In this thesis, I examine the extent to which the media censorship of the Pinochet dictatorship, which ended over 20 years ago, continues to influence Chilean public opinion and policy today. The dictatorship’s control, penetration and censorship of the press in the 1970s and 1980s appears to have created a lack of pluralism in the media that helped the dictatorship retain political power for 17 years. However, it seems that the dictatorship’s influence did not end with its reign and that this lack of media pluralism still exists today and could be correlated with a widespread conservatism in Chilean public …

The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Countries as varied as China, Taiwan, the Philippines, Indonesia and other adjacent countries have claims on this region’s islands and natural resources. How Secular Should Democracy Be? A Cross-Disciplinary Study Of Catholicism And Islam In Promoting Public Reason, David Ingram, David Ingram
Philosophy: Faculty Publications and Other Works
I argue that the same factors (strategic and principled) that motivated Catholicism to champion liberal democracy are the same that motivate 21st Century Islam to do the same. I defend this claim by linking political liberalism to democratic secularism. Distinguishing institutional, political, and epistemic dimensions of democratic secularism, I show that moderate forms of political and epistemic secularism are most conducive to fostering the kind of public reasoning essential to democratic legitimacy. This demonstration draws upon the ambivalent impact of Indonesia’s Islamic parties in advancing universal social justice aims as against more sectarian policies.

The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins

Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Taken together, these responses engender pessimism about the state …

How does regionalization affect national social policies? Although there is an extensive literature on the effects of globalization on social protection, the literature on the impact of regional integration is much less developed. I argue that the distinctive nature of regionalization processes calls for rigorous empirical testing of the domestic policy effects of regional integration. To this end, using an innovative dataset that measures the degree to which countries are integrated into regional economic and political organizations, this article uses statistical analysis to consider the influence of regional integration on government social spending. Religion has quickly proven itself the defining conflict issue of the Twenty-First Century. Religion and conflict are frequently linked in popular discourse, yet from the beginning, religions have typically held peacemaking as a central value and obligation to their members. This ancient tension between religion as a vehicle of peace and religion as a source of division has taken on global dimensions in recent decades, particularly across a belt of countries roughly crossed by the Tenth Parallel, where Islam and Christianity meet, but in many other parts of the world as well, including Boston. Humanitarian intervention has long been a secondary or tertiary concern in a security driven international system. Since NATO's intervention during the Kosovo crisis in 1999 there have been significant developments in both the language and form of humanitarian intervention as a matter of international law. The events in Kosovo sparked debate about how to handle humanitarian crisis in the future and thus humanitarian intervention evolved into a redefinition of sovereignty as responsibility and the Responsibility to Protect. Unrecognized states are characterized by stagnant or crumbling economies and political instability, often serve as havens for illicit trade, and challenge the territorial sovereignty of recognized states. Their persistence is both intellectually puzzling and normatively problematic, but unrecognized statehood can be a remarkably stable outcome, persisting for decades. Our four-player model reveals that unrecognized statehood emerges as an equilibrium outcome when a patron state is willing and able to persistently invest resources to sustain it. We assess options available to actors in the international community who seek to impose their preferred outcomes in these disputes and find that, although sanctions …

China and Korea watchers jumped to attention when it was announced that Xi Jinping would visit South Korea from July 3-4, rather than visit North Korea first. Although the trip could have been seen as reciprocating ROK President Park Geun-hye’s visit to China in June 2013, the Chinese side surely was aware that the trip would be viewed abroad as a departure from standard Chinese protocol and would probably upset Kim Jong-un and his colleagues. But while the trip can be judged a success for China, the North Koreans may have less to worry about than might at first appear.

The neomercantilist energy policies of China and Russia contribute to what is largely a competitive relationship among all three great powers in Central Asia. Since the transitions to democracy in Latin America, women in the region have undergone major changes in their roles in society. From traditionally only present in the home to participating in collective action efforts, and finally participating at increasing numbers in governments, women have made incredible strides in the Latin American region. This thesis studies opposition party behavior in competitive authoritarian regimes using the Singapore 2011 general election as a case study. The study asks, what is the primary reason Worker’s Party, the strongest opposition party in Singapore, did not pursue the formation of a pre-electoral coalition? I analyzed the pre- existing theories and conducted fieldwork, interviewing opposition party leaders, academics and activists, to ascertain a direct impediment and not just a background condition to coalition building. Many of the pre-existing theories contained insights relevant in Singapore, but the operationalization of the variable limited their significance. I demonstrate that Worker’s Party did …

This article investigates the relationship between the European Union's withdrawal of trade benefits for developing countries under the Generalised System of Preferences (GSP) and its sanctions under the Common Foreign and Security Policy (CFSP). Our expectation is that GSP withdrawals and CFSP sanctions will not cohere. However, our research reveals that GSP suspension has been coherent with CFSP sanctions when the latter exist prior to the decision-making process on GSP sanctions and when the International Labour Organisation has set up a Commission of Inquiry condemning the country, as with Myanmar/Burma and Belarus. Teaching Comparative Political Thought: Joys, Pitfalls, Strategies, Significance, Stephen Salkever

This article reflects on my experience over the past twenty-five years in teaching undergraduate courses in comparative political theory, focusing primarily on texts from ancient China and ancient Greece. I focus on the promise and the difficulties of such courses, and offer suggestions for avoiding the latter, based upon my sense of the defining purpose of such teaching: not the development of a disciplinary specialty or sub-specialty, nor the theoretical promotion or underpinning of a political agenda, but as providing a key element of liberal education in a rapidly globalizing world.

We assess the effects of individual, partisan, and institutional dimensions of conflict on the duration and outcome of the legislative processes in the Brazilian Congress. Our analysis indicates that legislative approval is more likely when the size of the governing coalition is either relatively small or extremely large and least likely when the coalition size is barely over the supermajority threshold to approve constitutional amendments. In contrast, legislative rejection is less likely with either modestly sized coalitions or very large coalitions, but most likely when it is approximately the size of the supermajority threshold. We also find that the effects …

Several recent studies indicate that revolutions of non-violent civil resistance lead to more democratic and peaceful political transitions than either violent revolutions or elite-led political transitions. However, this general trend has not been disaggregated to explain the many prominent cases where nonviolent revolutions are followed by authoritarianism or civil war. Understanding these divergent cases is critical, particularly in light of the problematic transitions following the "Arab Spring" revolutions of 2011. In this paper I explain why nonviolent revolutions sometimes lead to these negative outcomes. Nearly two decades after South Africa’s democratization, questions of tradition and accountability continue to trouble the polity as more than 14 million black South Africans remain subject to state-recognized, so-called “traditional” leaders – kings, queens, chiefs and regents. This article deepens our understanding of contemporary governance by exploring the agency of these citizen-subjects through close examination of traditional leaders’ strategies and citizen-subjects’ mobilizations in four rural localities. These cases illustrate how citizen-subjects are working with, against and through traditional leaders and councils, hybrid organizations and independent groups to pursue community development and effective, accountable governance, and show how the present …
