Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

Reform And Democratization In Ukraine: My Service As A Peace Corps Volunteer With An Ukrainian Local Government Organization, Danielle Stevens

This paper provides a micro-analysis of democratization and reform in an Ukrainian local government institution that was the site placement for the author's Peace Corps service. Through using a culturalist lens and applying open systems theory while working as a Peace Corps Volunteer, the researcher observed how one organization coped with implementing public administration reform that is the result of the Revolution of Dignity in 2013-2014. This paper contributes to existing research regarding reform efficacy in other post-Soviet spaces, and provides a foundation for furthering similar research in Ukraine.

Why does reform of law enforcement remain so elusive in post-communist countries like Ukraine, despite political upheaval, a public mandate for reform and substantial international assistance? Which components contribute to the success and sustainability of a police reform and which factors produce political will from political leaders to implement the difficulties of police reform? This dissertation argues that in addition to massive corruption and the politics of insecurity, the greatest challenges to reform of Ukraine’s law enforcement system is political competition, resulting in the politicization of law enforcement institutions and law enforcement policy. As the mounting protests from Maidan Square in Kyiv led to the resignation of President Viktor Yanukovich, Ukrainians found themselves at an unavoidable fork in the road in their history. For years the country had become a new frontier of Western influence, forcing a decision between tightening economic and cultural ties with Western countries or with Russia. The basic question many Ukrainians now faced included choosing between their Soviet past or a potential liberal democratic future. Over the past two decades, the North Atlantic Treaty Organization (NATO) has enlarged several times to include a number of new countries. The first two case studies that are analyzed within this paper include key countries that were added in the 1999 and 2004 rounds of NATO enlargement: Poland, Lithuania, Latvia, and Estonia. The third case study takes a closer look at two countries, Ukraine and Georgia, that sought to become members of NATO but were denied Membership Action Plans (MAPs) because of Russian discontent and military intervention. Western donors have dominated third sector developments in contemporary Eastern Europe in efforts to replicate their own institutional models as a way of reconstructing the region’s post-totalitarian civil society. These efforts resulted in limited success, frustrating the donor community and puzzling scholars. Civil society in the region has long been labeled as weak based on a general lack of citizen participation in formal organizations. This dissertation argues that such assessment of civil society fails to recognize the role of below-the-radar civic engagement in contexts where informal practices permeate economic, political and social spheres.
