEAN's most venerated nonn. However, recent developments regarding the relationship between Myanmar and the rest of the regional grouping suggest that this principle may not currently be as sacrosanct as it has been in the past. Upon the disintegration of the Soviet Union in 1991, the countries of Eastern Europe and Central Asia that had hitherto lived behind the Iron Curtain inherited new independence and uncertain political futures. Since then, the world has watched a political entity that once covered 8.6 million square miles shatter into 15 new nation-states, each with the potential to throw off the shackles of the past and forge new democracies. Government’s Emergency Power Throughout the History of the United States This paper reviews the use of power by the United States government during times of crisis. This paper analyzes both the arguments from Thomas Hobbes and John Locke regarding how limited both believe government should be. Throughout this debate John Locke believes that in leaving a state of nature we must enter into civil society through a social contract with each other. Assessing Past Strategies For Countering Terrorism, In Lebanon And By Libya, Louis Kriesberg

Program for the Advancement of Research on Conflict and Collaboration

American strategies to deal with terrorist attacks against Americans in Lebanon in the 1980s and by Libya since the beginning of the 1980s are examined. The consequences of the various strategies employed by U.S. government officials over time and the strategies employed by American non-governmental actors and by international organizations are compared. In addition, alternative strategies that might plausibly have been employed are also discussed. Official actions that relied largely on military methods and were conducted unilaterally tended to be less effective, even counterproductive, compared to actions that were multilateral and relied significantly on diplomatic approaches, often aided by intermediaries.

This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The article looks at the self-identity of Greek immigrants in the U.S. and incorporation of American racial ideologies into their racial repertoires. It recognizes Greek Americans for creating a national and racial framework that blends elements of both home and host society institutions and ideologies. It recalls the arrival of thousands of Greek immigrants in the U.S. in the 20th century. The increasing inter-marriage rates between Greek immigrants and Greek Americans are also noted.

Microfinance is emerging as an integral part of the new development paradigm, described by the phrase "participation and development. "Although the idea has become quite popular among donor agencies, development practitioners, and academicians, theoretical premises on which this idea is founded seem entirely unexamined. Using the Genuine Progress Indicator (GPI), the article seeks to evaluate the quality of life in modern Mexico. The GPI employs the same indicators used to arrive at per capita GDP, but adds positive and negative monetary and non-monetary actors that affect people's lives. Monetary factors include income distribution, increased health care cost due to air and water pollution, and loss of wetlands. Non-monetary factors involve parenting, time spent in highways, loss of leisure time, the cost of volunteer work, and other social costs. Aiding the successful transition of Russia to a free-market, democratic society was one of the key goals of the Clinton Administration's foreign policy. This study looks at U.S. policy toward Russia during the period of 1993 to 1998 and examines the effectiveness ofthat policy. A number of primary sources, such as speeches and U.S. Department of State dispatches, were used as well as a variety of secondary sources. Through the examination of these sources the conclusion was reached that U.S. policy toward Russia during this time frame was not effective. This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. Tracing its origins to Theobald Wolfe Tone's United Irishmen, founded in Belfast on October 18, 1791, Irish Republicanism has evolved from its original anti-sectarian, Lockean principles as represented by Tone1 to a modern movement encompassing national self-determination, antisectarianism, cultural nationalism, radical social policies, the politics of electoralism, as well as support for the armed struggle dedicated to British withdrawal from Northern Ireland and a united Ireland. Today, the modern Irish Republican movement is best represented by the political party Sinn Fein. As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."
