It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. Voices Of Women: The Impact Of Women's Political Reservations On Female Child Mortality In India, Kohsheen Sharma

This paper uses state-level variation in the implementation of the 73rd amendment in India to observe the relationship between political reservations for women in local government and female child mortality. Nationally, reservations for women are not associated with a statistically significant difference in female child mortality. However, a state by state analysis shows variations in the level of impact of reservations on the topic of female child mortality. This paper examines the constraints on female representatives and their level of effectiveness in executing pro-female policies given the political and social environment. Sectarianism has shaped Lebanese culture since the establishment of the National Pact in 1943, and continues to be a pervasive roadblock to Lebanon’s path to development. This thesis explores the role of religion, politics, and Lebanon’s illegitimate government institutions in accentuating identity-based divisions, and fostering an environment for sectarianism to emerge. Trade was a central issue in the 2016 US presidential election, with both major party candidates debating how trade impacts American workers. However, the current literature on trade policy outcomes and inequality has insufficient measures of public opinion on trade. I examine the varying roles the public and interest groups play in the trade policy formation process as inequality changes in democratic societies. I expect, as inequality increases, the public and mass based interest groups will have less resources to expend on influencing policymakers. Strategic culture is a concept accepted by scholars and practitioners, but with problematic applicability to states newly independent or emerging from conflict. The elements that comprise strategic culture in the developed world are not always present in emerging states. This research addresses the pertinency of strategic culture in Uganda and Tanzania, and then tests the operationalization of the concept using the case of participation in the African Union Mission in Somalia (AMISOM). The discourse on transitional justice by academics and practitioners center upon a common understanding of the importance of truth-seeking or truth-telling, reparations, prosecutions, and other institutional reforms in addressing a state’s past abuses. Policies of memorialization complement these processes of transitional justice, with the production of collective memory and history that helps transitioning states from authoritarian pasts toward reconciliation.

Are framing strategies that are effective at encouraging pro-social behavior such as participation in human rights campaigns also effective at mobilizing support for “anti-social” and violent causes? Using an experimental research design, we seek to understand under what conditions individuals will express support for retributive violent action.

We hypothesize that a personal story of victimization, wherein the humanity and vulnerability of the victim and the intensity of the violence suffered are described in vivid detail, will be necessary and sufficient to cause the audience to express support for the victim’s subsequent participation in organized, retaliatory violence. The conventional wisdom of counterinsurgency runs that insurgent groups with bases in neighboring states (transnational sanctuaries) are relatively more difficult to defeat than comparable groups without such bases. Insurgents with transnational sanctuaries benefit from relative protection from attack by counterinsurgents, they may recruit, train, and arm safely in their sanctuaries, transmit propaganda into their target state, and use these sanctuaries as staging points for infiltration or raids into their target state. Counterinsurgents have gone to great lengths to disrupt or destroy insurgent bases in neighboring countries based on the belief that this is necessary to defeating insurgents. Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. Since 1996, the Democratic Republic of Congo has been the battleground for was within wars, where networks of conflict interact to produce patterns of local resource extraction and patterns of local and regional violence, resulting in one of the most devastating, yet surprisingly understudied, humanitarian disasters of our day. This dissertation explains the complex political sociologies of the three Congo wars and tests key assumptions in the new war literature through empirical observation of the wars and a case study of the Mouvement de Liberation du Congo (MLC), one of the principal rebel movements in these wars.

Historically Black colleges and universities (HBCUs) are notoriously perceived as unwelcoming towards lesbian, gay, bisexual, transgender and queer (LGBTQ) students, and are considerably behind predominantly white institutions (PWIs) in regards to providing supportive and affirming environments. Fewer than 25% of the 105 HBCUs in the United States have LGBTQ student organizations, and only three have established LGBTQ resource centers. This article, written by the co-founder of one of these centers, is a reflexive exercise that describes the history, successes and challenges of developing and sustaining a LGBTQ resource center on one HBCU campus. This qualitative study examined the experiences of African American males at a PWI (Predominantly White Institution). The focus on African American males is deliberate because, as a group, they have the highest attrition rate of any college demographic. Utilizing in-depth interview data from 12 African American males at a PWI, this project delineated the nefarious station of black males who experienced racism and racial microaggressions in a purportedly post-racial, colorblind society. Qualitative analysis of the data revealed the following two themes: (1) Racism and Racial Microaggressions and (2) The African American experience is not important to faculty and the university. …

The idea that differences in race, gender, religion, sexuality, age - or other categories deemed unworthy of group inclusion shouldn’t matter when it comes to people’s access to all that a society has to offer is central to the teaching of diversity. Diversity courses can be powerful vehicles, not only for teaching students about social change and reclaiming the principles of past and present civil rights leaders, but also for refuting the notion that we already live in a largely egalitarian society.

Racial Attitudes Of University Faculty Members: Does Interracial Contact Matter?, Rebecca Folkman Gleditsch, Justin Allen Berg

Using primary data from a Midwestern university, this study examines racial attitudes of white faculty members. Contact theory is used to understand the variation in the number of racial minority students that white faculty members advise, independent of individual characteristics and social organizational factors. Findings indicate that white faculty members rate Asian/Asian American college students most favorably overall. In general, faculty then ranked white, African American, Latino, and Native American college students in descending order with respect to a host of characteristics.
