This thesis will examine how artificial intelligence (AI) regulation and development differ across political regime types, arguing that governance outcomes are fundamentally shaped by institutional political structures. This thesis will draw on comparative frameworks analyzing democratic and authoritarian systems. This thesis will also include case studies of the European Union, the United States of America, China, and Russia. The study finds that democratic regimes tend to emphasize transparency, accountability, and rights-based regulation of AI. This often results in slow regulation of AI, but it is more ethically legitimate and constrained. In contrast, authoritarian regimes prioritize centralized control, strategic coordination, and …

This research compares a country's mandate to shift to remote work between the federal and regional levels in comparison to PPP. We focus on how economic factors determine a country's ability to move to remote work and at what level of government the decision is made. The findings suggest that while there was variation in which level of government issued work-from-home requirements, there were strong trends for most mandates to come from the federal level. Moreover, an overwhelming majority of countries issued such federal mandates regardless of PPP. We then compare PPP per capita and the stringency of public transportation …

As the People’s Republic of China continues its attempt to match the United States as a global hegemon, it has put forth significant efforts to build influence and gain the support of smaller countries around the globe utilizing both hard and soft power. However, the question remains whether these efforts have resulted in greater favorability toward China. This study seeks to answer this question. I use a Bayesian Item Response Theory (IRT) model to generate latent measures of Chinese hard and soft power around the globe using data on Chinese economic aid, alliances, diplomatic exchanges, and security assistance. Several studies on various urban sustainability projects have observed their conceptual and technological similarity throughout the world but, at the same time, identified significant divergences in their actual local framing and implementation. By analysing sustainable mobility policies in Hangzhou (China) and Graz (Austria) and changes in their agendas during a period of thirty years, this article contributes to that discussion with new empirical insights. The development trajectories in Hangzhou and Graz will be compared to identify similarities and divergences and to suggest future paths for comparative studies in sustainable urban mobility. This research stems from a fascination with the unique social media censorship efforts in China. In order to determine if such heavy social media restrictions are unique to China this study uses data from the World Values Survey to investigate the relationship between regime type and social media censorship. The paper then examines the relationship between government censorship effort and citizens’ trust in government. Ultimately, I find that while regime type is a predictor of censorship, censorship does not have a substantial effect on citizens’ confidence in government overall. Like many before, this thesis uses the tragedy of the Holocaust as a historical comparison to an event occurring today, mainly in the Xinjiang region of the People’s Republic of China. Many historians have argued that comparisons to the Holocaust should be academically or intellectually prohibited. Many have stated that such an effort could minimize the perceived severity of or unintentionally raise other events to the level of the Jewish genocide. This introductory contribution examines the ‘Global South’ as a meta category in the study of world politics. Against the backdrop of a steep rise in references to the ‘Global South’ across academic publications, we ask whether and how the North–South binary in general, and the ‘(Global) South’ in particular, can be put to use analytically. Building on meta categories as tools for the classification of global space, we discuss the increasing prominence of the ‘Global South’ and then outline different understandings attached to it, notably socio-economic marginality, multilateral alliance-building and resistance against global hegemonic power. In 2016, China became the largest importer of Sri Lanka goods and services, surpassing India. Since then, the Chinese government has signed significant trade, development, and security deals with the island nation. This thesis argues that Sri Lanka's domestic politics, centered around its decades-long civil war and consequent human rights concerns, have served as the crux of its triangular relations with two regional powers: India and China. The human rights issue, in tandem with Sri Lanka's agency as a small state, has drawn Sri Lanka to China. This research attempts to understand the evolving relationship between China, the United States, and Latin America. Specifically, it explores China’s rapid rise as a formidable geopolitical power, the United States’ mixed response to that rise, and efforts by two Latin American countries, Ecuador and Argentina, to avoid exploitation by both China and the United States—and, indeed, to even benefit from this mutating relationship. In all cases, historically constructed ideas and strategic interests shape relations among these various actors. Xi Jinping has prioritized National Rejuvenation, a new pillar in the Chinese social contract based on the view that western powers exploited China during a Century of Humiliation and now, under the Communist Party, China is reclaiming its former glory. As China approaches its centennial in 2049, the CPC has prioritized fully reunifying and integrating Taiwan, Hong Kong, and Macau with the mainland. Through a comparative analysis of Hong Kong and Macau’s demographics and political and economic institutions, this thesis examines the current status of the One Country, Two Systems policy and anticipates its trajectory under Xi Jinping.

Contrary to the prediction of modernization theory, the vibrant Chinese economy and its growing middle class have not brought democratic change to the authoritarian country. This work sheds light on the puzzle of the absence of democracy in China despite a fast-growing middle class. The study argues that the key to explaining the middle class’ inert political behavior is to be found in its fragmentation. It is necessary to disaggregate the political, economic, and social positions of different subgroups of the Chinese middle class—government officials and party cadres, private entrepreneurs of small or medium businesses, professionals, and white-collar employees—and the …

China’s global quest for energy has been one of the most fascinating developments of the past twenty years. As Chinese state-owned enterprises (SOEs) have increasingly gone ‘global’ in search of energy resources, scholars have explored the rationale and implications of China’s investment abroad. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Focusing upon the warming Sino-Russian relationship in general, this paper also examines in particular both countries interests in the Arctic region. The paper begins with a brief overview of the developing Sino-Russian relationship since the late 1980s. After discussing the blossoming of friendlier ties during the Putin-Xi era, it reviews some of the arguments and assumptions that scholars have held predicting either an ever closer relationship or an eventual rupture in those relations. The Chinese stock market crash of 2015 attracted much attention from both the media and academia. Yet it was not a unique incident. The Chinese stock market fluctuates more frequently and drastically than most mature stock markets. The purpose of this work is to explain these unusual stock market fluctuations through a political lens. Traditional financial models and behavioral finance cannot sufficiently explain the unusual fluctuations of the Chinese stock market. Traditional financial models find that economic forces cannot explain all fluctuations in China’s stock market. Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. In this dissertation, I employ a Weberian concept of social power in order to theorize the challenges posed by, and the varieties of state response to, the dilemma of state power: the need of all states to empower societies with social capacities that may, in turn, threaten state interests. Through a comparison of traditional and new forms of media in China, I show that rather than posing qualitatively new types of challenges to authoritarian states, new media exacerbate the dilemma of state power. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. Scholars have extensively detailed China’s conflation of the Uyghur issue in Xinjiang with the international war on terror following September 11, 2001. Less studied is how the U.S. responded to China’s framing of the Uyghur as terrorists, and of the Chinese government’s characterization of Xinjiang as a region fraught with violence and extremism. On the whole, scholars who have addressed this latter issue conclude that China successfully coopted the U.S., and consequently cracked down on Xinjiang without substantial international outrage.
