The US Army War College Quarterly: Parameters

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

Exploiting Vulnerability: Human Trafficking As A Tool Of Genocide, Madison Bryant

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. The role played by the post-WWII expulsion of ethnic Germans from Czechoslovakia in catalyzing the 1948 Czechoslovak coup d'état has been underexplored in favor of the traditional narrative of an East-West clash between Czechoslovak democratic and communist parties backed by the United States and Soviet Union, respectively. Scholarship on the expulsion and the coup has on occasion brought up connections between the two events, albeit briefly and only as a small part of larger examinations of one of the two. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. “La Vida Es Un Carnaval” is a community engagement project and thesis that explores how identity and nostalgic resilience show up through dance/movement therapy with Cuban immigrants living in the United States, specifically Massachusetts. This project brought together six Cuban-born participants, ages 26 to 67, each with their own unique migration stories; from the Rafter Balsero Crisis of 1994, to the “Wet-Foot/Dry-Foot” policy, and family reunification. Through a mix of in-person and online sessions, participants explored their experiences using intermodal activities including dance/movement therapy techniques, conversation, journaling, artwork, and music. One consequence of the 2022 Russian invasion of Ukraine was the German Chancellor’s declaration of a turning point in his country’s foreign policy. Although Germany is a loyal liberal democracy, it is noted for its staunch efforts to mediate between its Western friends, especially its NATO allies, and Russia. However, the ongoing Russo-Ukrainian war has become emblematic of the persistent cooling of relations between these factions. This historical moment has thus called into question the efficacy of certain longstanding aspects of German foreign policy, including its attempts at mediation. Japan is the only state in the G7 that has not legalized same-sex marriages despite increasing support of LGBTQ+ rights and norms for respecting human rights. While some local governments and constitutional courts have made progress with recognizing same-sex partnerships and deeming the ban on same-sex marriage unconstitutional, the Japanese national government has not enacted comprehensive pro-LGBTQ+ policy. Instead, the Diet (Japan’s legislative body) passed the “LGBT Understanding and Enhancement Bill” in 2023, which is a law that fails to legally recognize same-sex marriage or provide protections. This thesis analyzes two periods of pro-North Korean engagement regimes in South Korea during the presidencies of Kim Dae-jung (1998-2003), Roh Moo-hyun (2003-2008), and Moon Jae-in (2017-2023). Through analysis of the three aforementioned presidents’ initiatives for engagement with the North, categorization of news headlines from two major South Korean sources, and public opinion polls, I argue that especially high and low emotional reactions among the South Korean public during these periods were exacerbated by news media’s overly dramatized portrayal of inter-Korean interactions, both big and small. During the Troubles, the ethno-political conflict between the majority Catholics and minority ruling Protestants in Northern Ireland that lasted from 1968 to 1998, the 1981 prisoners’ hunger strike in Belfast’s HM Prison Maze was a key turning point. The starvation death of 10 striking prisoners gained the world’s attention, as one by one Irish prisoners died in British custody. This tragedy helped push the Irish nationalist movement toward a diplomatic means of negotiation. As one of the most influential events during the conflict, the news media covered the strike extensively, shaping the narrative of the strike to largely uninformed audiences. …

While much of the existing scholarship focuses on the 20th-century conflict between the Chinese Nationalist Party (Kuomintang) and the Chinese Communist Party, this study turns to the mid-17^th century to trace the roots of the island’s contested status. On 8 November 2014, Dr RK Gupta performed eighty-three tubal ligations at a makeshift clinic in Bilaspur, India — thirteen of which resulted in death. The women, most of whom belonged to the Dalit or “untouchable” caste, were recruited by family planning agencies, lured in by cash incentives or other gifts in exchange for sterilisation. Sadly, however, the Bilaspur tragedy does not exist in isolation — but rather belongs to an extensive history of government-sponsored abuse, the majority of which has been directly led by white, Western powers. I analyze to what degree American political forces shape Canadian elections. Due to the unique economic and cultural relationship between the countries, U.S. political and policy changes impact the Canadian political landscape. I examine this relationship with a comparative study using the Canadian Election Study of the 2021 federal election. This data enables analysis of voter behaviour within a wide variety of voters. Conventional narratives tend to represent the post-World War II international criminal proceedings as a men’s project, thus obscuring the many women who participated, as lawyers, journalists, analysts, interpreters, witnesses, and defendants. Indeed, two women stood trial before Nuremberg Military Tribunals. This article examines the case of the only woman found not-guilty: Inge Viermetz, who had been an administrator at Lebensborn, the Nazi SS adoption and placement agency. How did the United Nations - an international organization built on 19^th century worldviews and state-centric structures, integrate 21^st century challenges of environmental protection into its mission and programs? The UN Charter includes no mandate for environmental protection. Ecological integrity was not included in the scope of peace and security held by member states when they ratified the UN Charter. Yet, despite this and other historical, philosophical and structural limitations, the UN became the leading body for the development of global environmental policy.
