Political Competition And Local Social Spending: Evidence From Brazil, Carew Boulding, David Brown
Political Competition And Local Social Spending: Evidence From Brazil, Carew Boulding, David Brown
David C. Brown
Electoral theories of democracy imply electoral competition insures accountability. Using data on local elections, socioeconomic factors, and municipal budgets from more than 5,000 municipalities in Brazil for the years 1996, 2000, and 2004, we find that municipalities with more competitive elections allocate less to social spending compared to municipalities with little political competition. We argue that previous theory on political competition and public goods obscures the critical role that financial resources play in shaping the dynamics of social spending and political competition. Municipalities with small budgets lack the resources necessary to engineer convincing electoral victories. Where resources are negligible, voter …

Chilean Media And Public Opinion (1973-2013), Tara Schoenborn
Chilean Media And Public Opinion (1973-2013), Tara Schoenborn
Honors Capstone Projects - All
In this thesis, I examine the extent to which the media censorship of the Pinochet dictatorship, which ended over 20 years ago, continues to influence Chilean public opinion and policy today. The dictatorship’s control, penetration and censorship of the press in the 1970s and 1980s appears to have created a lack of pluralism in the media that helped the dictatorship retain political power for 17 years. However, it seems that the dictatorship’s influence did not end with its reign and that this lack of media pluralism still exists today and could be correlated with a widespread conservatism in Chilean public …

China's Nine-Dashed Map: Maritime Source Of Geopolitical Tension, Bert Chapman
China's Nine-Dashed Map: Maritime Source Of Geopolitical Tension, Bert Chapman
Libraries Faculty and Staff Scholarship and Research
The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Countries as varied as China, Taiwan, the Philippines, Indonesia and other adjacent countries have claims on this region’s islands and natural resources. China has been particularly assertive in asserting its SCS claims by creating a nine-dash line map claiming to give it de facto maritime control over this entire region without regard to …

Citizen Confidence In The Public Service: An Examination Of Established And Emerging Democracies In North America And Eurasia, Nurgul Ryskulovna Aitalieva
Nurgul R. Aitalieva, Ph.D.
How do levels of confidence in the public service differ across countries? Are these attitudes about the public service determined by similar individual-level attributes across countries? Do country-level correlates explain variation between countries in citizen attitudes toward the public service? Data from the 2005-2009 World Values Survey for 21 North American and Eurasian countries, in addition to aggregate-level measures of national context, are analyzed using multilevel binary logistic regression. The study shows that there is a significant amount of variation in the confidence attitudes not only within each country but also across countries. Citizens of Switzerland, Sweden, Norway, and Finland …

Has Modernity Failed The Muslim World?, Muqtedar Khan
Has Modernity Failed The Muslim World?, Muqtedar Khan
Muqtedar Khan
Modernity had come to the Muslim World. But it did not deliver. There is no stability, no freedom, no real democracy and no earned prosperity and no scientific vitality in the Muslim World. Perhaps rather than continuing to ask the old question is Islam compatible with modernity, we need to ask has modernity failed Muslims.
How Secular Should Democracy Be? A Cross-Disciplinary Study Of Catholicism And Islam In Promoting Public Reason, David Ingram, David Ingram
How Secular Should Democracy Be? A Cross-Disciplinary Study Of Catholicism And Islam In Promoting Public Reason, David Ingram, David Ingram
Philosophy: Faculty Publications and Other Works
I argue that the same factors (strategic and principled) that motivated Catholicism to champion liberal democracy are the same that motivate 21st Century Islam to do the same. I defend this claim by linking political liberalism to democratic secularism. Distinguishing institutional, political, and epistemic dimensions of democratic secularism, I show that moderate forms of political and epistemic secularism are most conducive to fostering the kind of public reasoning essential to democratic legitimacy. This demonstration draws upon the ambivalent impact of Indonesia’s Islamic parties in advancing universal social justice aims as against more sectarian policies.
The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins
The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins
Political Science Faculty Publications
Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Taken together, these responses engender pessimism about the state …
Regional Integration And National Social Policies, Mary Anne Madeira
Regional Integration And National Social Policies, Mary Anne Madeira
Publications and Research
How does regionalization affect national social policies? Although there is an extensive literature on the effects of globalization on social protection, the literature on the impact of regional integration is much less developed. I argue that the distinctive nature of regionalization processes calls for rigorous empirical testing of the domestic policy effects of regional integration. To this end, using an innovative dataset that measures the degree to which countries are integrated into regional economic and political organizations, this article uses statistical analysis to consider the influence of regional integration on government social spending. The results are surprising: regionalization has a …

