Russia And The Cis In 2007 : Putin's Final Year?, Charles E. Ziegler

Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

Upon the disintegration of the Soviet Union in 1991, the countries of Eastern Europe and Central Asia that had hitherto lived behind the Iron Curtain inherited new independence and uncertain political futures. Since then, the world has watched a political entity that once covered 8.6 million square miles shatter into 15 new nation-states, each with the potential to throw off the shackles of the past and forge new democracies. Fifteen years after the fall, we see elections at state and local levels, multi-party systems, and constitutions touting freedoms of press and religion. Between 1991 and 1996 Russia underwent a precipitous economic and social decline with decreases in production, gross national product, and wages, and increases in inequality, crime, and corruption. Most people experienced a decline in their standard of living, and many fondly recalled the security and stability of the communist era.

This paper examines the extent to which Solidarity acted as a link between the population and the regime and as a representative of the interests of the workers. It looks first at the reasons for the emergence of Solidarity, and Solidarity's subsequent embodiment of the society's desire for a political and economic order more in line with the ideals of socialism, and more genuinely representative of the workers' interests. It concludes by assessing the charges against Solidarity made by the martial law authorities, the extent of current support for the union and the regime, and the possibilities for a resolution …
