El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. Empíricamente, el trabajo se basa en la investigación de campo realizada en España durante tres años (2014-2016), que incluyó 36 entrevistas cualitativas y observaciones participantes. Los hallazgos indican que los activistas consideran, de un lado, a las prácticas organizacionales como medios cruciales para lograr el cambio social y, de otro lado, a las organizaciones como organizaciones parciales, específicamente, para lograr …

Legislative Committee Systems: A Design Perspective, Chase Stoddard
Indiana Journal of Constitutional Design
Committees are the defining characteristic of the modern legislature. While the centrality and study of party politics goes back further than committee politics, the focus on committee systems emerged over the course of the twentieth century, and legislatures could not function as we understand them without this mechanism. The United States Congressional committee system is the most studied system, yet virtually every country utilizes a committee system of some sort within its legislature. Despite their ubiquity in and centrality to the operations of legislatures, committees remain insufficiently studied, especially outside of the United States. The existing body of work tends …

El presente estudio busca revisar el estado y el desarrollo institucional de las políticas en materia de transparencia y derecho de acceso a la información presentes en la región. Una vez dentro de la conceptualización pertinente, donde se consultan diversas fuentes que tratan el Accountability, se realiza una comparación que permite identificar posteriormente las condiciones para que las herramientas presentes en cada uno de los países analizados, conforme a su propia legislación, permitan ejercer el Accountability y configurar el acceso a la información, tanto como derecho autónomo como medio efectivo de control social a la gestión pública.

Public servants are conditioned by perceptions about their jobs environments that can lead them to have less appreciation for their organizations. There are few studies that focus on a theoretical and practical understanding of the organizational environment as a factor that may lead public workers to low motivation and job satisfaction levels. We aim to explore organizational environment of Colombia’s public-sector entities as a key organizational aspect, considering the demographic characteristics of Colombian public servants. Open government has become a goal for countries all over the world, but it remains an elusive concept. Despite innovative methodologies to assess open government policies, action plans, and interventions in different countries, scholarly research and practical decisions are hindered by the lack of a precise concept and an operationalization. In this paper, we make two contributions to this discussion. First, we argue that the discussions about open government would benefit from taking the grammatical structure of the concept seriously (open is an adjective, government a noun). Assimilation And Black Immigrants: Comparing The Racial Identity And Racial Consciousness Of Caribbeans And African Americans, Maruice Mangum, Michael A. Rodriguez Ph.D.

We evaluate the extent to which Caribbeans and African Americans share racial
identity and racial consciousness. Our argument states Caribbeans will assimilate with African Americans depending on whether they were bam in the U.S. and if they mostly lived in the United States while growing up. We also contend that society treats Caribbeans as if they are African Americans, and therefore, Caribbeans align themselves with African Americans. Using the 2004 National Politics Study, we find that self-reported U.S.-bom Caribbeans are more like African Americans in terms of racial identity and racial consciousness than Caribbeans not
bom in the United States. …

Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. This article examines the difficulties in the implementation of gender mainstreaming in the Public Policy of Medellin’s women, under the lens of the meta-governance literature. The purpose is to determine how the problems of coordination between actors and means of governance have influenced incorporation and implementation processes of this international strategy, within the Municipal Administration of Medellin, and especially for the period 2012-2015. Given the inexistence in Spanish of an introductory synthesis to prospective policy analysis, this article proposes its conceptual and historical bases, the analysts' work and skills, and the ways to approach it, listing some of the most used methods and techniques . For this, the article reviews an important part of the English literature on the subject, organizing it descriptively for pedagogical and analytical purposes. The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Provides highlights of my recently published book Export Controls: A Contemporary History. Describes the roles played by multiple U.S. Government agencies and congressional oversight committees in this policymaking arena including the Commerce, Defense, State, and Treasury Departments. It also reviews the roles played by international government organizations such as the Missile Technology Control Regime, export oriented businesses, and research intensive universities.

NASA can more effectively perform its missions by transferring its aeronautic responsibilities to the Federal Aviation Administration and be renamed the National Space Agency. The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.