Religion has quickly proven itself the defining conflict issue of the Twenty-First Century. Religion and conflict are frequently linked in popular discourse, yet from the beginning, religions have typically held peacemaking as a central value and obligation to their members. This ancient tension between religion as a vehicle of peace and religion as a source of division has taken on global dimensions in recent decades, particularly across a belt of countries roughly crossed by the Tenth Parallel, where Islam and Christianity meet, but in many other parts of the world as well, including Boston. Increasingly, conflict resolution activities must better …

Still Dirty After All These Years: Political Leadership, Knowledge, And Socialization And Regional Environmental Cooperation In Northeast Asia, Inkyoung Kim
Doctoral Dissertations
This dissertation examines the microprocesses of regime creation in Northeast Asia regarding transboundary environmental problems. Despite the growing need for international environmental cooperation and policy coordination at the regional and global levels, Northeast Asia has not yet succeeded in reaching any binding regional agreement on any environmental issue, even though it has developed various environmental cooperative mechanisms regarding transboundary pollution. Rather than characterizing regional environmental cooperative mechanisms in Northeast Asia as “non-regime,” this study unpacks the varying forms of collective action in terms of the speed of development of cooperative mechanisms and the substantive content of the development undertaken by …

The Responsibility To Protect And International Law: Moral, Legal And Practical Perspectives On Kosovo, Libya, And Syria, William R. Blackford
Dissertations and Theses
Humanitarian intervention has long been a secondary or tertiary concern in a security driven international system. Since NATO's intervention during the Kosovo crisis in 1999 there have been significant developments in both the language and form of humanitarian intervention as a matter of international law. The events in Kosovo sparked debate about how to handle humanitarian crisis in the future and thus humanitarian intervention evolved into a redefinition of sovereignty as responsibility and the Responsibility to Protect. The Responsibility to Protect has had a number of opportunities to continue to evolve and assert itself in an international legal context throughout …

Unrecognized States: A Theory Of Self-Determination And Foreign Influence, Kristina Buzard, Benjamin A.T. Graham, Ben Horne
Unrecognized States: A Theory Of Self-Determination And Foreign Influence, Kristina Buzard, Benjamin A.T. Graham, Ben Horne
Economics - All Scholarship
Unrecognized states are characterized by stagnant or crumbling economies and political instability, often serve as havens for illicit trade, and challenge the territorial sovereignty of recognized states. Their persistence is both intellectually puzzling and normatively problematic, but unrecognized statehood can be a remarkably stable outcome, persisting for decades. Our four-player model reveals that unrecognized statehood emerges as an equilibrium outcome when a patron state is willing and able to persistently invest resources to sustain it. We assess options available to actors in the international community who seek to impose their preferred outcomes in these disputes and find that, although sanctions …

Xi Jinping Visits Seoul: The Bigger Picture 習近平のソウル訪問 大局をみすえて, Mel Gurtov
Political Science Faculty Publications and Presentations
China and Korea watchers jumped to attention when it was announced that Xi Jinping would visit South Korea from July 3-4, rather than visit North Korea first. Although the trip could have been seen as reciprocating ROK President Park Geun-hye’s visit to China in June 2013, the Chinese side surely was aware that the trip would be viewed abroad as a departure from standard Chinese protocol and would probably upset Kim Jong-un and his colleagues. But while the trip can be judged a success for China, the North Koreans may have less to worry about than might at first appear.
