The Sustainable Autonomy Framework: Explaining Autonomy In Aceh And Southern Yemen, Abdulsalam Saad, Arie Kusuma Paksi

This article examines why post-conflict autonomy consolidates into durable self-governance in some cases while remaining fragile and externally dependent in others. While Aceh has maintained stable self-governance since the 2005 Helsinki Agreement, Yemen’s Southern Transitional Council remains a fragmented authority sustained by external patronage. To explain this divergence, the article develops the Sustainable Autonomy Framework (SAF) and asks: under what conditions does post-conflict autonomy become viable and sustainable? The SAF argues that durability depends on the alignment of three mutually reinforcing pillars: elite legitimacy, resource sovereignty, and mediation credibility. Civil society is often regarded as an essential foundation for democratic consolidation, but in Thailand, civil society also plays a crucial role in maintaining authoritarian rule. This article analyzes how pro-authoritarian civil society movements—Thai Bhakdi and “We Support Prayuth”—emerged and operated in the context of the historical relationship between the military and the monarchy and political polarisation since the 2006 coup. Using the authoritarian civil society (ACS) framework and a comparative historical analysis approach, this study traces how the long-standing divide between reformist and conservative forces created fertile ground for these movements. Inequities within Indonesia's labor system remain a prominent issue, particularly in terms of fair access and protection for all segments of the workforce. As digital media continues to evolve, critiques of labor policy are increasingly expressed through new mediums, including satirical animations. This study aims to explore how the satirical animated videos from the YouTube channel Tekotok represent critiques of labor policy using Critical Discourse Analysis (CDA) and public sentiment analysis. A mixed-methods approach is employed, combining Fairclough’s three-dimensional model for narrative analysis with the IndoBERT model to classify sentiment in 875 YouTube comments. As a new democracy, Tunisia is quite vulnerable to democratic erosion. The implementation of democracy in the country was quite effective during the leadership of Beji Caid Essebsi, resulting in a high democracy index driven by various policies that supported the implementation of this system. However, Tunisia’s quality of democracy significantly declined since President Kais Saied took power in 2019. Indonesia and Egypt are the two countries with the highest prevalence rates of Female Genital Mutilation / Cutting (FGM/C) in the world. Several policies have been issued in order to reduce the number of cases of female circumcision, but they have not shown significant results. Therefore, the authors want to explain why the implementation of the anti-FGM/C policy has not succeeded in reducing the number of female circumcisions in Indonesia and Egypt. This research delves into the challenges and dynamics of women’s political participation in Jakarta, Indonesia. Despite legal frameworks advocating gender equality, like the 30% representation quota, women members of Parliament (MPs) in Jakarta’s politics face significant hurdles, predominantly rooted in a deeply entrenched patriarchal culture. Utilising a qualitative methodology, the study involved comprehensive interviews with female members of Jakarta’s DPRD. The findings reveal a complex interplay of educational background, political motivations, party dynamics, and societal perceptions influencing women’s political careers. The underrepresentation of women in parliament hinders effective gender-centric policy formulation, underscoring the need for enhanced descriptive and substantive representation. …

The victory of the Bharatiya Janata Party (BJP) in the 2014 and 2019 elections with Narendra Modi as prime minister of India is a crucial momentum for the revival of Hindu nationalism in India. Allegations of the politicisation of religion were growing under Modi's leadership with various controversial policies, one of which was the Citizenship (Amendment) Act (CAA) that was passed in 2019. The implementation of special autonomy regions is how the central government acknowledges the uniqueness and significant contributions of specific regions to Indonesia. The acknowledgment is then accommodated within special autonomy policies. Starting with Papua in 2001, there are eight provinces with special regions. Despite having a special autonomy status, those provinces may have more problems. The issues are mainly the historical root of integration with Indonesia, resource inequality, and the genuine representations of indigenous people as officeholders. This paper analyses the Local Government elections (Pilkada) in Indonesia during the COVID-19 pandemic in relation to its postponement by looking at three critical aspects in the electoral management framework decision-making process, service outputs, and service outcomes framed. Natural resource management in the conflict area has raised a debate on how institutions adapt to conflict conditions. This paper utilizes Institutional Analysis and Development (IAD) framework provided by Ratner by conducting a multi-case comparative specifying on the sub-national in Kachin (Myanmar) and Papua (Indonesia). The analysis focuses on how the institutional dynamics relate to collective action in the mining operation during the ongoing conflict. The empirical investigation shows that the different results occurred due to the diverse decentralization arrangement. This article explains how power-sharing could determine conflict resolution in develo¬ping states, particularly in developing countries. This scheme offers a win-win solution between state actors and the separatist movements to curb conflict and initiate pe¬ace-building at the grassroots level. Using a quantitative analysis that employed data¬sets from Power-Sharing Event Dataset (PSED) and Implementation of Pacts Dataset (IMPACT), this article notably reveals two important findings. First, the most promising power-sharing schemes are territorial and political power-sharing. This study analyzes the civil-military relations in Sri Lanka’s Northern Province after the 2009 conflict between the central government and the Liberation Tigers of Tamil Eelam (LTTE) by drawing upon the theories of Alfred Stepan and David Pion-Berlin and Harold Trinkunas. Stepan posited that there were two dimensions that shaped civil-military relationships: military contestation and prerogatives. This study’s analysis of these two dimensions in the case of Sri Lanka’s Northern Province shows that the civil-military relationship in the region takes shape in the unequal civilian accommodation type. Indonesia underwent democratization after more than 20 years (1998–2020), but many studies conclude that the country’s democracy is not consolidated and suffered a setback, at least in the last five years. An increase in political intolerance in society is believed to be the cause of this setback. However, studies on Indonesian political tolerance are biased and thus do not reflect actual conditions of general tolerance. This article examines whether reform forest governance in Indonesia started in the 1990s, which was partially aimed to promote equity, participation and sustainable forest management, has delivered its promised consequences. In the New Order era, the central government had sole authority in managing forests and granting exploitation rights. The mechanism of direct election in presidential election encourages political party to choose the most popular candidate even though he/she is a party outsider. It has a risk that the party or the general chairperson as “principal” will have difficulty controlling the nominated “agent” or outsider.
