La Lucha Por El Liderazgo Adecuado En Las Organizaciones De Los Movimientos Sociales: Reflexión Colectiva Y Reglas Como Base Para La Autonomía, Ruth Simsa, Marion Totter
Gobernar: The Journal of Latin American Public Policy and Governance
This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

Gobernar: The Journal of Latin American Public Policy and Governance
In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

Abstract. The following analysis develops a wider research program that focuses on making a contribution to solve social conflicts through argumentation. Therefore, it presents a political sciences theory background that emphasises on applied rhetoric and deliberation in scenarios characterized by both high levels adversity and social capital. Based on this perspective of policy analysis and theory, it is possible to have a better glimpse at the complex network of social interactions laying under the process of constructions of the public sphere. Competencia Espacial Y Calidad Personal De Los Candidatos. Elecciones Presidenciales Entre 2006 Y 2018 En México, Luis Eduardo León, Julen Berasaluce
Gobernar: The Journal of Latin American Public Policy and Governance
This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.

El objetivo de este artículo es proponer indicadores y un índice para medir y evaluar la calidad de la gobernanza. Para ello responde a las preguntas de investigación: ¿qué es la gobernanza?, ¿en qué se distingue de la gobernabilidad y del gobierno abierto?, ¿qué debe medirse de la gobernanza y cómo ha de medirse? La participación en actividades de voluntariado es un vehículo de participación en la comunidad de forma que enriquece al conjunto de la sociedad y a las personas que lo realizan. Los datos de las Encuestas de Valores Mundiales (WVS, 2010-2014) evidencian que en Latinoamérica el porcentaje de voluntarios varía de forma relevante de unos países a otros, tal que en Colombia el 65% realizan actividades de voluntariado, frente al 23% de Ecuador. Mientras que el voluntariado ha sido ampliamente estudiado en países anglosajones y europeos, apenas hay estudios para Latinoamérica. Este artículo analiza la evolución y el estado situacional actual del proceso de innovación social en las Organizaciones de la Sociedad Civil (OSC) ecuatorianas durante la última década. Dentro de un entorno dinámico se examinan las prácticas de innovación social de las OSC en el país y se detallan dos experiencias emblemáticas. Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs. The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. Empíricamente, el trabajo se basa en la investigación de campo realizada en España durante tres años (2014-2016), que incluyó 36 entrevistas cualitativas y observaciones participantes. El presente estudio busca revisar el estado y el desarrollo institucional de las políticas en materia de transparencia y derecho de acceso a la información presentes en la región. Una vez dentro de la conceptualización pertinente, donde se consultan diversas fuentes que tratan el Accountability, se realiza una comparación que permite identificar posteriormente las condiciones para que las herramientas presentes en cada uno de los países analizados, conforme a su propia legislación, permitan ejercer el Accountability y configurar el acceso a la información, tanto como derecho autónomo como medio efectivo de control social a la gestión pública.

Lo que pretende exponer este artículo tiene que ver con la importancia de descartar la idea de que toda institución eficiente es fruto de la intencionalidad de un poder político centralizado que puede cambiar la historia por medio de herramientas artificiales, desconociendo los procesos históricos y evolutivos del orden social, en un espacio-tiempo determinado. This article addresses the challenges that integral reparation programs meet when aiming to respond to multiple victimization experienced by displaced women. By adopting the ethnographic concept of “frictions” (Tsing, 2005), I analyze four dimensions of discursive frictions that occur surrounding reparative practice backed by the Law on Victims and Land Restitution and its multiple local encounters and dis-encounters when compensating multiple victimization in the post-conflict of Medellín. Like other studies have identified shortcomings of the idealistic and innovative Colombian reparation program, it becomes evident that the integral reparation efforts fall short in addressing the real complexity of interrelated and multiples …

Public servants are conditioned by perceptions about their jobs environments that can lead them to have less appreciation for their organizations. There are few studies that focus on a theoretical and practical understanding of the organizational environment as a factor that may lead public workers to low motivation and job satisfaction levels. We aim to explore organizational environment of Colombia’s public-sector entities as a key organizational aspect, considering the demographic characteristics of Colombian public servants. Through multivariate statistics we explore whether some demographic and organizational traits of public officials play a role on their appreciations of their organizational environments. To …
